State Trust Lands Can Impact Development Near Military Installations 

JLUS Collaborative Planning

 

Nevada and Arizona are both moving forward with efforts to ensure appropriate development on state trust lands near military facilities.

 

The Nevada Division of State Lands, with financial support from the Office of Economic Adjustment of the Department of Defense, hired a consultant and worked with local governments, military stakeholders, interest groups and private property owners in a collaborative planning effort to develop a Joint Land Use Study (JLUS) for the Nevada National Guard's Floyd Edsall Training Center in North Las Vegas, Nevada.  The area is under heavy development pressure.

 

The purpose of a JLUS is to encourage cooperative planning between military operations and local governmental jurisdictions, and to provide appropriate tools and procedures so that future growth and development are compatible with the mission of the military facility, as well as with the future development plans of the local governments surrounding the military facility.

 

The process and final outcome emphasized improved and formalized communication among stakeholders, and better public awareness of future development plans, both on the Guard site as well as in the surrounding  community.

In Arizona, State Senator John Nelson is championing a land exchange measure that includes a constitutional amendment, SCR 1001, and a statutory companion bill, SB 1001, that protect military installations from encroachment. The bills have been pre-filed for the 2012 legislative session.

New Publications 

Cash for Conservation

The Lincoln Institute of Land Policy has published a new working paper authored by Susan Culp, Alison Berry, and Joe Marlow: Cash for Conservation: Payments for Ecosystem Services through Compensatory Mitigation on State Trust Lands in Arizona, Colorado and Montana.    


Idaho

Peter R. Crabb Ph.D. prepared a report for the Idaho State Board of Land Commissioners.  This economic study is carefully designed to determine the portion of Idaho's total economic activity attributable directly to operations on Endowment Trust lands, the expenditure of income from these operations by the Endowment's beneficiaries, and the statewide recreational activity that occurs on these lands.
