February 2011
Our vision is that every child in Pennsylvania has the equal opportunity to be a successful, responsible, and productive member of society as a result of early childhood experiences.

Greetings!

Be the Change You Want to See

Change is inevitable and the winds of change are shifting here in Pennsylvania. We have a new Governor and a new administration. We have many new faces to the state legislature and, yes that means soon we will have a new state budget!

Now what can each of us do to welcome these new changes?

Don't panic. Yes, those new faces will have new ideas and new strategies. But with change comes opportunity.  We have the opportunity to help direct those "changing winds."  How?  Be a resource.  Come together as parents, teachers and community members.  Be supportive.  Educate those who are new to their office.  We can help give them the knowledge to inform the decisions they make.

We have the opportunity to remind them or tell them for the very first time, that dollars invested in our children now will pay dividends well into their future.  We have the opportunity to explain how quality early learning makes a difference for not only the child, but also the family and the community.   We have the opportunity to illustrate the immediate economic gains from investing in quality early care and education.

Times are challenging for all of us and so we can appreciate the need to make fiscally responsible decisions.  We wouldn't have it any other way.  So now is the time to greet change and let it know that we welcome, no....we look forward....to the opportunity to work together to secure the financial stability of our Commonwealth.   And we know just how to do it.

Thank you for calling Your U.S. Senators last Friday.

As you have heard, Congress still has not finished their appropriations process for the year. The continuing resolution (keeping the Government running) expires on March 4th.  Just over a week ago, The House of Representatives passed a bill (H.R. 1) that would fund the federal government for the rest of the fiscal year, but it would cut 368,000 children from child care and Head Start programs across the country.

Now, the funding decisions are in the hands of the U.S. Senate.

If you were not able to call on Friday you can still reach out.

PennsylvaniaU.S. Senators:
· Sen. Robert Casey, Jr. (D-PA)

Washington, D.C. Office: (202) 224-6324

Harrisburg Office: (717) 231-7540

· Sen. Patrick J. Toomey - (R-PA)
Washington, D.C. Office: (202) 224-4254

Harrisburg Office: (717) 782-3951

Our message is simple:

· Sustain the funding for the Child Care and Development Block Grant, Head Start, and Early Head Start in FY2011 so that 368,000 children do not lose these valuable supports!

Call for Proposals:

The Pennsylvania Infant Toddler Symposium will be held July 19-21, 2011 at the Blair County Convention Center in Altoona, PA. The Symposium will target parents, home visitors, teachers and administrators in various infant-toddler programs throughout Pennsylvania (Early Head Start, Keystone STARS & Keystone Babies, Nurse Family Partnerships, Parent Child Home Programs, Children's Trust Fund, Early Intervention and Family Support). The Symposium will provide attendees with a quality professional development opportunity focused on the unique needs, issues and topics that those who work with infants, toddlers and their families face, particularly around the areas of social emotional development, mental health and behavior.

The Symposium Planning Committee asks that prospective presenters submit proposals that focus on the above social emotional related themes and, where appropriate, tie in the importance of safe, secure practices that are environmentally conscious and look to sustainability. The Symposium will include a track focused on the Center on the Social Emotional Foundations of Early Learning (CSEFEL), and the committee welcomes proposals related to Positive Behavior Support practices specific to infants and toddlers.

Topics are slated for 1 1/2 hour presentations; however, you may present more than one session. Subsequent sessions should build on the initial session and add depth to the content.

Proposals may be submitted on-line at the Symposium website,

www.abrightertomorrowsymposium.org now through March 30th. We hope you will join us for what will be an innovative and motivating professional development
