2012-2015 TIP

CALL FOR PROJECT NOMINATIONS

Have you ever wondered when transportation projects are selected for construction? 

 

Now is the time!  FMATS is beginning the development process for the 2012 - 2015 Transportation Improvement Program (TIP).  The TIP is a four year, fiscally-constrained program of projects that will receive funding.  Currently, projects in the TIP include Illinois Street Reconstruction, Wendell Street ADA Improvements and Street Sign Replacment to name a few.

 

This CALL FOR PROJECT NOMINATIONS is an opportunity to bring forth ideas for new projects to be included in the TIP.  THe nomination period is open from November 11 - December 26, 2010.

FMATS MTP GoalsFMATS 
completed its long range plan update this year.  This long range plan identifies transportation needs within the FMATS area for the next 25 years.  It contains goals, objectives, existing conditions, and future needs.  It is a fiscally constrained document developed with extensive input from the community.  Thanks to all who participated!  Barnette Street Bridge Construction
The Barnette Street Bridge was completed on October 22, 2010.  Those downtown heard the progress of the bridge construction by the ringing sounds of the pile-driving.  This is the first phase of the Illinois Street Reconstruction Project.  The bridge is closed off at this time and will not be maintained this winter.

The second phase of the project is scheduled to begin construction next summer and is the long-awaited reconstruction of Illinois Street from College Road to First Avenue.  Thank you to the folks in construction for the great job this year and excellent photos! 

 

 23rd Avenue Improvements

 23rd Avenue was quite the construction site all summer long and was funded with a myriad of sources.  Utilities were upgraded with funding received from the American Recovery and Reinvestment Act. Significant sidewalk improvements were made with funding from a HUD Community Development Block Grant.  FMATS funded the remainder of the project with the City of Fairbanks providing for the 9% non-federal share.  Items to be completed next year include
permanent striping, driveway aprons and lowering catch basins on side streets.  This is a great improvement for South Fairbanks.  Check out the before and after pictures!

LED Streetlight Conversion

 That white light shining in front of your house may be one of the 1,800 new LED streetlights that were installed this summer on local roads in Fairbanks and North Pole.  These energy saving lights replace the high pressure sodium lights and become more efficient as the temperature drops.  FMATS hopes to install about 1000 additional lights, as funding allows, and the cities look forward to significant energy savings estimated at more than 50%!  These are the LED lights that were installed on the Cowles Avenue Upgrade Project.

Nordale Road Rehabilitation and Preventive Maintenance

As part of FMATS' ongoing Preventive Maintenance efforts, Nordale Road was rehabilitated between Badger Road and the Chena River, the portion of the road in the FMATS planning area.  Other surface upgrades occurred on the bike path on the west end of Farmer's Loop Road and the Steese Highway as well as in the College 2, 3 and Smith Ranch Service Areas.

Non-Motorized Transportation Planning Efforts

FMATS is currently working on three non-motorized planning efforts.  The first one is the update of the FMATS Bike Map.  Look for it early next year!

Secondly, FMATS received a Safe Routes to School Grant.  This program is a Federal-aid program that provides funding to improve the ability of primary and middle school students to walk and bicycle to school safely.  Our consultant has completed the infrastructure inventory for 17 schools within the FMATS planning boundary to identify potential infrastructure improvments to improve safety.    Parent surveys have been distributed and are currently being collected.  These surveys cover walking and biking attitudes and try to uncover reasons students do or don't walk or bike to school.  Future activities include development of an FMATS Safe Routes to School Website, volunteer recruitment to observe behaviors at schools, Strategic Task Force meetings, a Walk or Bike to School Month Event and the development of tool kits for each school.  The tool kits will include walking and biking maps, survey data results, infrastructure improvement recommendations, implementation tip sheets and a copy of the SRTS guidebook.

FMATS is also working on developing its first Non-Motorized Transportation Plan.  Consultant proposals were received and are being evaluated.  The goal of this project is to provide a safe, efficient, secure and interconnected multi-modal transportation system for all users.  We would like to build a transportation system that reduces fuel consumption, enables freedom of mobility, encourages more physical activity, allows children to walk and bike to school, reduces traffic congestion while simultaneously creating economic growth.  The plan will present a vision of a fully developed bicycle and pedestrian system to increase connections within the community.  Be looking for more information on this in the near future.

Phillips Field Road Upgrades

The Phillips Field Road Upgrade project was also completed this fall.  The road was rehabilitated and the railroad crossing upgraded.  Current right-of-way limitations prevented significant

improvements for the addition of bicycle and pedestrian facilities.  However, FMATS has included a follow-up project in its long range plan to address these issues.
