Maryland Energy Administration's Rebate Program Update - Lt. Governor Anthony Brown Announces $850,000 in New Funding

Maryland Lt. Governor Anthony Brown joined Congresswoman Donna Edwards and University City Mayor John Tabori visited ecobeco customer Julie Ainswoth this morning to witness her home's energy efficiency upgrades and to announce Maryland's investment of $850K into the Home Performance Program.  We expect this investment will provide another 3 months of opportunity for ecobeco customers to obtain retrofits with discounts up to 50%.

The Maryland Energy Administration has created a project to fund projects administered through the Maryland Home Performance with ENERGY STAR program through the creation of a 35% mail-in rebate for air sealing, duct sealing and insulation work up to $3,100.

 

  • This rebate is in addition to the Pepco, BGE or Allegheny rebate programs that give 15% rebates.
  • This rebate is in addition to the 2011 Federal $500 tax credit, and any other local programs. 
In other words, you can get over 50% back in rebates and tax credits for taking action on energy efficiency in your home.  To get this rebate, you must first have a qualified Comprehensive Home Energy Audit done (ecobeco can do this for you) and then a qualified home improvement contractor must be selected to perform air sealing, duct sealing and insulation work, etc. in your home. ecobeco helps you identify the right contractors in our audit reports so that you remain eligible to receive the rebates.
 
This program is reservation-based and first come first served.  The process and paperwork for applying for this rebate has a built-in 4-5 weeks timeline.

We have a lot going on around town this month as ecobeco heads out to spread the word about money-saving solar energy. Where you find ecobeco you also usually find really cool giveaways!

First, ecobeco is also now located in Montgomery Mall in Bethesda near Macy's Home and the food court. Go shopping for new clothes, maybe pick up some birthday gifts and sign up for money-saving solar energy on the same trip! We have a kiosk open weekdays from 3-9pm, and all day Saturdays and Sundays.

Virginia Re-Starts Energy Efficiency Rebate Program.  Appliance Program Continues.  New Geothermal Program. 

A week ago, the State of Virginia allocated $5 Million in new funds for its Virginia Home Energy Efficiency Rebate Program.  Below is a link to the website that explains the background and how you can apply for up to $595 of rebates for work you have done or plan to do to improve the efficiency of your home. You can get $250 back for your energy audit.

The rebate program will be distributed on a first come, first serve basis; so get your application in if you intend to do any eligible work. It's vital to act in a timely fashion to claim part of the available rebate funds. Similar programs in this area have all run out quickly. 

 

Even if you don't have any work to do, please tell your friends about this opportunity!  We believe this is the last round before the funding is gone forever. 

 

The program is retroactive, so here are some rules:

Energy efficient equipment and items purchased and installed on or after March 26, 2010 will be eligible for the rebate if they meet all other eligibility requirements.

Rebates will be calculated at 20% of the documented cost of the following eligible project items, up to $595 per residential property address:

  1. Oil furnace
  2. Gas, propane or oil hot water boiler
  3. Insulation and air sealing
  4. Replacement windows and exterior doors
  5. Storm doors

An energy audit will be rebated for the cost of the audit, up to $250.

Keep in mind that Virginia is still running its Appliance Rebate Program, and they recently added Central Air Conditioners to the list of eligible items.  Further, they recently announced a program for Geothermal Heat Pumps.  For more information visit the Virginia DMME website at:

ecoTip: How to Control Moisture in Your Home


Water in your home can come from many sources. Water can enter your home by leaking or by seeping through basement floors. Showers or even cooking can add moisture to the air in your home. The amount of moisture that the air in your home can hold depends on the temperature of the air. As the temperature goes down, the air is able to hold less moisture. This is why, in cold weather, moisture condenses on cold surfaces (for example, drops of water form on the inside of a window). This moisture can encourage biological pollutants to grow.

There are many ways to control moisture in your home:
  1. Fix leaks and seepage. If water is entering the house from the outside, your options range from simple landscaping to extensive excavation and waterproofing. (The ground should slope away from the house.) Water in the basement can result from the lack of gutters or a water flow toward the house. Water leaks in pipes or around tubs and sinks can provide a place for biological pollutants to grow.
  2. Put a plastic cover over dirt in crawlspaces to prevent moisture from coming in from the ground. Be sure crawlspaces are well-ventilated.

  3. Use exhaust fans in bathrooms and kitchens to remove moisture to the outside (not into the attic). Vent your clothes dryer to the outside.
  4. Turn off certain appliances (such as humidifiers or kerosene heaters) if you notice moisture on windows and other surfaces.
  5. Use dehumidifiers and air conditioners, especially in hot, humid climates, to reduce moisture in the air, but be sure that the appliances themselves don't become sources of biological pollutants.
  6. Raise the temperature of cold surfaces where moisture condenses. Use insulation or storm windows. (A storm window installed on the inside works better than one installed on the outside.) Open doors between rooms (especially doors to closets which may be colder than the rooms) to increase circulation. Circulation carries heat to the cold surfaces. Increase air circulation by using fans and by moving furniture from wall corners to promote air and heat circulation. Be sure that your house has a source of fresh air and can expel excessive moisture from the home.
  7. Pay special attention to carpet on concrete floors. Carpet can absorb moisture and serve as a place for biological pollutants to grow. Use area rugs which can be taken up and washed often. In certain climates, if carpet is to be installed over a concrete floor, it may be necessary to use a vapor barrier (plastic sheeting) over the concrete and cover that with sub-flooring (insulation covered with plywood) to prevent a moisture problem.

