WSLCA Winter Conference Report |

Arkansas rolled out the red carpet for the Western State Land Commissioners Association winter conference, January 10-14, in Little Rock. Western Lands and Communities (WLC) Project Manager Susan Culp and Communications Manager Judy Crawford attended the conference as guests, and enjoyed presentations from each of the western state trust land management agencies. Also addressing the group were Arkansas Governor Mike Beebe, leaders of Arkansas natural resource management agencies, and USDA Forest Service Chief Tom Tidwell. Special events included a tour of the Heifer International project's LEED Platinum building, dinner at Doe's Eat Place - a favorite haunt of former President Bill Clinton, and a special dinner at Capitol Hill, providing a fun taste of the town.
Culp and Crawford appreciated having the opportunity to discuss ideas for a future WLC Joint Venture research agenda on state trust land management issues with commissioners from across the West. As the joint venture plans its next investment in state trust land research, policy analysis and tool development, the focus is on projects that are relevant to trust land managers. The goal is to help them meet their fiduciary obligations in the changing economic and demographic landscape of the West. WLC will spend three to four months developing an agenda of priority projects to guide our research over the coming years. Colorado Developing Business Model |
New leadership on the Colorado State Land Board provided opportunity last fall to rethink the board's options and investigate new models for management and long-term planning. In December, the board hosted a half-day state trust lands workshop facilitated by Western Lands and Communities, a joint venture of the Lincoln Institute of Land Policy and Sonoran Institute. They discussed the challenges facing state trust land managers as economic and land management circumstances change, and new strategies to modernize asset management.
The Western Lands and Communities (WLC) team worked with the board to review the history of trust land grants, fiduciary duties of trustees, state trust doctrine and case law, and the evolution of trust land management in Colorado. Research to assist state trust land managers in creating a successful business model was also shared.
The briefing explored the tools, research and best practices developed by WLC designed to assist agencies in developing a long-term vision for improved management of trust lands and higher returns for the beneficiaries. Issues including asset management, planning and disposition tools, and capacity building were discussed, and a case study of long-term trust land planning effort, Superstition Vistas, in Arizona were presented to the board.
Director, Brownell Bailey, and the five commissioners plan to use what they learned at the workshop during upcoming strategic planning sessions as they develop a business model for Colorado's state trust land portfolio.
