This year you might consider cleaning out your attic because there are major incentives established to help finance weatherization work, which you may be highly motivated to do once that attic is all cleaned out. ecobeco is also venturing out into the community with a variety of events.

Maryland Energy Administration Launches 35% Rebate Program
|
| UPDATE March 1 - Close to 100 reservations have been made. Act now to take advantage of this program. Once the federal stimulus money runs out, it's not coming back!!!
On Thursday January 20, the Maryland Energy Administration decided to invest $1 Million of federal stimulus money into the Maryland Home Performance with ENERGY STAR program through the creation of a 35% mail-in rebate for air sealing and insulation work up to $3,100.
- This rebate is in addition to the Pepco, BGE or Allegheny rebate programs that give 15% rebates.
- This rebate is in addition to the 2011 Federal $500 tax credit, and any other local programs.
In other words, you can get over 50% back in rebates and tax credits for taking action on energy efficiency in your home. To get this rebate, you must first have a qualified Comprehensive Home Energy Audit done (ecobeco can do this for you) and then a qualified home improvement contractor must be selected to perform air sealing and insulation work, etc. in your home. ecobeco helps you identify the right contractors in our audit reports so that you remain eligible to receive the rebates you are eligible for. This program is reservation-based and is first come first served. There is $1M available, which the State estimates should cover about 750 homes.

| ecoTip - Working on Windows |

One of the most common questions customers ask about energy efficiency improvements is, "Should I replace my windows?" In our experience, most home owners who are experiencing drafty windows can experience fantastic improvements through a combination of whole home air sealing and minor window repairs.
Why air seal instead of replacing windows? It's all about air pressure, of course. Here is a great picture that illustrates the fact that warm air rises, escaping through holes in the building envelope. When air escapes, it is replaced in the interior by fresh air that enters through the path of least resistance, which in many cases is your windows. Take a look.
Thus, if we can spend $2,000 to strongly air seal your home, the result is that conditioned air stays in the home longer. Why? Because we have changed the pressure of the house. While windows might still be a leakage pathway, your home's need for air shrinks, and your experience of "draftiness" will shrink with it.
A second consideration for windows is thermal resistance, or the ability to prevent heat from escaping from your home (in the winter) by passing through the window's material (glass, wood, argon gas, etc.). One way to measure how effective windows are is to look at the insulation value. The R-value measures thermal resistance. A single-paned wood window, for example, has an R-value of about 1.0. Double panes tend to be around R-2. Some of the fanciest windows can be as much as R-6. For comparison, most insulated exterior walls are R-13, and attic floors should be R-49 in our area.
To confuse matters, windows are marketed with U-values, which are the mathematical inverse of R-values. So an R-value of 2 equals a U-value of 1/2, or 0.5. So, a lower U-value indicates higher insulation value. ENERGY STAR rated windows have a U-value of below 0.30, which is better than the standard double-pane window.
Our energy models have demonstrated that the amount of energy savings from increasing the R-Value of windows is relatively small compared to the expense needed to make the upgrade. It is important to understand that windows are a relatively low percentage of the total surface area of the home, typically around 10-15%, and the R-value of all the other surface areas is typically R-13 (walls) to R-19 (rim joists) to R-49 (attic). Look again at the illustration above.
The economics suggest you would do much better putting your money elsewhere into improving the overall thermal envelope of the home. Thus, spending $2,000 to beef up your attic insulation, which is around 25% of your exterior surface area, is a better investment than spending $15,000 to beef up 10-15% of the surface area.
There are, of course, lots of good reasons to change out your windows. First and foremost it is an aesthetic improvement that can add value to your home, especially if the old ones are falling apart. Good windows will improve indoor comfort and air quality. Finally, if your windows are broken beyond repair, then replace them. But if you are changing them because they are drafty, then save yourself $10K and get an energy audit and make energy efficiency improvements such as whole home air sealing and insulation instead! Caulking the frames and using heavy curtains to keep air against the wall works surprisingly well in the short term.

