Blue Cross and Blue Shield of North Carolina (BCBSNC), on behalf of the State Health Plan, has scheduled a three-day training session to be held May 11, 12, and 13, 2010  The training is recommended for, but not limited to health benefits representatives (HBRs) and billing contacts who have been in their positions for less than two years.   If you would like to attend this training session, please complete and return the registration form by April 30, 2010.  Click here for more information.

The Rawlings Company Authorized for Claims Recovery
 
The Rawlings Company is BCBSNC's medical claims recovery vendor.  They have been authorized by the State Health Plan to investigate and obtain information from appropriate sources, including State Health Plan members, to ensure proper payment of medical claims, including coordination of benefits.  They are also authorized to pursue and collect overpayments. A representative from the Rawlings Company may contact you to verify the person to whom they should send employee status requests.  Thank you, in advance, for your assistance.

Annual Enrollment Update

eBenefitsNow
Agencies
HBRs had until April 16 to enter elections into the "HR Role" in eBenefitsNow  (except for agencies that were approved for an alternate Annual Enrollment date).  Between Monday, April 19 and Friday April 30th, Benefitfocus will be moving  all members that did not complete an Annual Enrollment election into the 70/30 Plan for the 2010/2011 benefit year.  Once this process is complete, Benefitfocus will be mass approving all annual enrollment tasks for the 2010/2011 benefit year for agencies (unless your agency has specifically discussed otherwise with your Benefitfocus Account Consultant).  

BEACON Agencies
The BEACON Annual Enrollment review period will be from April 26 to May 7. Employees should return to Employee Self Service to confirm their enrollment and/or HBRs should print a Benefits Confirmation Statement. During this review period, employees can make changes to their enrollment.  If they missed the original enrollment period, they can complete their Annual Enrollment. Further details on the process will be provided by the BEST Benefits team.
Agencies Enrolling by Paper
The Annual Enrollment and Tobacco Attestation Forms should have been postmarked no later than April 16 and returned to Blue Cross Blue Shield of North Carolina (BCBSNC).  BCBSNC will send a report on May 14 to the agency's HBR or billing contact with the list of employees that are still on the 70/30 Basic Plan.  You may want to reach out to these employees if you feel that they are incorrectly enrolled in the 70/30 Plan for the 2010/2011 benefit year.  HBRs have from May 17 to May 21 to review and submit any changes to BCBSNC by May 24.
Remittance Addresses

As a reminder, the address for submitting remittances (except for charter schools*) has changed. To avoid delays in processing the bills, it is important that remittances are sent to the correct address, shown below:

The street address for submitting remittances by overnight carrier (Fed Ex, UPS, etc.), except for charter schools* is:

*Charter schools should continue to use the previous address for submitting remittances.

COBRA Subsidy Correction 
In the March HBR Update, it was noted that the COBRA subsidy had been extended until December 31, 2010.   However, the COBRA subsidy was only extended until May 31, 2010.  The HR 4213 bill that would extend the COBRA subsidy to December 31, 2010 has not been passed into law.  Therefore, employees who are involuntary terminated after May 31, 2010 are not eligible for the subsidy.  Please Note:  An HBR Alert will be issued if the COBRA subsidy is extended beyond this date.
