Leadership Hermiston is a 10 month program with full day sessions once a month designed to expose participants to current issues facing our community.

Participants will have the opportunity to meet the community and regional leaders who are shaping policy and providing direction in these areas.
The cost of Leadership Hermiston is $600 for Chamber members and $850 for non-members. The classes are held on the second Tuesday of each month, September through June. Partipcants will be expected to attend all
classes to be eligible for graduation. Tuition is due upon notification of selection and not later than the first week of September. Tuition is non-refundable. Graduation is a special evening of celebration held the
second Tuesday of June for participants and their guests.

Teddy Bear Parade at Funfest is back for another year!
The Funfest Teddy Bear Parade will take place on Saturday, July 9th at 9:00am. Sponsored by The Simmons Financial Group
Children through age 12 and teddy bears welcome! Please bring your children to Sherrell Chevrolet parking lot at the SE corner of Main and 3rd street at 8:30am. At the end of the parade, you will meet your children in the parking lot across from City Hall. No motorized scooters, animals or skateboards allowed. After the parade, families are encouraged to stay and play kids games, enter the free throw contest, enjoy the bouncy tents and OMSI exhibits.
Girl Scouts - will also be at Funfest. Did you know that the average baby uses about 2,788 diapers per year? Costing $1,440.00. A local Girl Scout wants to help the local Pregnancy Care Center by filling a school bus with baby supplies. Please bring donations to the bus located on Main Street during Funfest. Battle of the Bands coming to the Umatilla County Fair

"The Umatilla County Fair will host a Battle of the Bands competition on the Thursday, August 11th at 7:00pm on the main entertainment stage.
The Fair is looking for bands who want to participate in the competition. Bands are asked to submit an application, along with a demo CD, or YouTube video as an audition. Applications are available on the Umatilla County fair website: www.co.umatilla.or.us/fairor at the fair office located at 515 W Orchard Ave, Hermiston, OR. A panel of professional judges will pre-screen the auditions and select the finalist to perform on the main stage in order to keep the competition within the time limit of 7-10pm. Applications must be dropped off to the fair office no later than 5pm on July 1, 2011.
Contestants will be evaluated on vocal and instrumental performance, musical interpretation/originality, and stage presence. At the final performance bands will also be evaluated according to fan reaction, by use of a decibel meter. The winner will be announced after the competition. The winning band will receive: $750 cash, and receive a special guest interview on KORD or The Key, depending on the winning band. 2nd place will receive $500 cash. 3rd place will receive: $250 cash. Each participating band will also receive fair passes for their band. Each selected band will have the opportunity to have a table in the media tent to sell merchandise.
The Umatilla County Fair's mission is to bring unknown, local talent to the forefront of the entertainment at the fair. Official rules and guidelines are outlined on the application. Selected bands will be notified by July 15th, 2011. The Umatilla County Fair has the right to reject any application for any reason. Everyone is encouraged to apply!

A Few Wage & Hour Tips on Paying Tipped Employees from BOLI

One of the best examples of how Oregon's wage and hour laws can differ from federal laws comes from a comparison of how they handle "tipped employees." Employers should be aware that where state and federal laws have similar, but different provisions, they will need to apply the standards that are most advantageous to their employees. Here are a few of the frequently asked questions fielded by BOLI's Technical Assistance for Employers Program.
Q: What is a tip?
A: A tip is a voluntary payment, a "thank you," if you will, from a customer, which is made in addition to the amount actually charged for a service. Since the amount of a tip is not dictated by the employer or subject to negotiation, compulsory charges for service, say, 15% of the bill, are not considered tips but rather part of the employer's gross receipts.
Q: Can employers credit tips received by employees toward the obligation to pay minimum wage?
A: Not in Oregon. Although federal law permits employers to count tips as wages for purposes of meeting their obligation to pay minimum wage to certain "tipped employees," Oregon does not. In fact, Oregon law specifically prohibits employers from including tips in the amount to be paid under the minimum wage law at ORS 653.035(3). This means that Oregon employers must pay the full amount of minimum wage without benefit of a tip credit.
Q: Are tips included in overtime computations?
A: Not under Oregon law. Tips are not included in the computation of the regular rate of pay and just as with minimum wage, tips cannot be credited against overtime wages due. ORS 653.035; OAR 839-020-0030(1).
Q: May employers require employees to pool / share out tips?
A: Yes. In businesses where tipping is customary, the tips will generally belong to the recipient, and it is not uncommon for recipients of tips to voluntarily share these amounts among other support staff. That said, an employer may also implement a formalized tipsharing pool so long as the specifics of the arrangement are not prohibited by law. Federal law limits tip pooling arrangements among employees to those who typically receive tips (e.g., wait-staff, bartenders, bellhops, but not managers or kitchen staff), however, the Ninth Circuit Court of Appeals has also held that the restrictions on who may participate in a tip-pooling arrangement only applied to employers who claimed tips as wages toward the minimum wage. Since that practice is prohibited under Oregon law, Oregon employers remain free to impose a tip-pooling arrangement which includes staff who are not customarily tipped, such as kitchen staff. Sandstone Middle School in Hermiston, OR is planning its 2nd annual Spotlight on Sandstone event where parents and community members are invited to the school to check out the on-going work and educational developments taking place at Sandstone Middle School.