The first session involves a discussion of Whole Building Energy Audits - how they work and what they cost - and the incentives that buildings can get from Pepco and Montgomery County after going through a commercial energy audit. Learn about Montgomery County's $75,000 grant for Condominium Buildings. In attendance will be representatives from Pepco, Ted Ross Consulting, ecobeco and Montgomery County's Department of Environmental Protection.
The event will be held at the Bethesda Green office at 4825 Cordell Avenue in Bethesda with light snacks served.

Join ecobeco's Jonathan Ferree for a panel discussion, as part of National Consumer Protection week, on what you should know about energy efficiency and how to green your home.
The panel discussion will be held on Tuesday, March 8, from 11:30am - 12:30pm at Sherwood Regional Library located at 2501 Sherwood Hall Lane in Alexandria, VA 22306. The talk will explain concepts such as phantom power, the benefits of energy audits, and the things you should know if you plan to hire help to make your home more energy efficient.

| Upcoming Events - The Second Annual ACE Green Living Expo |

Organized by Arlingtonians for a Clean Environment (ACE), the expo features various green companies. The goal of the expo is to educate residents about practical ways they can green their lifestyles, focusing on energy conservation, solid waste reduction, eco-friendly transportation, green home remodeling, sustainable landscaping, and healthy homes.

| Maryland Begins Unsecured Energy Efficiency Loan Pilot Program |
| Beginning immediately, Maryland residents can apply for an unsecured loan up to $20,000 with a below-market interest rate of 6.99%.
Any ecobeco customer with an audit completed after July 1, 2010 is eligible. Work performed by ecobeco's recommended contractors qualifies for the loan. This pilot program does not have a firm end date, but we expect it will use up its funding in the next 2-3 months, so if you want these loans, time is of the essence!

This program is funded by stimulus money provided to the State of Maryland, and it requires an energy audit by a Maryland Home Performance with ENERGY STAR Program auditor (like ecobeco, which won the 2009 Contractor of the Year for Maryland Home Performance).

The first step toward securing a loan is completing a home energy audit performed by a certified auditor. The resulting assessment is likely to recommend several ways a home can save energy.
With audit recommendations in hand, Marylanders can go to http://MCECloans.org to apply. These loans do not need to be secured by the owner's home or other large asset. The clean energy loan amounts are capped at $20,000; the interest rate is 6.99%. Most unsecured loans at commercial banks carry interest rates at twice that rate.
The approval process typically takes a few days. Improvements need to be performed by contractors with a Maryland Home Improvement Certification.
Homeowners with proof of a qualifying audit since July 1, 2010 can proceed immediately to the application.

| Federal Tax Incentives for Energy Efficiency Improvements Partially Extended |
| The US Congress passed legislation that brings certainty to the Federal Tax Credit for 2011. The new legislation is substantially more restrictive, and it caps lifetime benefits at $500.

Here are a few key changes in the 2011 legislation:
 - The maximum benefit is $500, and the benefit is now 10% of the purchase price. This is a big change from 30% up to $1,500.
- The benefit is a lifetime benefit. That means if you took more than $500 in benefit from 2005 - 2010, you cannot take any benefit in 2011.
- Gas or Oil or Propane furnace or boiler benefit capped at $150.
- Efficient property (such as insulation) capped at $300.
- Window benefits capped at $200.

Don't worry if you're not a Pepco Maryland customer, there are programs for other home owners as well.
1. Maryland BGE Customers - Through our partnership with Energy Services Group, ecobeco provides a full suite of solutions as part of the BGE Smart Energy program, which includes incentives for making your home more energy efficient. Maryland Allegheny Power Customers - ecobeco is an authorized provider for the Watt Watchers Home Performance with ENERGY STAR program. That means your audit costs only $140 if you agree to the installation of CFL bulbs, or $180 if you don't. You can also have a FREE Home Energy Check-Up performed by ecobeco, which is a non-instrumented walk-through of the house. This product is designed to help you understand whether an audit is worthwhile for you and will give you tips on easy do-it-yourself items. Our service area is limited to northern Montgomery County. Click here to make an appointment. After your audit, customers with electric heating qualify for additional incentives for doing air sealing or insulation work. 3. Virgina Customers - The Energy Efficiency rebate is again fully subscribed. At this point, the appliance rebate program (see below) is the only state program accepting new customers.
