| NEW! Montgomery County Energy Efficiency Rebate Program Provides Additional 20% Savings Opportunity |
| Maryland is currently rife with incentive money for energy efficiency and particularly Montgomery County.
Just released: Montgomery County now has a Montgomery County Residential Energy Efficiency Rebate Program available to County residents.
The Montgomery County program is designed to encourage residents to take benefits across multiple categories such as Envelope and HVAC. So how much money is this saving for you? Let's take a look at a $4,000 air sealing and insulation energy efficiency improvement job:
So, in a nutshell, the Maryland Program, Pepco Program, and this new Montgomery County Program will save you up to 70% on qualified measures. Note that Federal Tax Credits depend on your situation and may not be available to you. Consult your tax professional for more information.
The Montgomery Program has some similarities and difference with the Maryland program: 1. SIMILAR: Both are a first-come, first-served program where you need to obtain a reservation.
1. DIFFERENT: In Montgomery County's program you must have your reservation before work can begin. The Maryland program allows work retroactively. Montgomery County has asked for 1 week to approve applications for buildings that are less than 45 years old, and for 1 month to approve applications for buildings older than 45 years. This is due to a requirement that the Maryland Historical Trust review all applications on older homes. 2. SIMILAR: You must spend a minimum amount of money to be eligible for both programs. 2. DIFFERENT: Maryland requires $1,000 in spending on qualified measures. The Montgomery County program requires that the combination of your rebates equals at least $500. There is no spending minimum. Just a minimum rebate application. 3. SIMILAR: You must complete your work within a certain time frame. 3. DIFFERENT: Maryland requires that you submit forms in 120 days of your reservation. Montgomery County requires that you submit forms in 90 days of your reservation. 4. SIMILAR: You need to file lots of forms. Both programs want access to your future utility bills to track program impacts, so you are signing authority over to them to look at your usage data. 4. DIFFERENT: Maryland requires all forms in hard copy sent to their contractor in Bethesda. Montgomery County wants all forms electronically. 5. SIMILAR: You need an audit from a Home Performance Company like ecobeco. Your air sealing work must be performed by a Home Performance Contractor like ecobeco's partners. HVAC work in the Montgomery County Program can be performed by any licensed HVAC firm. 6. SIMILAR: To file a claim after work is done, you need a "Test-Out" that you can get from ecobeco at no charge. We'll re-visit your home to validate the work was done right and to verify safety considerations. It takes up to 5-6 weeks to receive a rebate check from the County when a complete application is fully submitted.

| We are winding down on our activities around town this month. Thank you to all who have come out to meet us at Dolcezza Gelato in Bethesda, Roots Market in Olney and RIO Washingtonian Center in Gaithersburg.
ecobeco is still located in Montgomery Mall in Bethesda near Macy's Home and the Food Court until August 28. Maryland Energy Administration's Rebate Program Update - Lt. Governor Anthony Brown Announces $850,000 in New Funding

Maryland Lt. Governor Anthony Brown joined Congresswoman Donna Edwards and University City Mayor John Tabori to visit ecobeco customer Julie Ainswoth in August to witness her home's energy efficiency upgrades and to announce Maryland's investment of $850K into the Home Performance Program. We expect this investment will provide approximately 3 more months of opportunity for ecobeco customers to obtain retrofits with discounts up to 50%.
Below is a repeat of our previous article explaining the MEA program.
The Maryland Energy Administration has created a project to fund projects administered through the Maryland Home Performance with ENERGY STAR program through the creation of a 35% mail-in rebate for air sealing, duct sealing and insulation work up to $3,100.
- This rebate is in addition to the Pepco, BGE or Allegheny rebate programs that give 15% rebates.
- This rebate is in addition to the 2011 Federal $500 tax credit, and any other local programs.
In other words, you can get over 50% back in rebates and tax credits for taking action on energy efficiency in your home. To get this rebate, you must first have a qualified Comprehensive Home Energy Audit done (ecobeco can do this for you) and then a qualified home improvement contractor must be selected to perform air sealing, duct sealing and insulation work, etc. in your home. ecobeco helps you identify the right contractors in our audit reports so that you remain eligible to receive the rebates. This program is reservation-based and first come first served. The process and paperwork for applying for this rebate has a built-in 4-5 weeks timeline.

| Virginia Re-Starts Energy Efficiency Rebate Program. Appliance Program Continues. New Geothermal Program. |

 A week ago, the State of Virginia allocated $5 Million in new funds for its Virginia Home Energy Efficiency Rebate Program. Below is a link to the website that explains the background and how you can apply for up to $595 of rebates for work you have done or plan to do to improve the efficiency of your home. You can get $250 back for your energy audit. http://www.dmme.virginia.gov/DE/ARRA-Public/HomeEfficiency.shtml The rebate program will be distributed on a first come, first serve basis; so get your application in if you intend to do any eligible work. It's vital to act in a timely fashion to claim part of the available rebate funds. Similar programs in this area have all run out quickly. Even if you don't have any work to do, please tell your friends about this opportunity! We believe this is the last round before the funding is gone forever. The program is retroactive, so here are some rules: Energy efficient equipment and items purchased and installed on or after March 26, 2010 will be eligible for the rebate if they meet all other eligibility requirements. Rebates will be calculated at 20% of the documented cost of the following eligible project items, up to $595 per residential property address: - Oil furnace
- Gas, propane or oil hot water boiler
- Insulation and air sealing
- Replacement windows and exterior doors
- Storm doors
An energy audit will be rebated for the cost of the audit, up to $250. Keep in mind that Virginia is still running its Appliance Rebate Program, and they recently added Central Air Conditioners to the list of eligible items. | Federal Tax Incentives for Energy Efficiency Improvements Partially Extended |
| The US Congress passed legislation that brings certainty to the Federal Tax Credit for 2011. The new legislation is substantially more restrictive, and it caps lifetime benefits at $500.

Here are a few key changes in the 2011 legislation:
 - The maximum benefit is $500, and the benefit is now 10% of the purchase price. This is a big change from 30% up to $1,500.
- The benefit is a lifetime benefit. That means if you took more than $500 in benefit from 2005 - 2010, you cannot take any benefit in 2011.
- Gas or Oil or Propane furnace or boiler benefit capped at $150.
- Efficient property (such as insulation) capped at $300.
- Window benefits capped at $200.

1. Maryland BGE Customers - Through our partnership with Energy Services Group, ecobeco provides a full suite of solutions as part of the BGE Smart Energy program, which includes incentives for making your home more energy efficient. Maryland Allegheny Power Customers - ecobeco is an authorized provider for the Watt Watchers Home Performance with ENERGY STAR program. That means your audit costs only $140 if you agree to the installation of CFL bulbs, or $180 if you don't. You can also have a FREE Home Energy Check-Up performed by ecobeco, which is a non-instrumented walk-through of the house. This product is designed to help you understand whether an audit is worthwhile for you and will give you tips on easy do-it-yourself items. Our service area is limited to northern Montgomery County. Click here to make an appointment. After your audit, customers with electric heating qualify for additional incentives for doing air sealing or insulation work. 3. Virginia Customers - A new Energy Efficiency Rebate Program has been released! Up to $595 is available for energy audits and energy efficiency improvements. DC Customers - The District government provides free energy audits to home owners.
