Caltrans has stated the tribe is required to submit an encroachment permit and environmental documents to access the pipe. The tribe has not provided an encroachment application or environmental study to Caltrans. |

Federal gaming agency raises concerns with Soboba Band
The federal agency that regulates Indian casinos warned the Soboba tribe recently that it could be forced to close its casino if violence on the reservation endangers people there. Phil Hogen, chairman of the National Indian Gaming Commission, confirmed Friday that he and his staff have been talking to the Soboba Band of Luiseņo Indians in the wake of two law enforcement shootouts on the reservation that left three tribal members dead. "We said, 'Hey, we've heard there's been some violence there in the vicinity of the gaming facility,' " Hogen said in a telephone interview. "If it looks like it's going to put life and limb at risk ... closure of the facility might be necessary."
Anti-casino group sues federal government Press Democrat
A Rohnert Park group has filed suit against the federal government, challenging its ability to take into trust land for a proposed Indian casino. The suit was filed by Stop the Casino 101 and contends the Department of Interior violated the U.S. Constitution when it took into trust 254 acres of land for the Federated Indians of Graton Rancheria. "The federal government is powerless to create a new state or sovereign nation within an existing state without the consent of the state," said Stephan Volker, the Oakland attorney who filed the suit. |
