Maryland Energy Administration's Rebate Program Extended

It seems the more money the State adds to the MEA Rebate Program, the faster the money is claimed by Maryland residents looking to improve their homes' energy efficiency.  The State of Maryland recently added another $250,000 to the pot bringing the total to $2.35 million in available rebates.  As of October 1, there is just over $400,000 remaining, which we expect to last through the end of October.   To see how much money remains, visit:   http://energy.maryland.gov/homeperformance/   

 

"If you have your ecobeco audit report and you haven't taken action yet on air sealing or insulation, give us a call today.  We'll find you a qualified contractor who can help you get your application into the State of Maryland quickly," says Brian Toll, President and Founder of ecobeco. "We feel the additional $250,000 of funding will likely extend the program for another month. No more than 2 months."

The Maryland Energy Administration has created a project to fund projects administered through the Maryland Home Performance with ENERGY STAR program through the creation of a 35% mail-in rebate for air sealing, duct sealing and insulation work up to $3,100.

 

  • This rebate is in addition to the Pepco, BGE or Allegheny rebate programs that give 15% rebates.
  • This rebate is in addition to the 2011 Federal $500 tax credit, and any other local programs. 
In other words, you can get over 50% back in rebates and tax credits for taking action on energy efficiency in your home.  To get this rebate, you must first have a qualified Comprehensive Home Energy Audit done (ecobeco can do this for you) and then a qualified home improvement contractor must be selected to perform air sealing, duct sealing and insulation work, etc. in your home. ecobeco helps you identify the right contractors in our audit reports so that you remain eligible to receive the rebates.
 
This program is reservation-based and first come first served.  The process and paperwork for applying for this rebate is a little cumbersome, but approvals take about 1 week.

ecoTip: How to Keep the Draft Out - Getting Ready for Fall and Winter  

This article, written by ecobeco's Co-Founder and Vice-President Reuven Walder, is adapted from his article that appears in the October 2011 edition of Beltway Buzz, a new publication for the DC area.

You know that Fall has arrived when the leaves on the trees begin to show hues of yellow and red. The summer's heat is overtaken by dry winds and cool breezes and you begin to spend more time indoors. This is the perfect time to prepare your house for the cold weather season that is just around the corner. ecobeco can help you to get ready for the season by implementing simple Do-it-Yourself measures or more complex professional projects that can dramatically improve efficiency and comfort in your home. Below are Professional Services and a few Do-It-Yourself options to consider.

 

Professional Services 

Get a Home Energy Audit from ecobeco: If you want to learn how to improve all aspects of your home's energy efficiency and comfort, get a Home Energy Audit. For an unbiased, whole home approach, your auditor should be affiliated with your local Home Performance with ENERGY STARŪ Program and ecobeco's team of certified auditors are trained and authorized through this program. Energy audits quantify your home's air leakage, insulation effectiveness, heating and cooling system performance and safety, appliance and lighting efficiency and other components. Certified auditors perform several diagnostic tests including a blower door air leakage test, infrared camera scan, furnace and water heater safety and efficiency and duct leakage tests. You will receive a written report that lists the recommended measures with projected energy savings in prioritized order. You can learn more at www.ecobeco.com/energyaudit.
 

 

Air Seal the Leaks and Insulate: In most homes, air sealing and insulating are the two most important measures to implement. Doing both of these measures can dramatically improve problems including high energy bills, comfort issues and ice dams. This type of work is implemented by a professional who specializes in weatherization techniques that are proven to reduce leakage in home. Similar to your auditor, I recommend that you use a contractor that participates in your local Home Performance with ENERGY STARŪ Program. Areas where efforts are most effective are your attic, basement and duct lines, which can have a variety of large holes that allow your home's conditioned air to escape. If you live in Maryland or Virginia, make sure to get the work done by a contractor participating your state's program so that you can take advantage of the energy improvement rebates (see "Rebate Programs" below).    

 

Tune Up Your Furnace: Furnace inspections by a qualified heating system professional is recommended annually to assure that your system is running at its optimal performance and will also identify any major health and safety issues such as a cracked heat exchanger or gas leaks. An energy audit will also help to identify any major safety issues from a gas or oil burning furnace.  

 

 

Do-It-Yourself Measures
Check Your Windows and Doors: During the spring and summer, windows were likely opened at some point during the season. So go around to each window and make sure that they are properly closed and latched. If you find broken or non-functioning latches or windows that are stuck open, you should fix them yourself or have them repaired. An open window can dramatically affect comfort and efficiency in a space. Doors should be weatherized with durable weather stripping as well. If you find that the trim around windows and doors is leaky, then these should be sealed with caulk. Also, sometimes windows feel drafty when they really are not. Often, what you are feeling is cold temperature penetrating through the window itself. Try installing thick window coverings as an extra layer of protection from the cold outdoors. If after doing all these things you can't stop the drafts, it might be a good time to call an Energy Auditor to help.

