Streamflow Duration Assessment Method Now Available
The U.S. Army Corps of Engineers, U.S. Environmental Protection Agency and Oregon Department of State Lands has released a new tool to help identify waters that may be subject to those agencies' regulatory jurisdiction. The data from the tool can be used to determine whether a stream may be subject to jurisdiction under Section 404 of the Clean Water Act and the State of Oregon's Removal-Fill statute. Debating the Cost of Effluent Limitations Guidelines

EPA Awards More Than $18 Million to TCEQ for Environmental Programs

Patriot Coal To Pay $6.5 Million to Settle Clean Water Act Violations
Patriot Coal Corporation, one of the largest coal mining companies in the United States, has agreed to pay a $6.5 million civil penalty to settle violations of the Clean Water Act. Study Shows How Some Beaches Are Receding

IECA Announces Winners of 18th Annual Awards of Environmental Excellence
The presentation ceremony of the Awards of Environmental Excellence was held at EC09 last month. For the past 18th years, IECA has recognized the industry's best by awarding persons and projects epitomizing the principles of environmental excellence.

Julie Etra, CPESC, was recognized with the Sustained Contributor Award. This award recognizes those who have demonstrated a long-term commitment to the erosion and sediment control industry. Etra, principal of Western Botanical Services, Inc., a consulting firm located in Reno, NV, has been an active member of IECA since 1988, and has been involved with IECA's governance since 1996. Etra had this to say about the honor, "I was surprised and flattered given the other recipients, and I will continue to work hard to deserve such an honor."

Sam Lamont, CPESC, CESSWI, CISEC and Alex Zimmerman, CPESC, were recognized with the Educational Achievement Award. This award is given to an outstanding individual or program that has demonstrated a commitment to excellence in natural resource conservation and environmental protection through delivery of effective erosion and sediment control education. Lamont, an Environmental Liaison for the Alaska DOT & PF in Fairbanks, AK, has spent 25 years working in the arctic construction industry. Along with Alex Zimmerman, he was instrumental in establishing the Certified Erosion and Sediment Control Lead (CESCL) training in Alaska beginning in 2006, providing a "qualified person" for NPDES compliance on projects statewide. Zimmerman has been working in the erosion and sediment control industry for 15 years working with stake holders throughout Washington, Oregon, Alaska and British Columbia to improve contractors' understanding and awareness of erosion control and the impacts of sedimentation. He is an active member of the Board of Directors of the Pacific Northwest Chapter, serving as the immediate past president. Read the full news release.

ABC's of BMP's, LLC Announces Two New Classes
After many requests by general contracting firms and municipalities, Shirley D. Morrow, President of ABC's of BMP's, LLC is offering two new classes available immediately. The first is a ˝ day workshop entitled "How to Update and Maintain a SWPPP" and the other is a full day class entitled "Post Construction Inspections."

"How to Update and Maintain a SWPPP" provides hands-on training for superintendents and others who are in charge of keeping the Stormwater Pollution Prevention Plan (SWPPP) current and up-to-date. "Post Construction Inspections" is a full day class providing information to MS4 communities on inspecting permanent stormwater controls during the construction project and after to ensure proper construction and maintenance of the controls.

PROFILE Products LLC Recognizes Outstanding Distributor Efforts
Profile held its annual Engineered and Specified Products distributor awards dinner at EC09, taking the time to honor and recognize strategic partners who made things happen throughout 2008. Profile presented eighteen different awards to sales representatives and companies for their efforts over the last year.

