The US Environmental Protection Agency's Mid-Atlantic region announces the launch of a website dedicated to the Chesapeake Bay Total Maximum Daily Load (TMDL).

Bubnick Retires After 25 Years of Service
     After 25 years of federal service, 22 with the Environmental Protection Agency in Seattle, WA and Denver, CO, member Steven Bubnick is looking forward to retirement. During his career, Bubnick worked on implementing the Clean Water Act and the Safe DrinkingSteve Bubnick Water Act. He has a Masters of Science in Geology, specializing in Surface Processes. For the EPA, he worked as an Environmental Scientist, Geologist, Hydrogeologist and Investigator. He also was involved with construction management, working as an advisor on some Superfund sites and most recently worked on the Jordan River restoration for the Midvale Slag site in Midvale, Utah. He also worked with 2 EPA attorneys and a Senior Manager to develop what the EPA-HQ now calls the Good Samaritan plan for mine site restoration.
     With more time on his plate, Bubnick is eager to serve as the Mountain States Chapter's newly-elected president. "I think we are at a point in the development of IECA that the Chapters can really make a difference. The Mountain States Chapter is one of the largest Chapters in terms of membership within IECA, and I want to bring something back to the members. We are having a Membership Appreciation Night during our December Conference on December 9, 2009. We will have drinks and appetizers in a social setting that is free for all members, the IECA HQ staff, and all conference attendees. This is the Chapter Board's way of saying Thank You to all our members and attendees." Bubnick explained that the Chapter also has been working closely with IECA staff to provide a greater array of educational opportunities.
"These kinds of activities make this a very special time to be a member of IECA and the Mountain States Chapter. It's going to be exciting!"

New Staff Join the IECA Family
     Rich Harter comes to IECA with a strong background in associationRich Harter management, marketing and meeting industry experience. Rich is the Assistant to IECA Executive Director Russ Adsit, and as such, works closely with and supports initiatives taken on by Russ. Rich will spearhead programs such as sponsorship, advertising, exhibit sales and group discounts for members through development of affinity programs. Rich lives in Loveland, Colorado, has been married to wife Maureen for 27 years and has two grown children, Dan and Laura.
     Holly Nicholson is IECA's new Education Coordinator, working directly with Jimmy Eanes, IECA's Education Director. She will be the "go to" person for questions regarding IECA's education programs. Holly will manage Holly Nicholsonall EC10 courses and will work to make sure all of IECA's presenters have ample assistance with presentation submittals, course logistics and course material delivery. Holly is originally from North Carolina and graduated from the University of North Carolina at Wilmington. Her employment background includes Business Operations, Technical Support, and she has owned her own massage therapy company as well. Holly now lives in Denver, Colorado and was introduced to E & SC and Stormwater Management though her brother and several friends.

Free EPA September Watershed Academy Webcast
Starting Thursday, September 10th, "Introduction to Water Quality Standards," is the second in a series of EPA Webcasts on the Clean Water Act (CWA). The Webcast will highlight the three major components of state and tribal water quality standards such as designated uses, water quality criteria, antidegradation and will include a case study of how one state is working to strengthen its WQS program. The Watershed Academy is now offering a certificate to everyone who attends at least 1 hour and 30 minutes of the Webcast. To register, visit

Soil Erosion in China Presents Urgent Problems: Proposed China Chapter Hosts Event to Help Find Solutions

     China's Ministry of Water Resources (MWR) Minister Chen Lei, announced that "eroded soil amounts to 4.5 billion tons every year, and 24 million hectares of affected arable land needs to be improved immediately. The MWR reports indicate economic losses brought by soil erosion account for 2.25 percent of [China's] gross domestic product every year."
     China's major newspaper, Xinhua News, published a nationwide government research report revealing that almost 40 percent of China's territory, or 3,569,200 square kilometers of land, suffers from soil erosion. It showed 1.61 million square km of land is suffering from erosion by water and 1.96 million square km is being eroded by wind. "China has a more dire situation than India, Japan, the United States, Australia and many other countries suffering from soil erosion," the News agency quoted from the report.
     To curtail the environmental devastation built up through decades of weak policy implementation and uncontrolled pollution, China is committing an unprecedented amount of resources and investments. This trend will create opportunities for both domestic and international organizations and experts. In part hosted by the proposed China Chapter of IECA, the Shenzhen Environmental Protection Industry Development Forum Nov. 3-4 in Shenzhen, China will explore the opportunities and solutions available.
