A Word from the Scout Executive

"Tragedy has struck our community."

"Tornados rip through Southern Indiana and northern Kentucky."

"How will we rebuild."

Tornado Relief
Scouts help clean up Pekin and Henryville Indiana
At face value, these statements paint a picture of only despair and hopeless. Scouts know otherwise. We know there is great hope, and with faith we rebuild. I am proud to report our Scouts, leaders and parents are helping revitalize hope in our communities. Since the devastating tornadoes hit many cries for help have been heard and our Scouting family has responded.

I have received numerous emails reporting the actions of Scouts and leaders.

So far, 20 Scout troops, crews and packs have answered the call for clean up efforts. More than 300 people have provided over 3,000 hours of community service in just this past week. Al Holt with the help of countless other volunteers in the George Rogers Clark District rose to the challenge by organizing nearly 200 volunteers to remove 9 metric tons of debris to nearby landfills. What a great example you all have shown.

Tornado Relief 1There will be many, many more hours of service needed in the coming weeks. Farmers are in need of people to walk fields to remove debris. There are opportunities to help cook food or clean up yards. United Way has several projects an individual or group can sign up for. Click here to sign up for a project with United Way.

I want to thank so many people that have donated food, cleaning supplies and other items for tornado victims. We have taken one truckload of supplies last week and will take another this week. Thank you for your outpouring support.

Our Scouts and leaders are putting the Scout Law into action. A Scout is helpful, friendly, courteous, kind, cheerful and brave... these are just some of the characteristics Scouts have exemplified in this tragedy.

Please keep the victims and volunteers in your thoughts, actions and prayers.

With warmest regards,

Barry Oxley

Scout Executive

Scoutmaster Conference Myths
Myth No. 1: The Scoutmaster (unit leader) conference is the last step before a board of review.

Myth No. 2: A Scout can "fail" a Scoutmaster conference and be held back from a board of review.

Topic 4.2.3.5 in the Guide to Advancement breaks both these myths. "While it makes sense to hold [a Scoutmaster or unit leader conference] after other
requirements for a rank are met, it is not required that it be the last step before the board of review." Some leaders hold more than one conference along the way, and any of them can count toward the requirement.

Requirements for each rank state, "Participate in a Scoutmaster conference." This is not a pass/fail requirement. Topic 4.2.3.5 states, "[The conference] is not a 'test.' Requirements do not say he must 'pass' a
conference." If an Eagle Scout candidate's conference is denied or the unit leader refuses to sign a candidate's Eagle application, a board of review under disputed circumstances is held (See Guide to Advancement
topic 8.0.3.2).

A Scoutmaster conference should not become just another requirement for rank advancement.