Maryland Begins Unsecured Energy Efficiency Loan Pilot Program
Beginning immediately, Maryland residents can apply for an unsecured loan up to $20,000 with a below-market interest rate of 6.99%. 

Any ecobeco customer with an audit completed after July 1, 2010 is eligible. Work performed by ecobeco's recommended contractors qualifies for the loan. This pilot program does not have a firm end date, but we expect it will use up its funding in the next 2-3 months, so if you want these loans, time is of the essence!

This program is funded by stimulus money provided to the State of Maryland, and it requires an energy audit by a Maryland Home Performance with ENERGY STAR Program auditor (like ecobeco, which won the 2009 Contractor of the Year for Maryland Home Performance).

The first step toward securing a loan is completing a home energy audit performed by a certified auditor. The resulting assessment is likely to recommend several ways a home can save energy.

With audit recommendations in hand, Marylanders can go to http://MCECloans.org to apply. These loans do not need to be secured by the owner's home or other large asset. The clean energy loan amounts are capped at $20,000; the interest rate is 6.99%. Most unsecured loans at commercial banks carry interest rates at twice that rate.

The approval process typically takes a few days. Improvements need to be performed by contractors with a Maryland Home Improvement Certification.

Homeowners with proof of a qualifying audit since July 1, 2010 can proceed immediately to the application.

Federal Tax Incentives for Energy Efficiency Improvements Partially Extended
The US Congress passed legislation that brings certainty to the Federal Tax Credit for 2011.  The new legislation is substantially more restrictive, and it caps lifetime benefits at $500.

Here are a few key changes in the 2011 legislation:

  1. The maximum benefit is $500, and the benefit is now 10% of the purchase price.  This is a big change from 30% up to $1,500.
  2. The benefit is a lifetime benefit.  That means if you took more than $500 in benefit from 2005 - 2010, you cannot take any benefit in 2011.
  3. Gas or Oil or Propane furnace or boiler benefit capped at $150.
  4. Efficient property (such as insulation) capped at $300.
  5. Window benefits capped at $200.

You can read more about it when Energy Star updates their website in the near future.  Also we are not tax lawyers nor accountants, so please contact your accountant or the IRS with questions about your situation.

Pepco Home Energy Savings Program for Maryland Customers

Attention Maryland Home Owners in the Pepco Service Territories

From Comprehensive Home Energy Audits priced at only $100 with rebates of up to $1,200 for energy efficiency improvements, to appliance rebates, HVAC service and equipment rebates, free programmable thermostats, CFL discounts, and more... Pepco brings one of the most aggressive energy efficiency programs in the country to its Maryland customers.
 
ecobeco provides $100 Home Energy Audits to Pepco Maryland customers.  This is not a rebate program.  You simply pay us $100 at the time of the visit.

After your audit, you can receive a 15% cash rebate from Pepco for professionally installed air sealing and insulation augmentation up to $1,000 in benefit.  Plus, you can receive $200 for duct sealing.  Best of all, ecobeco will handle the rebate process for you free of charge.

Combined with up to $300 in savings for an air conditioner or $200 for a heat pump replacement through the appliance rebate program, ecobeco can help you find the best deals on making energy efficiency a priority for 2011!

You can have a No Cost Home Energy Check-Up performed by ecobeco, which is a non-instrumented walk-through of the house.  This product is designed to help you understand whether an audit is worthwhile for you and will give you tips on easy do-it-yourself items.  You'll get 6 CFLs for free as well.

I'm Not a Pepco Maryland Customer, What About Me?

Don't worry if you're not a Pepco Maryland customer, there are programs for other home owners as well. Virginia: new rebates just released for your state!!

1. Maryland BGE Customers - Through our partnership with Energy Services Group, ecobeco provides a full suite of solutions as part of the BGE Smart Energy program, which includes incentives for making your home more energy efficient.  Click here to view the incentives from this program, and click here to schedule your appointment with ecobeco.


2. Maryland Allegheny Power Customers - ecobeco is an authorized provider for the Watt Watchers Home Performance with ENERGY STAR program.  That means your audit costs only $140 if you agree to the installation of CFL bulbs, or $180 if you don't.  You can also have a FREE Home Energy Check-Up performed by ecobeco, which is a non-instrumented walk-through of the house.  This product is designed to help you understand whether an audit is worthwhile for you and will give you tips on easy do-it-yourself items.  Our service area is limited to northern Montgomery County. Click here to make an appointment.  After your audit, customers with electric heating qualify for additional incentives for doing air sealing or insulation work.

3. Virginia Customers - A new Energy Efficiency Rebate Program has been released! Up to $595 is available for energy audits and energy efficiency improvements. Other available programs in Virginia include the Geothermal Heat Pump Rebate Program and the appliance rebate program. Click here to make an appointment.

4. DC Customers - The District government provides free energy audits to home owners.  These audits provide a basic understanding of energy issues, but do not include IR camera scans, combustion safety testing, energy modeling, customized reporting, follow up time with your auditor, referrals to get the work done, a free second visit after the work is done, etc.  Currently, the free audit has a waitlist for several months and last we checked audits had been suspended.  DC residents can act now by making an appointment with ecobeco by clicking here.
