BRS Names Former Director of CA Department of Industrial Relations to Help Lead National Regulatory Consulting Practice
The State of California's former director for the Department of Industrial Relations has joined Bickmore Risk Services (BRS) to help lead its growing national regulatory consulting practices, the company announced today.
Effective April 4, 2011, John C. Duncan, 53, will serve as Senior Vice President of Governmental and Regulatory Affairs for the Sacramento-based company, which provides consulting and other risk management services to public and private sector clients in more than 30 states nationwide.

 Greetings to my fellow CAJPA members - We have all seen and been moved by the recent events in Japan. The efforts of the Japanese government and citizens to deal with the immediate trauma and return to some sense of normalcy and productivity have been daunting. While the fiscal crises facing our nation, the State of California and members of the pooling community are not of the same magnitude, the risks posed to all stakeholders by these crises cannot be overstated. The multitude of challenges facing all of us at this time underscore the need for prudent risk management practices and creative approaches to deal with current problems and future challenges. Openness to new ideas and learning from each other is important as well, and we encourage everyone to take advantage of the opportunities to learn and share at the CAJPA Conference on September 6-9, 2011. Last year's headlines about the abuses committed by the officials of the City of Bell are likely to result in greater oversight for JPA boards and other public governing bodies. The new year is always a good time to take stock and review how well we are fulfilling our mandate of public trust. In that spirit, we'd like to ask our CAJPA readers a simple question: which parliamentary authority do you use for your meetings?

It is estimated that 90 percent of the voluntary associations in the United States - of which joint powers authorities are an example - use Robert's Rules of Order. We are curious as to what the percentage will be in CAJPA. Beyond curiosity, we also believe that CAJPA members will benefit from asking themselves this question. Perhaps you'll find that you don't have any adopted authority - a situation that presents certain risks in itself.
