Below you will find an email from Danielle Bryant, the Referee Registrar for CalSouth. The email outlines the CalSouth procedures for registering for 2010.
A couple of things:
1) Some of you have recently taken classes to get your badge. Depending on when your class took place, you may already be registered for 2010. Look at the year on your badge.
2) We will have additional information from you on the mandated the Risk Management process for referees as we get closer to the December 31 deadline. And, how this will be handled by the two major associations here in San Diego County.
3) For several years I have been telling you the time would come when you would have to take the required refresher class each year AND take and pass the 50 question test in order to stay registered...that time is here.
I am sending this note so you have the information. We will send you more specific information as we get closer to each event. For all of you there is nothing you need to do at the moment.
We will have more information on all these policies and procedures as they evolve.

Subject: Cal South 2010 Referee Registration Process
Hello everyone,
My name is Danielle Bryant and I am the new Registrar for
referee registration. I will be registering all referees with U.S. Soccer
beginning September 1, 2009 when the 2010 registration opens.
This process will
take four weeks after the clinic. Once approved all referees are put on the
List of Registered Officials. Please check the list periodically to verify your
registration has been processed and approved. The list can be found on the Cal
South website under referees/registration and will be updated weekly.
All referees
will receive their badge and ID card directly from USSF upon registration
approval. Please allow 2 months after the clinic to receive the packet. If your
name is on the List of Registered Officials and two months have passed since
the clinic, then contact U.S. Soccer directly at (312) 808.1300 and ask for the
Referee department.
U.S. Soccer online registration will not be available for
individuals to register and Online registration for referee recertification is
not available at the moment. Cal South is working on a referee module and we
hope to have it up and ready by Fall, until this system is ready these are the
steps to follow for registration.
- All referees MUST register with Cal South.
For new and re-cert referees the best way to register with Cal South is to
pre-register for a clinic through CalSouth.com here. Please visit calsouth.com/en/referees/ for full details
on the Cal South Referee Program. If for some reason someone cannot
pre-register that is accepted and they are able to pay (by check preferably)
when they attend a clinic. Some helpful tips when registering for a referee
clinic: once on the calendar event page make sure the league box is checked and
choose "referee clinic" from the event type menu. Hit the search
button and a list of all the referee clinics will appear; from there, choose
the clinic you would like to attend and then register.

All referees who want to maintain or recertify
must attend a re-cert clinic and pass the re-cert exam. Once they have
completed the re-cert clinic and pre-registered online they will not need to do
anything else. If they have completed the re-cert clinic and did not
pre-register online they must mail their referee registration form and payment
to me at the address below:

The referee registration form can be found on our website calsouth.com under
referees and registration along with the 2010 registration
fees.

All referees who want to upgrade or maintain a
state level grade must complete all upgrade requirements. (Upgrade from 8 to 7
needs physical, written test, 1 assessment; 7 to 6 needs clinic, physical,
written test, 3 assessments; 6 to 5 same requirements for 7 to 6 except
clinic.) Mail all required paperwork to me. If going Emeritus please include a
note stating this with your registration form and payment.

All referees ages 18 and up must have risk
management complete by January 1, 2010 to referee youth games. Please note
there will be no exceptions after this date. If you are a coach and have completed
risk management with Cal South before you do not have to complete it again. If

Any Cal South league/Referee Association
sponsoring (meaning the league or association is paying for their referees) or
who wish to host a referee clinic for their referees only, we will allow to do
offline. If you are planning a clinic and want to register your referees first
you must coordinate with me by email. We will allow you a week to notify your
referees and post the clinic on the Cal South website that following Monday.
Once the clinic is posted they will need to register as soon as possible.
