Welcome to GET SMART On Education !

Autumn has arrived, and with it comes the November 7th elections. This issue of GET SMART is devoted to providing you with information about three ballot measures affecting children and public education: Propositions 1D, 86, and 88.

GET SMART on Education provides straight- forward information about California legislation and public education issues that affect our local schools. The Las Trampas Creek Council of PTAs (LTCC) Legislation Team makes it easy to work with fellow parents and citizens in Lamorinda and Walnut Creek to become informed. We provide links to experts and more detailed reports and show you how to communicate with your government representatives. The LTCC Legislation Team meets monthly throughout the year and welcomes all to participate.


Proposition 1D

Kindergarten-University Public Education Facilities Bond

  • $10.4 billion to modernize and build new schools for K-12 and higher education to repair and seismically upgrade California’s aging facilities
  • Includes target funding to relieve overcrowding, and promote environmentally friendly “green” construction
  • Support diverse education programs, including career-technical education, smaller high schools, and certain types of charter schools with proven track records
  • Has bipartisan support; approved for the ballot by two-thirds of the Legislature

The California State PTA and League of Women Voters SUPPORT the approval of Proposition 1D.

Proposition 86

Tobacco Tax Act of 2006

  • Imposes an additional 13 cent tax on each cigarette, or $2.60 per pack, and indirectly increases tax on other tobacco products
  • Funding provided to qualified hospitals for emergency services, nursing education and health insurance for eligible children
  • Includes funding for tobacco use prevention programs, and research, prevention and treatment of various health conditions, including cancer and heart disease, which would save billions in health care costs

The California State PTA and League of Women Voters SUPPORT the approval of Proposition 86.


Proposition 88

Classroom Learning and Accountability Act

  • Amends the California Constitution to create a statewide parcel tax of $50, to raise $470 million a year, with exemptions for certain homeowners who are 65 years or older, or disabled.
  • Restricts funding exclusively for K-12 class size reduction; textbooks and materials; school safety; Academic Success facility grants; and a database to evaluate program effectiveness

The California State PTA and League of Women Voters OPPOSE this measure because:

  • The funding would not cover the costs of the programs that are required to be supported
  • There is no provision for cost-of-living adjustments, thus eroding support for the specified programs over time
  • Concern that Prop 88 may distract voter support of more important Prop 1D, or leave false impression that California schools would be adequately funded
