Going through the pages of newspapers or surfing TV channels remind me of two things. One is a book by Evelyn Waugh, Scoop, and another is a joke of a IAS friend. 
The book by Waugh in 1938 is a satire of sensational journalism. How some journalists cause civil war in a country is one of the interesting stories in the novel. There was a BBC serial on the book in 1972 and a TV film in 1987. 
What has happened in the last one week or so? Three ministers had to quit. Media is demanding more heads either by putting story pressure or by running SMS view of the country. 
TV channels are talking about the demand for change in the leadership.They call it a demand of India. Where is this India? They are representing a crowd of 10-15 people as India. There are SMS which talks about throwing politicians out of power. Is it not inciting people? Is it not provoking masses for some kind of unconstitutional action?  
Newspapers are full of reports quoting intelligence sources that IB had warned about this or that. Contrary to this Chidambaram has admitted of the failure of intelligence. When the issue of the actionable intelligence was raised by the Navy Chief media made him a target. 
It is very unfortunate that media is indulging in what can be best described as sedition. It appears that Indian intelligence with a systematic leak of doubtful documents is playing ISI in India. 
This reminds me of the interesting conversation with the then Deputy Secretary (Home), Gujarat D J Pandian. It was 1994-95. He said that gossip in his office in the morning came to his office in the evening in the form of intelligence report! 
Pandian is now MD of Gujarat's cash cow Gujarat State Petroleum Corporation. He met me in Sachivalaya this week. When I reminded him of this conversation he had a hearty laugh.  
But the development of the said IB reports appearing in newspapers is not a joke. It is a serious threat to the nation. 
We journalists should think about this aspect while reporting terror. 
The issue has two articles one by Dhimant Purohit of Aaj tak and another by a very senior crime reporter Bharat Lakhtariya about the terror reporting. And all other regular stuff.

Poor Siddhartha Patel
 

Gujarat Pradesh Congress chief Siddhartha Patel is in the thick of media crisis. Leader of Opposition Shaktisinh Gohil and party Spokesperson Arjun Modhwadia are regularly hitting headlines while Siddhartha has to contend with either reading their press notes or clippings.
Both Shaktisinh and Modhwadia are quite media savvy. Both know how to strike the right note with media with catchy issues riding personal touch of PR. If Modhwadia has natural flair for media relations, Shaktisinh has groomed his media flavour with teach your self media books.
Siddhartha, son of former Chief Minister Chimanbhai Patel, master of networking human potentials, finds himself as odd man out. US educated urbane Siddhartha is wondering why his natural charismatic smile is not working with the media. In Assembly he is known for his well studied remarks.
His situation can be realised from the fact that sometime back he had a re run of the press statement issued by Shaktisinh at his press conference in Gandhinagar. There were many journalists who did not turn up at the get together he organised at his farm. In Chimanbhai Patel's time good crowd of journalists used to gather at the farm house.
This week, Modhwadia arranged a press conference at the PCC headquarters. And when Siddhartha learnt about it , the PC was half way. He barged into the conference hall and was provided a central place on the dias with due respect to the post of party head in the state. A young journalist even remarked that the press conference of Modhwadia having Siddhartha as guest was like getting a bigger TV as a gift with a smaller TV. Another journalist even circulated this big gift with a small purchase as SMS joke. 
Siddhartha is well connected with the 10 Janpath and has had quite important political assignments as compared to Shaktisinh and Arjun Modhwadia. But still he is facing the media crisis. What is missing in him?
"A" factor is missing in his case! To succeed in Gujarat Congress politics one needs blessings of 23 Willingdon Crescent alongwith the blessings of 10 Janpath !!!! There are plenty of examples to prove this. Right from Shankarsinh Vaghela to Bharat Solanki!!!.
 
 
 
Narendra Sharma Chief Reporter of Jansatta Narendra Sharma has taken over as Chief Reporter of Gujarati Janasatta from December 1. Narendra a versatile reporter is known for his creative ideas and has worked with many Gujarati newspapers in different capacities. Narendra was associated with the launch of innovative news service-Sampurna Samachar Sewa. This service has brought into reality the concept of copy paste for small and medium newspapers.
 Narendra had coined the title of the noon paper of the Sambhav group, Sambhav Metro and was awarded Rs 8,000 gift for winning the competition for suggesting title for the noon paper.
 
Bipin Prajapati is back to E TV

After a brief and bitter honeymoon with the Jagaran project, Bipin Prajapati is back with the ETV. Bipin had joined Jagaran for its Gujarati business daily alongwith several others. However, Jagaran was closed down before the launch of the paper and all were rendered jobless.
 
Lokesh quits TV 9
 
Lokesh who was with the TV 9 as its Gujarat COB has quit the organisation. He is said to be joining Zee with a very huge pay and perks packet. He was earlier with the Zee.
 
 
Damor retires from the Information Department
 
Mansinh Damor Joint Director of the Information Department of Gujarat government retires after serving the department for 18 years. Damor who joined in Junagadh as DDI worked in the entire state during these 18 years.
With his retirement there are four posts of Joint Director vacant and one more will be added to this list when another Joint Director retires.

 Terror Reporting and irresponsible journalism
 
(Dhimant Purohit is Chief of Bureau of Aaj Tak TV Today network in Gujarat. In this article his incisive pen takes a close look of what happened in the media while reporting the Terror Attack on India and he weaves his arguments into a case for self regulation by media while reporting terror.)
 
