Charting a path for sustainable growth takes more than  understanding the past and present. It requires planners to visualize the future and anticipate the demands of their communities. Divergent from traditional predict-and-plan methods, scenario planning offers planners, public officials, and community residents new tools to anticipate and shape the future

 

Last month the Lincoln Institute of Land Policy and the Sonoran Institute released a new policy focus report, Opening Access to Scenario Planning Tools to highlight the promise of scenario planning tools and their potential to open access to the planning process. The report makes specific recommendations to advance the use of scenarios and scenario planning tools, including development of an online platform to facilitate collaboration, capacity building, and open source activities among scenario tool developers, urban planners, and other tools users.  

 

To demonstrate the benefits of scenario planning, in this issue of Fetch! we are featuring two communities that have used scenario planning to support their planning processes: Tucson, AZ Implementation and Adaptation of Water Plan 2000 - 2050 and Grand Junction, CO 2010 Comprehensive Plan.   

To meet Tucson's water demand through 2050, utilize renewable resources and comply with Arizona's Assured Water Supply (AWS) requirements for municipal water providers, Tucson Water developed a plan using a scenario planning process.  

 

The resulting plan, Water Plan 2000 - 2050, utilizes two separate scenario plans.

In 2007, the City of Grand Junction initiated a process to update its comprehensive plan, using CommunityViz as part of the public engagement process.    

 

The city hosted 27 citizen planner "chip games" during which residents used "chips" to indicate on a map where and at what density they would like to see growth occur.

Scenario Planning in Progress