 

Control the Airflow: In some homes, there are valves (also known as dampers) on duct lines in the basement and/or attic by which you can control the flow of air to specific areas of your home. These help to direct air from your heating and cooling system to desired locations in your home. As a rule of thumb, adjust dampers in summer to direct more cool air to the upper levels of your home. In winter adjust dampers to deliver more hot air to the lower levels. You can also open and close registers in rooms if you don't find any dampers as an alternative. If you find temperatures still vary widely from floor to floor, consider running your HVAC system's fan more frequently or all the time. Turn the fan setting from "auto" to "on" and leave it on for a few days to see if that helps.  

 

Fireplaces and Dryer Vents: Wood burning fireplaces have dampers so that when they are not in use you can keep the cold air from infiltrating your home. HDraft Stoppersowever, these dampers are often in disrepair or simply ineffective. An easy solution is to install a Fireplace Draft Stopper. This device is essentially an inflatable balloon made from a durable material that is inserted into the fireplace to keep the cold air out - and it can be easily removed when you want to burn a fire. Note: if you have a gas fireplace, you must keep the damper open - according to building code. If you don't use your gas fireplace, consider decommissioning it and sealing the flue with caulk or using a draft stopper. Another device that can help reduce air leakage is an air tight vent cover for the dryer outlet on the outside of your house. This type of outlet will keep unwanted visitors such as rodents and insects out of your home. For more info, both of these products can be found at http://www.ecobeco.com/Search.aspx?k=battic

 

Rebate Programs

Take advantage of energy incentive programs. Homeowners are eligible for energy efficiency rebates from the State of Maryland and Virginia, and from utilities in Maryland including Pepco and Baltimore Gas and Electric. Even Montgomery County, Maryland has an energy efficiency rebate program. The benefits vary based on where you live. For example, someone living in Silver Spring, MD can obtain rebates that cover 70% of the costs of energy efficiency improvements up to $5,300 for a limited time. In Virginia, you can save up to 20% up to $595 per household. These incentives help you to target air leakage, insulation improvements, duct sealing and heating and cooling upgrades. In Maryland, you need an Energy Audit from a Home Performance with ENERGY STARŪ participating auditor. ecobeco is a member of this program so contact us to get the process started!   A more comprehensive list of incentives is available at http://www.dsireusa.org

Pepco Customers: Get a Free Tree

 

Pepco, in partnership with Arborday, has started a program to tree provides shade provide 1,000 trees to customers throughout its service territory.  Trees provide shading that can help reduce cooling loads in the summer, so not only do trees gobble up carbon dioxide, but they also help reduce your energy bills.

Montgomery County Energy Efficiency Rebate Program Provides Additional 20% Savings Opportunity 
Incentives for energy efficiency in Montgomery County.

 

Just released: Montgomery County now has a Montgomery County Residential Energy Efficiency Rebate Program available to County residents.



The Montgomery County program is designed to encourage residents to take benefits across multiple categories such as Envelope and HVAC.  So how much money is this saving for you? Let's take a look at a $4,000 air sealing and insulation energy efficiency improvement job:

MoCo Savings
In a nutshell, the State of Maryland Rebate, Pepco's Program, and this new Montgomery County Program will save you up to 70% on qualified measures.  Note that Federal Tax Credits depend on your situation and may not be available to you.  Consult your tax professional for more information.

The Montgomery County Rebate has some similarities and differences with the State Rebate:

 

1. SIMILARITIES:  Both are a first-come, first-served program where you need to obtain a reservation.

 

1. DIFFERENCES:  In Montgomery County's program you must have your reservation before work can begin.  The Maryland program allows work retroactively.  Montgomery County has asked for 1 week to approve applications for buildings that are less than 45 years old, and 1 month to approve applications for buildings older than 45 years.  This is due to a requirement that the Maryland Historical Trust review all applications on older homes.

2. SIMILARITIES:  You must spend a minimum amount of money to be eligible for both programs. 
2. DIFFERENCES:  Maryland requires $1,000 in spending on qualified measures.  The Montgomery County program requires that the combination of your rebates equals at least $500.  There is no spending minimum.  Just a minimum rebate application.

3. SIMILARITIES:  You must complete your work within a certain time frame.
3. DIFFERENCES:  Maryland requires that you submit forms in 120 days of your reservation.  Montgomery County requires that you submit forms in 90 days of your reservation.

4. SIMILARITIES:  You need to file lots of forms.  Both programs want access to your future utility bills to track program impacts, so you are signing authority over to them to look at your usage data.
4. DIFFERENCES:  Maryland requires all forms in hard copy sent to their contractor in Bethesda.  Montgomery County wants all forms electronically.

5. SIMILARITIES:  You need an audit from a Home Performance Company like ecobeco.  Your air sealing work must be performed by a Home Performance Contractor like ecobeco's partners.  HVAC work in the Montgomery County Program can be performed by any licensed HVAC firm.

6. SIMILARITIES: To file a claim after work is done, you need a "Test-Out" that you can get from ecobeco at no charge.  We'll re-visit your home to validate the work was done right and to verify safety considerations. It takes up to 5-6 weeks to receive a rebate check from the County when a complete application is fully submitted.

