Now that the long political season is over, we can finally get back to work!

In this issue, we will touch on several of President-elect Obama's platform proposals & examine some of the implications to human resources, staffing, and small business management.  All references to proposals include external links to in-depth discussions on the topics.

In light of Mr. Obama's upcoming inauguration, we will also explore the question of whether employers should hire now or later.

HR Meets the President
Barack Obama's historic election has been viewed by many in the HR profession as a demonstration of the effectiveness of diversity initiatives.  Still, some diversity & inclusion experts anticipate a backlash in the American workplace, where people assume that America has "moved beyond race".  The revised perspective could end some voluntary employer diversity initiatives and even threaten some current EEO protections.

Since healthcare and the economy took front seats in the presidential campaigns, the platforms of both Mr. McCain and Mr. Obama included proposals that would have a direct affect on employers.

Mr. Obama's healthcare proposals include expanded coverage, a tax credit for small businesses offering health insurance to their employees, and increased taxes on large employers that do not offer health insurance.   Funding would come from an increase in taxes on those making around $200,000 or more.  Bob Laszewski's blog presents a well rounded discussion of the Obama plan.

To encourage employers to hire additional employees, President-elect Obama has proposed a New American Jobs Tax Credit, which would allow employers to receive a $3,000 tax credit for each new employee hired.  The Upjohn Institute for Employment Research offers a favorable evaluation and their research to support it here.

Labor unions may stand to gain ground, if Mr. Obama makes good on a campaign pledge to support the Employee Free Choice Act.  The act, which among other things would amend the Card Check method of organization, would make it easier for unions to organize.  Read the Washington Post's discussion here.

Hire Today or Wait 'Til Manana?
With all the changes expected with the new political administration, some employers are wondering whether it might not be better to wait to recruit new staff.

The question is a variation on the same wait-and-see theme we have been experiencing since about this time last year.  Unanswerable questions that preclude action have included:  Are we in a recession?  Who's going to win the election? Where are we going, and why I am in this hand-basket?

Assuming Mr. Obama's administration follows through with the New American Jobs Tax Credit, it may be advisable to wait until 2009 to make new permanent job offers.  If you have pressing needs now, your business should consider hiring temporary employees or using a temporary-to-hire service.

If downsizing is a reality for your business, consider using temporary employees on an as-needed, project-oriented basis to fulfill only the most essential duties of a former fulltime position.  Though the details of the NAJTC have yet to be worked out, it seems likely that if the economy improves next year, you can bring back the permanent staff and still benefit from the tax credit.

The most responsible decision will, of course, be made through concerted evaluation of your specific business needs.  If your business will benefit from additional staff, then nothing should prevent you from hiring.

As with housing, the current labor economy is a buyer's market.  With the unemployment rate climbing & good candidates hungry for work, it's a great time to invest in new employment.
