In the opening remarks of the March/April 2010 edition of our 'Under the Roof' e-newsletter, our thoughts and prayers went out to our friends and colleagues from Chile who were just beginning to recover from the devastation of the earthquake that hit north of Concepcion on February 27, 2010.

 

A little more than one year later, while the place is different, the event, but also sentiment, is much the same. Our thoughts and prayers are with our friends and colleagues in Japan as they deal with the aftermath of the earthquake and tsunami that hit on March 11. 

   

It is both crushing and awe inspiring to see the power of the earth and the devastation it can bring in so short a time.  But it is no less inspiring to see the strength, will, and resilience of the Japanese people this year, just as they were evident with the Chileans last year.  Having been to both Chile and Japan several times, I've witnessed first hand the kindness and generosity of the people in each area.  I am confident that with each other, and the continued help of the global community, Japan will rebound and recover just as Chile has been doing. 

 

Spring is a time of renewal, so these next few months will be springtime in Japan for more than one reason.  Please remember our friends and neighbors in Japan, and give them whatever support you can.

TECO Broadens Formaldehyde Testing Services

TECO's Eugene, Oregon test laboratory continues to expand its testing capabilities in support of the wood products industry.  In addition to the ability to perform the many tests required for structural panel certification for U.S., Canada, Japan, and Australian/New Zealand markets, the lab can also do testing in support of I-joists, rim board, structural composite lumber, glulam, structural insulated panels, wood-plastic composite decking and guardrails, formaldehyde emissions (CARB), and adhesives.

 

A redesign and expansion of TECO's ASTM D6007 formaldehyde emission testing capability has allowed TECO to improve service to various clients.  New chambers were installed in fall of 2010 and accredited in December.  In addition to offering CARB Secondary Method testing for CARB surveillance clients, TECO offers fast, low-cost quality control (QC) testing services to panel manufacturers that work with any CARB Third Party Certifier.  By contracting QC testing to TECO, panel manufacturers have access to more accurate and affordable testing, which is important now that the CARB Phase 2 emission limits have become effective.  After developing the required correlations with certifiers, the lab can provide results to contracted mills within a day of receiving QC specimens.    

 

TECO also offers testing and consulting services to manufacturers that want to apply for exemption from CARB certification based on the use of no added formaldehyde (NAF) or ultra low emitting formaldehyde (ULEF) resins.  Other affected companies like fabricators, importers and retailers can also have accurate, affordable emissions tests conducted by TECO's lab on items they purchase.

Lacey Act Comment Period

The U.S. Department of Agriculture (USDA) recently published a notice requesting comments on the Lacey Act.  Comments from any interested parties are due by April 14, 2011.  The Food, Conservation, and Energy Act of 2008 amended the Lacey Act to expand its protections to a broader range of plant species, extended its reach to encompass products, including timber, that derive from illegally harvested plants, and require that importers submit a declaration at the time of importation for certain plants and plant products.         

 

This is the opportunity for companies that have been living with the impact of the 2008 Lacey Act amendments to have their voices heard and to advise USDA, in a way that will be reported to the U.S. Congress.  Comments can cover just about any aspect of the 2008 Lacey Act amendments.  It seems likely that USDA may recommend some changes, but to do so, they will need as much ammunition as possible from affected companies.

CINTRAFOR Spring Newsletter
The Center for International Trade in Forest Products (CINTRAFOR) at the University of Washington in Seattle just released its CINTRAFOR News Spring 2011 newsletter

 

The first article of this edition addresses export trends of forest products from Washington state, where CINTRAFOR Director Dr. Ivan Eastin reports that wood exports from Washington state account for 18.4% of total U.S. wood exports, while the second largest U.S. exporter of wood products, the state of Oregon, represents just 7%.

 

The second article provides an update on the Peace Corps Master's International in International Forestry program that is largely managed by faculty within CINTRAFOR.

TECO Reapproved in Canada, Japan

In a recent Press Release, TECO announced it had been reapproved as a Registered Overseas Certifying Body (ROCB) by the Japanese Ministry of Agriculture, Forestry, and Fisheries, and earned reassessment approval as a Certification Body by the Standards Council of Canada (SCC). 

Approval for JAS certification in Japan includes the ability to certify OSB, plywood, LVL, and glued laminated timbers, while SCC approval in Canada is to certify OSB, plywood, and glued laminated timber.  TECO's Canadian approval also permits the certification to the plywood standards in Australia/New Zealand.

International Green Construction Code 

The 2011 proposed changes to the IGCC are now available for download at http://www.iccsafe.org/IGCCCodeChanges.  Like its other codes, the ICC will provide continuous refinement to the IGCC.

 

The IGCC follows the Code Council's development process including:

-- Public Version 1.0  (March 15, 2010 issue date)

-- Public Version 2.0  (November 3, 2010 issue date)

-- 2012 Int'l Green Construction Code  (early 2012 issue date) 

 

The 2011 IGCC Code Development Hearing will be held at the Sheraton Dallas Hotel from May 16-22 to review the over 500 proposed changes of Public Version 2.0.