Upcoming Event Sunday October 9th: Kentlands Oktoberfest

 

On Sunday, October 9th, amidst horse-drawn hayrides and pumpkin painting, festival goers can enjoy authentic Bavarian food and beer and lively Bavarian performances at this year's Oktoberfest in Kentlands. This event is free and open to the public from 12 noon to 4pm.

 

Free performances on the Arts Barn Theater stage will include a variety of local dance and singing groups. Kids will also enjoy a full day of pony rides, moon bounce, face painting, art projects, and many other activities. Please note that there will be a fee for some activities.

Also during Oktoberfest, the adjacent Kentlands Mansion will host a juried Fine Arts and Crafts Show. ecobeco will be on-site with other local businesses in the Kentlands downtown area, showcasing local services for residents including Home Energy Audits and solar power.


No parking on site.
Shuttle service will be available from the office building at Edison Park Drive, near the intersection of Main Street and Route 28, and will run regularly during festival hours.

ecobeco has extended their stay in Montgomery Mall in Bethesda near Macy's Home and the Food Court until the end of October. Virginia Re-Starts Energy Efficiency Rebate Program.  Appliance Program Continues.  New Geothermal Program. 

A week ago, the State of Virginia allocated $5 Million in new funds for its Virginia Home Energy Efficiency Rebate Program.  Below is a link to the website that explains the background and how you can apply for up to $595 of rebates for work you have done or plan to do to improve the efficiency of your home. You can get $250 back for your energy audit.

The rebate program will be distributed on a first come, first serve basis; so get your application in if you intend to do any eligible work. It's vital to act in a timely fashion to claim part of the available rebate funds. Similar programs in this area have all run out quickly. 

 

Even if you don't have any work to do, please tell your friends about this opportunity!  We believe this is the last round before the funding is gone forever. 

 

The program is retroactive, so here are some rules:

Energy efficient equipment and items purchased and installed on or after March 26, 2010 will be eligible for the rebate if they meet all other eligibility requirements.

Rebates will be calculated at 20% of the documented cost of the following eligible project items, up to $595 per residential property address:

  1. Oil furnace
  2. Gas, propane or oil hot water boiler
  3. Insulation and air sealing
  4. Replacement windows and exterior doors
  5. Storm doors

An energy audit will be rebated for the cost of the audit, up to $250.

Federal Tax Incentives for Energy Efficiency Improvements Partially Extended
The US Congress passed legislation that brings certainty to the Federal Tax Credit for 2011.  The new legislation is substantially more restrictive, and it caps lifetime benefits at $500.

Here are a few key changes in the 2011 legislation:
ecobeco's Home Energy Audit Service
  1. The maximum benefit is $500, and the benefit is now 10% of the purchase price.  This is a big change from 30% up to $1,500.
  2. The benefit is a lifetime benefit.  That means if you took more than $500 in benefit from 2005 - 2010, you cannot take any benefit in 2011.
  3. Gas or Oil or Propane furnace or boiler benefit capped at $150.
  4. Efficient property (such as insulation) capped at $300.
  5. Window benefits capped at $200.

Pepco Home Energy Savings Program for Maryland Customers

Attention Maryland Home Owners in the Pepco Service Territories

From Comprehensive Home Energy Audits priced at only $100 with rebates of up to $1,200 for energy efficiency improvements, to appliance rebates, HVAC service and equipment rebates, free programmable thermostats, CFL discounts, and more... Pepco brings one of the most aggressive energy efficiency programs in the country to its Maryland customers.
 
ecobeco provides $100 Home Energy Audits to Pepco Maryland customers.  This is not a rebate program.  You simply pay us $100 at the time of the visit.

After your audit, you can receive a 15% cash rebate from Pepco for professionally installed air sealing and insulation augmentation up to $1,000 in benefit.  Plus, you can receive $200 for duct sealing.  Best of all, ecobeco will handle the rebate process for you free of charge.

Don't worry if you're not a Pepco Maryland customer, there are programs for other home owners as well. Virginia: new rebates just released for your state!!

1. 2. Maryland Allegheny Power Customers - ecobeco is an authorized provider for the Watt Watchers Home Performance with ENERGY STAR program.  That means your audit costs only $140 if you agree to the installation of CFL bulbs, or $180 if you don't.  You can also have a FREE Home Energy Check-Up performed by ecobeco, which is a non-instrumented walk-through of the house.  This product is designed to help you understand whether an audit is worthwhile for you and will give you tips on easy do-it-yourself items.  Our service area is limited to northern Montgomery County. 3. Virginia Customers - A new Energy Efficiency Rebate Program has been released! Up to $595 is available for energy audits and energy efficiency improvements. Other available programs in Virginia include the Geothermal Heat Pump Rebate Program and the appliance rebate program. Click here to make an appointment.

4. DC Customers - The District government provides free energy audits to home owners.  These audits provide a basic understanding of energy issues, but do not include IR camera scans, combustion safety testing, energy modeling, customized reporting, follow up time with your auditor, referrals to get the work done, a free second visit after the work is done, etc.  Currently, the free audit has a waitlist for several months and last we checked audits had been suspended.  DC residents can act now by making an appointment with ecobeco by clicking here.