 
Is this the same city for which people say "CITY NEVER SLEEPS". That was the first feeling in my mind when I landed in Mumbai on November 27th morning almost 12 hours after the biggest terrorist attack on Mumbai and India. In the full daylight, the city was sleeping in coma. Normally overcrowded roads had a deserted look. There was hardly anyone walking on footpaths known jostling crowds. But as a TV journalist my worry was different. More than 12 hours were passed, wasn't it too late to reach Mumbai to cover NSG operation against terrorist? My experience of Akshardham terrorist attack coverage reminded me that it was over by 12 hours. But I didn't know at that moment that terrorists from Pakistan will prove everyone wrong including me. 
  
Almost nine days after 26/11 when I narrate this experience to you, I don't see any point to give my diary that what I saw at Taj on the first day and what I experienced at Oberoi on the second night nor do I need to describe how I got first ever exclusive CCTV footage of terrorist attack on CST food plaza as I was on one spot and you were watching more than one channels, you certainly have more exposure than me though indirect. 
  
26/11 is the biggest ever terrorist attack on Mumbai and on India. As far as the terror coverage is concerned this is not the first terror coverage and unfortunately will not be the last also. As a media person I am getting tons of kudos for uninterrupted live coverage of our TV channels for more than sixty hours, from the ground zero- Hotel Taj, Oberoi and Nariman House, without any bullet proof jackets or security cover. After an exercise in self patting on this back, we will have to admit some bitter truths. 
  
Terror reporting is not just simple TV reporting like recording events and taking bytes. It requires special skills and professional training. After covering Akshardham terror attack, Ahmedabad blasts and Mumbai terror attack I feel that even after almost 15 years of terror attacks, we as media have not thought of terror reporting as a new specialized branch of journalism which is the call of the hour. 

The blunders or goof ups we made as media persons during these 60 hour stint with the terror, were mainly due to lack of specialization. A viewer can quote with anger and frustration more than one example of this.
 
The height was NSG chief J K Dutta's media briefing to announce that operation Taj was over. It was just chaos. All were literally jumping on NSG chief and on each other, using four letter words which even went on air. Result is known. None could cover this important briefing live. NSG chief was also visibly disturbed. Forget professional approach or dignity to our national heroes, there was not even basic discipline or civic sense. 

Second and most important point is the need for the code of conduct for media. We had a channel that provided platform to the terrorists by doing phone interview with them. During the most crucial period of NSG operation against terrorist at Taj and Oberoi and Nariman house we saw channels showing and describing commando and army position and movements outside operation spots. There are few exceptions as far as national TV news channels are concerned. If we can't have self regulation, we should be ready for GAG orders, Ban and strict restrictions by government.
 
To me, it will be as bad as terrorist attack, as far as free and independent media, society and democratic country like India is concerned. TRP is important but certainly not the first and last word in life. Nation comes first. We are not operating from the Moon. If India survives then and then we will be able to do our breaking news business, there should not be any doubt it. This is the last chance for us to mend our ways and become responsible media. The politicians may have more chances but we have not. And then will not be even air pour feelings "we deserve this" on our own.
   
 
Intelligence without Human Touch

Mumbai terror attack has brought out the problem of intelligence. Though the newspapers continue to harp about intelligence report, Navy Chief and others have raised the problem of useful leads from Intelligence which been beautifully crafted in the expression actionable intelligence.
 

My experience of covering all aspects of crime in Gujarat for more than two decades has given me a closer look to see intelligence agencies in action or inaction. Why do intelligence agencies fail? The issue is not new. Many in the government and in police have debated it number of times. A separate intelligence cadre has been mooted several times.
 

But I think the problem is different. No doubt we need officers who are actively involved in their job which does not have the glamour of the uniform. There is a great need for restoring confidence of people in the police officers. This is necessary for a rapport between police and the source. Who is the source of police? Not necessarily someone from the underworld. In most of the cases it is the common man who sees something fishy, something unusual and informs police about it.
 

Is it possible today? No it is not. How many police officers are accessible to common man? Formalities of disclosing identity for meeting police officers is a major hindrance in the direct access of a citizen to police. Even if one can reach police, he is not sure that police would act on it. The credibility of police in the eyes of common man has eroded a lot and people have feeling that police is dishonest.
 
Before a decade ordinary informer could easily approach the officer in whom he had confidence to give tip without disclosing identity or fear of being exposed. If we take case of Ahmedabad, officers in the police Commissionerate or DCB had wide network of informers. Informers could easily meet officers and others without disclosing their identity. But today there is no such human intelligence network. Police now works through technology without human element. They just intercept messages and thus have dry information.
 
Unless it is done, the terror drama will continue to unfold in the great theatre - India.
 

Union Times Today from Silvassa 

Union Times Today will be launched from Silvassa on December 8. The publication, a weekly newspaper in tabloid form, belongs to Mohan Delkar the MP of the Union Territory of Daman Diu and Dadra and Nagar Haveli. 

Sanjiv Desai, Editor-in-Chief, of the UT Today said that it will be a 24 page coloured newspaper with regular features like any standard publication. It will be printed in NOIDA in UP where several other good quality publications are printed. 

Management has plans to start Delhi edition soon. Desai said that the Delhi edition will be out in the first quarter of the 2009.Administrator of the Union Territory Satya Gopal will launch the publication at a function at SSR campus at Silvassa December 8, Desai said. 
 
"Absolute truth is a very rare and dangerous commodity in the context of professional journalism."
