Country Club Contribution - Moving Forward

As announced in last month's Newsletter, the owners of the Glenmore Country Club have requested that the Club's contribution to the GCA towards security and road maintenance costs be reduced to better reflect the Club's actual share of usage.
The GCA Board held a special board meeting on August 16 at which a great many residents heard David Rathburn, one of the co-owners, put the case for an adjustment in the contribution level, and were able to provide feedback and ask questions. Following this meeting, the board agreed to move forward with a proposal to change the Covenants & Restrictions of Glenmore (C&Rs) to allow change in the contribution level. However, in response to residents' feedback, the board is likely to be proposing a smaller reduction than initially requested by the Club.
There are still some details to be worked out, but we are planning to provide property owners with a full written proposal in the next few weeks, either by mail or electronically. This mailing will include answers to most of the questions raised, as well as detailed voting instructions. Once you receive this information, please make sure you vote, since any change to the C&Rs requires a two-thirds majority of members in favor, and a larger than normal quorum requirement.

Carroll Creek Crossing

Progress is been made with Jeff Gaffney (of Glenmore Associates) to support the continued development of the first 50 lots in the Leake Section (K2B) of Glenmore, yet still satisfy the concerns of the GCA and Albemarle County relating to the Carroll Creek road crossing. Final details are being reviewed, and legal documents prepared.
Part of the basis of the resolution is that the existing temporary crossing will be made safer by the addition of guard rails and warning signs, until the permanent crossing is eventually constructed. If the land should be sold, the new owner would have to fulfill the same requirements, and leave the GCA free of any liability to construct this crossing.
A final agreement will properly addresses the ongoing safety concerns that the GCA has expressed about the risk to residents having to use the temporary crossing to access the recreation area, RV lot, and dumpsters. This will become of greater significance once ownership of the soccer field and some common area is transferred to the GCA, which is expected to happen later this year.

Restricted Access Policy

At the recommendation of the Controlled Access and Security Liaison Committees, the GCA Board adopted a new regulation at its August 18 meeting allowing the GCA to restrict access to non-residents who have previously caused problems within the community. The GCA cannot legally prohibit entry to anyone who is an invited guest, but do we have the ability to withdraw certain privileges.
The key elements applying to an individual with Restricted Access designation are as follows:
- May not drive on Glenmore roads.
- May not be on anyone's permanent guest list.
- Prior notification by an adult must have been received at the gatehouse.
- The gatehouse will not call a home to request permission to enter.

Shadwell Junction Update

VDOT has advised the GCA of the current status of improvements planned for Rt. 250 at Shadwell:
 Structural repairs to the Rt. 250 bridge over the Buckingham Branch Railroad are expected to be under contract soon, with construction planned to start in September, 2011. The first work will be under the bridge, but at some point the bridge will be closed to all traffic for 10 to 12 weeks. The road closure dates and detour plan have not been published, but the entire project is scheduled to be complete by the end of August 2012.
The completion of the new 4-leg intersection at Rt. 250, Rt. 22, and the new Luck Stone quarry entrance has been delayed by Luck Stone from October 2011 until December 2011. The Luck Stone work includes relocating their truck scale operation. VDOT will have traffic signals installed at the intersection so that when the Luck Stone  entrance work is complete, the completed intersection, with signals, will be open for use. The signals are funded by a $305,000 escrow account, in possession of VDOT, from the developer of Glenmore. Questions? Contact Roads Committee at roads@glenmore-community.org

Trash Can Reminder
|
 Just a reminder about the rules for trash cans: 1.Trash cans and bags must not routinely be put out by the street earlier than 6 PM on the day before pick-up. 2. After trash collection, cans must be removed from the roadside and put away as soon as possible. They must not be left out during the following night.
