The King William Public Art Committee through the King William Association is submitting an application to be named a Cultural Arts District through the Texas Commission for the Arts (www.arts.state.tx.us). King William Association Board Meeting Summary July 21, 2010
The KWA Board met on 21 July 2010 from 7:04 to 9:03 with 14 members present. Dawn Larios was present representing Councilwoman Cisneros.
Treasurer Neil Leatherbury reported that income and expenses were in line with budgeted numbers. Both income and expenses for the newsletter were down from projection (due to lower expenses, the net income from the newsletter showed a slight increase); Repairs for the KW Offices, budgeted at $575 for the year, have amounted to more than $2,900 to date; Old Business:- S. Alamo TIRZ Project Restriping of the pavement on S. Alamo is imminent, Board preference concerning inclusion of bike lanes, as discussed in previous meetings, is that designated bike lanes be routed on Pereida to bypass the section of Alamo Street with bulb-outs.
- Public Art Committee The next art exhibit at the KW offices will have its opening on First Thursday, 5 August. An exhibit by two photographers will be on display in September and October to coincide with Fotoseptiembre. An application for Cultural Arts District (CAD) designation was distributed in this week's e-blast to membership; the notice will be repeated in an e-blast next week and in the August newsletter. If approved, King William will become the first CAD in San Antonio.
- Graffiti Committee Some severe graffiti was noted on the windows of vacant office spaces next to El Mirador on St. Mary's and on a rooftop structure at the Goodyear store. City personnel cleaned the windows on the office spaces but were not given permission by the Goodyear manager to remove the graffiti from that property. Goodyear was given notice to deal with the graffiti on their property within a month.
- Neighborhood Expansion Elizabeth Porterfield (CoSA Office of Historic Preservation) has tentatively scheduled a public meeting for the proposed district expansion on 17 August. The proposed western boundary of the expanded district is San Pedro Creek. Discussion included the possibility of expanding the King William Historic District from its current southeastern boundary to Eagleland Drive. All agreed that this expansion needed to be considered separately from that currently proposed at the western end of the Historic District.
- King William Park The construction-phase site plan for the Park improvements was reviewed as well as two possible choices for park benches provided by Rialto Studios. Board members found both bench designs acceptable.
- Underground Utilities Committee Agreement has been reached on placement of electrical gear at King William and St. Mary's. Construction can proceed once the archaeologist's report is approved; Work could begin in August and construction was expected to take 10 weeks from start date.
New Business: The major item of new business was Treasurer Leatherbury's presentation of the draft proposed budget for the next fiscal year and the Finance Committee's recommendations for allocation of proceeds from the 2010 KW Fair to major budgetary categories - The amount available to allocate, after covering projected operating expenses, is approximately $145,000. This amount is almost identical to $144,074 that was available to allocate last year.
- The Board approved an allocation this year of 50% to Community and Cultural, 25% to Preservation and Historic, and 25% to the Permanent Fund. (Last year's allocation was 40% to Community and Cultural, 30% to Preservation and Historic, and 30% to the Permanent Fund.)
- Board approval of grant requests from the Community and Cultural Fund (approx. $73,000 available) will occur as the second step in the budgeting process at the August Board meeting. $123,124 has been requested, including $16,000 for ACCD scholarships already approved by the Board.
A special meeting of the Board was called for Wednesday, July 28, to consider major changes to the Fair. A survey of the neighborhood was initiated through a link in the weekly e-blast.
