Our very own Doug Evans (or Douglas H. Evans, P.E.) has been appointed to serve on the IBC - Fire Safety Committee for the 2012/2013 Code Development Cycle. Doug will be participating in the initial hearing in Dallas this coming May. The Final Action Hearings are being held in Portland next October. Please let Doug know of any proposed amendments that the chapter feels are appropriate to support or reject.

The 2009 codes went into effect in Southern Nevada in July and ICC's 2012 codes are available for purchase.

Mike Bouse Returns

Mike Bouse, former building official for Henderson, has returned from the Middle East and has accepted a position a Code Enforcement Manager with the City of Las Vegas.
Mike has more than 25 years of local government experience, including 20 years at the management level.  He is an old friend in a new position.  Welcome back to Mike!

The purpose of this grant is to promote and encourage building code officials within the state of Nevada to gain a better understanding of the requirements and intent of the latest adopted state energy code, the 2009 IECC. In addition, state resident design professionals and industry contractors will be eligible under a special allotment of the grant this year, to encourage their participation in compliance with this code.

 

We have changed the entire way we are processing the grant this year, in order to eliminate the delays in issuance of reimbursement checks that was a problem last year. Instead of waiting for checks to be issued from Washington DC, all money for the grant will be held by the State Energy Office, who will be in charge of reimbursement issuance.

NOTE: This year we have a very brief time period from the end of EduCode to the date when the grant terminates. Therefore, all reimbursement requests must be filled out correctly and in to the address below no later than Saturday, March 10, 2012. This only gives the grant recipient a week to get all paperwork filled out and in to Don White. Packets received later than this date may be denied. Because of this very short time frame, we are encouraging grant recipients to submit grant reimbursement request packets to Don White in person prior to leaving EduCode.

The SN-ICC attendees at the ICC Annual Business Meeting showed once again why we were chapter of the year in 2010.  Our exhibit booth was one of the best in the show and the number of visitors was almost overwhelming.

The Orleans Hotel and Casino donated two 2-night stays in their hotel as prizes for our special drawing during the show.   The winners of the drawing were Nicole Krahn, building and HVAC inspector from the City of Oshkosh, WI, and Peter Scorpio, Building/Zoning Official for the Town of Smithfield, RI.

SN-ICC's December 8 luncheon meeting will feature the election of the 2012 board of directors.

 

SN-ICC meetings start at 11:30 a.m. and generally end at 1 p.m.  Meetings are held at Sierra Gold, 6515 S. Jones Blvd. (215 & Jones), on the second floor.

installSN-ICC Planning January 14 Installation

For the first time in several years, SN-ICC will hold an installation banquet to install the new board of directors, present the annual awards and to do a little networking and have a little fun. The event will take place on January 14, 2012 at the Orleans Hotel and Casino in Salon G.
On hand to install the officers will be Bill Dupler, the new president of ICC.

New members in November include:

John LaSpaluto has practiced architecture for over 46 years, three decades of which have been in the Las Vegas Valley, delivering a dynamic array of architectural services for a variety of public, commercial, hotel-casino, parking structure, hospitality, and residential projects.  He has extensive experience in a wide range of building types and delivery methods, and continues to participate in a variety of roles depending on project requirements.

  His involvement in a full range of project phases, from programming and conceptual design through construction administration, has given John a broad knowledge base as well as the expertise needed to lead design teams of varying sizes.  His ability to discern and resolve fundamental planning and design issues, combined with his management and cost control skills ensures a highly effective project delivery process meeting the highest quality standards of both the client and the firm.  His expertise and thoroughness have resulted in projects that are well coordinated, on time, and within budget.
Presently the Building Official for the City of Mission Viejo, California, Jay Elbettar served previously as the Building Department Director for the city of Newport Beach, the Building Official for the City of Glendale, and with the U.S. Army Corps of Engineers.  He holds degrees in civil and structural engineering, is a registered professional engineer, and is certified as a building official, plans examiner, commercial building inspector, and LEED professional.  He is a member of numerous professional organizations and is past president of California Building Officials (CALBO), and is currently serving a second four-year term on the State of California Hospital Building Safety Board, a second three-year term on the ICC board for International Professional Standards, first year term on the ICC-ES board of managers and a four year term on the State of California Seismic Safety Commission.
Elbettar was elected to a Section Seat during the ICC 2011 Annual Conference earlier this month in Phoenix.  The section includes several states, including Nevada.

NFRC is the National Fenestration Rating Council, the national industry group, composed of window performance engineers, window framing manufacturers, glass manufacturers, window retailers and code officials, that governs window energy construction and performance. 

At their annual conference every year they discuss not only window construction and performance advances, but energy code development and community outreach goals.  

It was held in Atlanta Ga.immediately after the ABM and final action hearings for the International Green Construction Code. A few of their members were active in the hearings themselves.   

NFRC's requested that Don White, SN-ICC Secretary-Treasurer, put together a presentation of the problems we have had in the jurisdictions adopting and enforcing the energy codes as a whole and more specifically, what problems we have with window performance enforcement.  Since he was a State of Nevada Energy Code Ambassador (consultant to the state energy office regarding this very matter), Don has become very aware of the problems jurisdictions face regarding such.  His presentation was entitled "The Las Vegas Site-Built Window Story, and was very well received. 

Valarie Loper, SN-ICC 2nd VP and Chair of the Public Outreach Committee, put together a group of volunteers to man the ICC booth at the Pool and Spa show at the Mandalay Bay during the ABM.  ICC asked SN-ICC to provide volunteers for this effort.  Many thanks to the following members who participated on our behalf: Brian Wolfe, Terry Vosler, Perry Mendenvil, Mike Teemant and Kevin McKosker.