2008 award winners included Tony Blatnik with JMD Company as the GreenArmor(TM) Gladiator and Bryan Whiteley with EnCana Energy for being a Trail Blazer for demonstrating innovation in action. JMD Company and ACF West were selected for Most Outstanding Project in the east and west, respectively. And the individual Sharp Shooter awards were given to Cathy Wall of Quality Seeds, Brandon Shaw with ACF Environmental, Dean Kachur from Brett Young, Russell
Chambless of Pennington Seed, Efrain Vega from Agencias Gala, and Lynn Friesner with Reed & Graham. Profile also handed out company awards for Rookie of the Year to Brett Young out of Canada; the Rifleman Award to ACF Environmental for its promotion of the Terra-Tubes® product; Most Rapid Growth was given to ACF West; Agronomic Excellence to Pennington Seed; and Ambassador Awards for International sales efforts to Atlanlusi and Comercial Projar. ACF Environmental was honored as a sustained contributor with the President's Club award. And the top honor of the night went to Watersaver Company Inc. for the Top Gun award as the total sales leader of PROFILE Engineered and Specified Products. Source: PROFILE Products LLC news release

Mid-Atlantic Chapter's Newsletter Goes Green
In an effort to reduce paper waste and unnecessary postage fees, the Chapter's newsletter is now available electronically on the web site. Click here to view and/or download a paper copy.

The Mid-Atlantic Chapter also has awarded 3 scholarships to students enrolled in four-year colleges and universities in the Mid-Atlantic region. Congratulations to Ryan Headley, a senior at Rowan University; Valentina Beneski, a sophomore at Wilkes University; and Kevin Prendergast, a sophomore at West Virginia University.

Great Lakes Chapter Works with Envirocert to Bring Training to Great Lakes Area
The Great Lakes Chapter, in partnership with various local agencies, received a grant from Ohio EPA's Environmental Education Fund. The grant will be used to offer Envirocert's CESSWI, CPESC and CPSWQ exam review classes and exams. There will be six full day review classes, with the half-day exam the next day. EC10 Call for Presentations Due May 15
Education is the primary reason attendees register for Environmental Connection, with over 100 educational sessions, including full and half day courses and technical paper presentations on diverse topics. Attendees can earn over 28 professional development hours (PDH) during the 4 days of the conference.

Submitting your work will expand your resume, increase the visibility of your project, extend the life of your work, demonstrate your knowledge and skill, assist your colleagues with E/SC/SW issues and help others in the industry learn techniques that will improve their work and our environment. IECA Announces New Board of Directors Positions

IECA's Board of Directors installed two new officers and held elections to determine new positions at EC09 in Reno, NV last month. IECA's Board of Directors is made up of nine members, each serving a three year term. Read the full news release.


IECA and CISEC, Inc. Sign Certification Partnership Agreement
IECA and the Certified Inspector of Sediment and Erosion Control Program, Inc. (CISEC) have established a professional relationship together. Specifically, IECA will support CISEC, Inc. in the following ways:
  • Recognizing CISEC registrants as certified individuals;
  • Encouraging IECA's membership to partake in the CISEC certification program;
  • Providing training and educational opportunities for CISEC registrants; and
  • Advancing the CISEC mission at its events and through IECA publications
Additionally, each organization will share ideas for developing educational content that meets the needs of the CISEC certification program. CISEC, Inc. has appointed J.B. Dixon to serve as a liaison to IECA's Professional Development Committee.

IECA Announces Gauthier's Board of Directors Resignation
Becky Gauthier, a technical associate for Profile Products, LLC in Lakebay, WA, has resigned from IECA's Board of Directors. Gauthier has worked in the erosion control industry since 1990, and she has served IECA in many capacities. She has been the President of the Pacific Northwest Chapter and has served on the Chapter Board of Directors since 1999. Gauthier also has chaired several IECA committees including the Chapter Advisory Committee. "Becky will be
missed on the Board.  She has been an asset to IECA in many ways, and will continue to be so through the committees she continues to serve on. Her dedication and volunteerism should be applauded by all members of IECA," said Michael Chase, CPESC, CPSWQ, CESSWI, president of IECA's Board of Directors. The Board has appointed Lee Johnson, CPESC to serve the remainder of Gauthier's term which ends in February 2012.

IECA's Professional Development Committee (PDC) is compiling a list of professional organizations that have certification/professional registry programs and online training programs.
