I've found that it's important to reassure applicants that they are the "authorities" and the best ones to write the application.  I probably spend as much time on this in the pre-application period as on anything else.

There are some places where you can take some shortcuts, but experience shows that with grassroots grantmaking, the pre-application period is not one of those places.  If you want to receive stronger applications from the types of groups that you are hoping to hear from, careful attention to what happens before the grant application deadline is key.
