Greetings!
It's that time of the year: drag out the hibachi (take care not to start any raging wildfires) and celebrate the birth of our nation with burgers, ribs and charred hot dogs (is there any other way to make them?) or perhaps you'd like to spare the spareribs and go the vegan route. Eww... you (non-vegans) say? Well, your editors aren't vegans, but we found a blogsite with recipes that made us willing to convert ... for a while. Even if you're not one of those tofu-eating vegan-types, check out this blog, TheBloomingPlatter, just to see beautiful and mouth-watering food (there is a section, a few clicks into the blog called "Food Porn" - you'll understand once you get there.) Those charred hotdogs are starting to lose their appeal; however, the photo of "Chiles Rellenos Stuffed with Mushroom, Soyrizo, Plantains and Cheddar Teese, Plantain and Coconut Milk Sauce" - oh, my! This blogsite leaves us with weak knees and a growling tummy! Let's move from food to other summer events. We found a nifty web site, BeachCalifornia, where you can find parades, fairs and festivals in your area. Why hang around the house when you can enjoy the Loggers Jubilee in Fawnskin (no, we don't have a clue - try MapQuest!) or the Gilroy Garlic Festival. If you fancy a Fair, a rodeo, art event, etc., you'll find links and information on the BeachCalifornia web site. |

It never hurts to review the basics and, since it's summer and many of you are taking vacations, the temp might have a few questions. This is our little tutorial on dual health insurance coverage: Coordination of Health Insurance Benefits. With the number of two-income families today, it's not unusual for families to have health insurance coverage from more than one health insurance policy. Many health insurance policies (contracts) have a clause that allows the benefits of one policy to be coordinated with those of another health insurance policy. This clause, referred to as "Coordination of Benefits," describes which policy is considered 'primary', for claims payment. Most insurance companies that offer individual and or group health insurance policies, follow the guidelines for coordination of health insurance benefits established by the National Association of Health Insurance (NAHI) board of commissioners. A health insurance policy that does not contain a Coordination of Benefits clause consistent with the NAHI guidelines is always primary. Which Policy is Primary? Below are the rules set forth by the National Association of Health Insurance commissioners. The rules are listed in the order that applies to one's circumstances in how a claim will be processed: (***Note that these rules do not apply when one policy is Medicare or Medical.) 1. If the policy holder is the same for both contracts: a. The plan that covers the policyholder as an active employee is primary. b. If the policy holder has the same employment status (active/retired) under both plans, the plan with the earliest effective date is primary. Coordination of health insurance benefits 2. If the policy holder is the spouse or domestic partner: a. The plan that covers the policy holder as an employee is primary. The spouse's plan is secondary. 3. If the child(ren) are covered under more than one health insurance policy and the parents are married or living together: a. The policy of the parent whose birthday (month and day) is earlier in the year is primary. b. If the parents share the same birthday (month and day) the policy with the earlier effective date is primary. 4. If the child(ren) are covered under more than one health insurance policy and the parents are divorced or living apart: a. The policy of the parent that the court has made responsible for health care insurance is primary. b. The policy of the parent who has custody of the child(ren) is primary. c. If the court has not placed responsibility on one parent to insure the child(ren) and the parents have joint custody, the policy of the parent whose birthday (month and day) is earlier in the year is primary. If the parents share the same birthday (month and day) the policy with the earlier effective date is primary. d. If the natural parent elects to have the coverage under the policy of the step parent that policy is primary. 5. When child(ren) are covered under three (3) or more health insurance plans, primary coverage is determined in this order: a. The policy of the primary parent. b. The policy of the primary parent's spouse. c. The policy of the other parent. d. The policy of the other parent's spouse. Obtaining Coverage from a Secondary Policy If you are responsible for a portion of the bill after the 1st (primary) carrier has processed and paid the claim, one can submit the balance for 'consideration' to the second carrier. Please note the use of the term 'consideration' as there is NO guarantee that the second carrier will pay any or the entire portion of the bill that was NOT paid for by the primary insurance carrier. When submitting the claim for payment by the second insurance carrier, one will need to provide the following: 1. an itemized bill from the health care provider; 2. the matching explanation of benefits (EOB) statement from the primary insurance carrier who first processed the claim.
