March SN-ICC Chapter Meeting to Include Green Presentation 
Meritage Homes
At the Chapter's March 10 meeting, C.R. Herro from Meritage Homes will discuss Meritage's extreme energy efficiency program.  This program combines design, energy efficiency, water management, sustainability, and new technologies to provide better comfort, healthier air, and less cost to own and operate.
$500 Donated to SN-ICC Toddler Swim Lessons Grant Program at EduCode
Ron Lynn Donates to Grant Program
Throughout EduCode 2011 (Jan 31. - Feb. 4), SN-ICC sponsored a booth at the EduCode Expo.  SN-ICC's booth included information about its Toddler Swim Lessons Grant Program, as well as a donation box for EduCode attendees to toss in cash to contribute to the program.  Click here to view photos.  With just $50 or less, any of the parks and recreation departments in Southern Nevada can teach a child to swim.

 

Thanks to the generous donations of EduCode's attendees, including ICC Immediate Past President Ron Lynn (pictured in the photo above), SN-ICC received $595 in donations for its grant program.  One hundred percent of the donations will go toward teaching young children to swim.

Deadline for SN-ICC College Scholarship is February 25
Scholarships
SN-ICC will provide 4 - $3000 scholarships to students pursuing careers in architecture, engineering, construction management or public administration.

 

Scholarships funds can be applied toward tuition, fees, books or other appropriate educational expenses.

The application package for SN-ICC's scholarship can be found on the Clark County Public Education Foundation's website:  www.ccpef.org.  The application package must include both SN-ICC's scholarship application and the Public Education Foundation's application.

Las Vegas Building & Safety Has New Address
Las Vegas Building & Safety

On Jan. 24, several Las Vegas development-related departments opened for business at a newly remodeled Development Services Center located at 333 Rancho Drive. The idea behind the move is to bring development-related services under one roof to make it easier for customers to do business with the city of Las Vegas.

 

The Planning and Development Department, Building and Safety Department, Fire Prevention, and Land Development Division of the Public Works Department are now open for business at the new Development Services Center.

 

Hours of operation are 7-5:30 p.m., Monday through Thursday.

 

The City Engineer, Public Works and Field Operations administrations, and Business Licensing are scheduled to move into the facility over the coming weeks.

Clark County Building & Fire Departments to Host Joint Town Hall Meeting

On Feb. 16, from 4 p.m. - 6 p.m., Clark County Development Services (the  building department) and the Clark County Fire Department will host a joint town hall meeting at the Hollywood Recreation Center, 1650 S. Hollywood (between Charleston & Sahara).

EduCode 2011, An Undeniable Success! 
 
EduCode 2011 ICC Bookstore

Students check out ICC's bookstore while they wait for the daily raffle to begin.

EduCode Students:
Eight hundred and forty-three (843) students were registered for EduCode prior to the conference's January 31 start date. With walk-in students included, the total number of students participating in this premiere building code educational event reached 903.

Students represented 32 states, the Cayman Islands and Bermuda (see the story below for more information on our Caribbean and North Atlantic guests).

EduCode Classes:
The most popular class was the "2011 NEC Update," with a total of 110 students in attendance.  The second most popular class was titled, "2009 IBC Significant Changes," with 96 students in attendance.

EduCode Daily Raffle
Each day one lucky grand-prize winner walked away from the EduCode daily raffle with $150 in poker chips.  The raffle took place at 12:30 p.m., which gave students enough time to enjoy a complimentary lunch at the Orleans Hotel & Casino buffet, before participating in the raffle and returning to class at 1 p.m.  In order to enter the raffle each day, students had to have their raffle entry forms stamped by at least four companies participating in the EduCode Expo.  Besides the $150 poker chips, other giveaways included contributions from expo participants, including digital cameras, scientific calculators, golf supplies and code books.

Student Appreciation Party
A good time was had by all at the Mardi Gras-themed student appreciation event.

EduCode Welcome Party and Student Appreciation Event:
Special thanks to the National Fenestration Rating Council for sponsoring our Monday night welcoming party.  The wine and cheese was a hit with EduCode's students.

The Tuesday night student appreciation event was also well attended by students, educators and ICC dignitaries, including Immediate ICC Past President Ron Lynn and David Dufresne, ICC Executive Director in charge of Education and Certification.  There were plenty of beads, baubles, beverages and raffle prizes to keep the evening clipping along at an entertaining pace. 

 

This event also served as a coming out party for SN-ICC member Rick Wilburg, who will seek election to the ICC Board of Directors in 2012.  Rick also served as the evening's master of ceremonies.

 

Special thanks to SN-ICC, Interwest Consulting Group and the International Association of Plumbing and Mechanical Officials for sponsoring the free food, beverages and raffle prizes enjoyed by all.

Bermuda, Cayman Islands Represented at EduCode 
 
Kenneth Young

Kenneth Young

Kenneth Young is one of five inspectors (three building, two electrical) serving Bermuda, a British overseas territory in the North Atlantic Ocean with a total area of 21 square miles.  He performs both residential and commercial inspections.
  
Kenneth is an ICC member who heard about EduCode through his ICC affiliation.  Although Kenneth visited Las Vegas before in 2010 to attend the World of Concrete Expo at the Las Vegas Convention Center and New Orleans, Louisiana, in 2009 to attend the "When Disaster Strikes" seminars, his participation in EduCode 2011, Jan. 31 - Feb. 4, was his first experience with this educational conference.
  
