President Obama delivers his State of the Union addressThough President Barack Obama announced a three-year discretionary federal spending freeze during his State of the Union Message last night, it won't apply to defense spending.

The initiative, to begin next year, won't affect national security programs, the president told a joint session of Congress gathered at the Capitol for the address. 
 
While not revealing specifics about the fiscal 2011 budget request he'll send to Congress on Feb. 1, the president made clear he will ensure warfighters have what they need to succeed. He also emphasized his continuing support for veterans programs.  * Click on headline for more *

New commandant takes over NCO AcademyCSM Mark Horsley became the 21st commandant of the Henry Caro Noncommissioned Officer Academy during a change of command ceremony Tuesday at Ridgway Hall. He will continue to serve as the commandant of the U.S. Army Noncommissioned Officer Academy at Fort Knox, Ky., until it conducts its last course Oct. 26.

Horsley replaces CSM Zoltan James, who is retiring. During the ceremony James, who became the commandant in April 2008, received a Meritorious Service Medal.

Basic trainees take to the woodsBatteries can die, signals can fade and global-positioning equipment can malfunction at inconvenient times. That's why Soldiers with B Company, 3rd Battalion, 47th Infantry Regiment, 192nd Infantry Brigade, spent Tuesday in the woods armed with compasses and maps.

"Electronics break down, computers aren't always guaranteed," said SSG Lance Walker, a drill sergeant with B Company. "These Soldiers need to know how to orient themselves with a map. It's always good to know where you are and what your mission is."
 
The Soldiers learned the basics of map reading and using a compass Monday before setting out on the 1.5-kilometer navigation course on Sand Hill Tuesday. The course contains 53 points spread out among forested, uneven marshland. The Soldiers, in squads of five, had to find three out of five assigned points in order to complete the day portion of the training and two out of three points during night navigation, said SFC Matt McMurray, a drill sergeant with the company.   * Click on headline for more *

Thanks to an initiative launched this month by the Department of Defense Education Activity, parents can check the progress of their children's schools with online, school-based report cards.

The report cards feature the school's TerraNova and SAT scores, demographics and improvement goals for the year. 

"It's so 21st century - it opens DoDEA up to the world," said Debra Alexander, instructional systems support for Domestic Dependent Elementary and Secondary Schools. 

"I believe this is going to be an excellent tool for parents and students," Alexander said. "It's an effort for transparency and accountability, informing parents of our schools' goals, overall student achievement and continued growth DoDEA-wide. Parents may now arrive at their new assignments well-informed about the schools their children will attend."  * Click on headline for more *

U.S. Army engineers in collaboration with their Navy counterparts hope to open the gates of cognitive radio development to academia, industry and other DoD organizations by building a universal radio test-bed this year. 

The Communications-Electronics Research, Development and Engineering Center's Software Defined Radio lab will work with the Navy Research Lab to transfer previous development done on the Joint Tactical Radio System to the GNU Radio's open source, free software environment.   * Click on headline for more *

Strength in DiversityGermany-Who would have guessed the descendant of a Polish slave laborer during World War II would one day grow-up to become an officer in the U.S. Army? 

Spc. Magdalena A. McMillon, Radiology Specialist at the U.S. Army Health Clinic-Schweinfurt, learned she is destined for Officer Candidate School (OCS) after submitting a packet, writing an essay, and appearing before a board Nov. 19, 2009, as part of the 7th Army Joint Multinational Training Command's (JMTC) OCS selection board. 

McMillon was selected for a direct commission and Officer Candidate School.

Columbus LionsThe Columbus Lions and Operation Homefront are teaming up to offer children of active-duty military a chance to be a part of an all-military arena football team in the Youth Football League at the Columbus Civic Center. 

Sponsored by Operation Homefront and other various organizations, the equipment and jerseys will be provided at no charge. Registration cost is free. 

The idea for the all-military team, named the Patriots, is the brainchild of Kim Scofi, president of the Operation Homefront Georgia chapter and Lions' head coach and youth football league director Jason Gibson.

"(sponsoring) the team is a way to thank children for their sacrifices and thank them for their strength while their parent is deployed," Scofi said.

Medical CommandWe've noticed a bit of warmer weather lately, lots of rain and generally people are starting to think about spring. This doesn't mean that the flu season has left us behind. In fact, January 10 to16, marked National Immunization Week and the general campaign not only focused on recommended immunizations, but also on H1N1 and seasonal flu.

"People need to keep in mind, we are not out of the influenza window yet. Everyone needs to remain vigilant in the basic preventative steps such as washing their hands, using hand sanitizer and coughing into a tissue or into their elbow sleeves," said COL Kyle Campbell, chief of staff at the Medical Department Activity.
