Climate Change and Southwest Alaska
The causes of global climate change and how to mitigate it are a subject of much debate. The evidence is conclusive, however, that the climate is changing and it will have implications for Alaskans. During the opening day luncheon, John Walsh, President's Professor of Climate Change & Chief Scientist at the UAF International Arctic Research Center, will illustrate some of the effects a warming climate will have on Southwest Alaska. These outcomes will impact fish and game, infrastructure, and coastal life in general. IARC serves as a focal point of
integrating/synthesizing arctic research efforts in terms of
climate change and communicates the results to the global climate
research community. It promises to be an informative presentation for rural Alaskans.

Economic Development Plan for Alaska
Day two of the conference will feature a lunchtime presentation on the Alaska Forward project. This initiative has been ongoing since September and is driven by the Alaska Partnership for Economic Development, an organization comprised of economic development entities located across the state. Alaska Forward will provide
guidance to the Alaska legislature, government
policy-makers, regional economic development
groups, local community entities and industries as we move toward a next generation economy. The presentation will focus on some of the findings of phase one of the project, a situational analysis of Alaska's economy. The second and most important piece of this project - the implementation plan - will commence later this year.

Additional Rural Meeting Topics
A couple more agenda items of note include a discussion on rural transportation planning and the 2012 redistricting issue.
Carrie Kissel of the National Association of Development Organizations (NADO) in Washington DC will address the membership on Rural Transportation Planning Organizations (RTPO). RTPO's are found all across the country and are used as a planning tool by regional leaders and stakeholders to ensure formal and continuous input into statewide transportation planning and decision making processes. Ms. Kissel will describe how RTPO's operate in other states, discuss their effectiveness, and answer questions from the membership. RTPO's appear on the Thursday morning schedule.
The 2010 Census may present some big changes for rural Alaska in terms of reapportionment and legislative representation, and Gordon Harrison will address this issue for SWAMC's members. Mr. Harrison was Executive Director of the 2000 Alaska Redistricting Board. He will talk about his previous experience with the process, how decisions were made, and what we may expect for the 2012 redistricting. Mr. Harrison will appear on Friday afternoon of the conference.