Kenneth is currently involved with updating Bermuda's Residential Code, which is based on the Building Officials Code Administrators International (BOCA) code and was last updated in 1998.  Kenneth said code revisions should be complete by the end of 2012.  Before the updated code can become the guide for Bermudian construction, it must be approved through legislation.
  
After completing a week of EduCode classes, Kenneth said his next step is to go back to Bermuda and take the tests required to earn ICC certifications for building inspector, disaster response and special masonry inspection.  The last certification is of importance considering Bermudian homes are built with block.  According to Kenneth, "our buildings are more apt to sustain hurricane force conditions" as a result.
  
Lee Bodine

Lee Bodine

Lee Bodine is the assistant building official for the Cayman Islands in charge of operations.  The Cayman Islands consists of three islands (Grand Cayman, Little Cayman and Cayman Brac) located in the Western Caribbean Sea, south of Cuba and west of Jamaica.
  
Lee is no stranger to Las Vegas or EduCode.  He worked for the city of Henderson, Nevada, as a plans examiner for six years in the early 2000s, then returned to his home state of Oregon for a short stint, until landing his current position in the Cayman Islands.
  
The code governing construction in the Cayman Islands is the 1999 Standard Building Code.  The goal of the Cayman Islands Building Department is to update to the international codes so that construction can utilize the more modern standards and advantages of the newer I-Codes.
  
Lee said that, ideally, he would like to see the Cayman Islands become involved on a regular basis as an ICC member and participate in the code development process.  As an active member in code development, the Cayman Islands would be able to address and gain inclusion of construction conditions specific to a Caribbean nation in the I-Codes.  One construction condition in particular not addressed currently in the I-Codes involves desalinization of water, which is a process the Cayman Islands relies on in order to provide water to the country.  In addition, he would like the Cayman Islands to form their own ICC chapter.
  
While in Las Vegas, Lee utilized his time to meet with ICC Immediate Past President Ron Lynn, who happens to reside in Las Vegas, to discuss strategies to bring the international codes to the Cayman Islands.  Lee hopes that in the next two years the Caymanian government will adopt the international codes.
High School Internship Ready to Go! 
 
Internship Meeting
On Jan. 20, SN-ICC members met with representatives from the school district, North Las Vegas, Clark County, JBA Las Vegas, Lochsa Engineering, and Pugsley, Simpson & Coulter met to discuss internship details. 
On February 7, SN-ICC's new High School Internship Program began with a kick off meeting at the Clark County Development Services Department.  Participating high school students (15 total), officials from the Clark County School District, and internship mentors met to discuss program goals.  The mentors were from Clark County, North Las Vegas Building Safety, JBA Las Vegas, Lochsa Engineering, and Pugsley, Simpson & Coulter Architecture.
  
SN-ICC's internship is an expanded version of an internship program implemented in 2009 at Clark County Development Services by Ron Bohne, an electrical engineer with the department.  Ron was also involved with helping SN-ICC develop its internship program.
  
The students participating in SN-ICC's internship are from Clark High School, Northwest Career Academy and East Career & Tech.  The students participate in their school's engineering program and already have an active interest in studying engineering in college.  The goal of SN-ICC's internship is to expose the students to a work environment - both in government and the private sector - involving activities and skills similar to their potential career choice. 
  
The students participating in SN-ICC's internship will receive 30 hours of shadowing mentors from the agencies listed above during a ten-week period.  At the end of the 10 weeks, students and mentors will provide SN-ICC with evaluations to help guide the internship's development.
  
SN-ICC will next offer this internship to high school students during the beginning of the 2012 school year (September 2011).  Participation in SN-ICC's High School Internship Program will then serve as a prequisite for student eligibility for SN-ICC's College Scholarship Program.

SN-ICC Installs 2011 Officers
2011 SN-ICC Board

On January 14, ICC Immediate Past President Ron Lynn swore in SN-ICC's 2011 Board of Directors at the chapter's annual Officer Installation luncheon.
  
At the chapter's December meeting, members had approved a recommendation from the SN-ICC Selection Committee to swear in the 2010 board for one more year of service.  As a result, the 2011 executive board is as follows:
  • Neil Burning, President
  • Doug Evans, 1st Vice President
  • Valarie Loper, 2nd Vice President
  • Don White, Secretary/Treasurer

Michael Bouse was to be sworn in as the chapter's immediate past president.  However, due to his retirement from the city of Henderson and his new position in Abu Dhabi, Michael will not be able to serve in this function.  In one of its first decisions of the new year, the 2011 Executive Board voted to appoint Fulton Cochran to the position of immediate past president, which is a position Fulton fulfilled just prior to Michael.

 

The Executive Board also selected Ray Finkel and Jim Begley to serve as Directors-at-Large for the year.  Ray and Jim replace 2010 Directors-at-Large Connie Suckling and Dave Pasquinelli.

At SN-ICC's officer installation luncheon on January 14, the Executive Board also recognized three chapter members for their service throughout the previous year.  

 

Connie Suckling was honored as the SN-ICC 2010 Industry Person of the Year.  Connie, a long-standing SN-ICC member, is a senior government relations specialist with the Southern Nevada Home Builders Association.  She served as a director-at-large during 2010 and is a founding member of the chapter's Membership Services Committee. 

 

Dawn Rivard was honored as SN-ICC's Government Person of the Year.  Dawn is a graphic specialist with Clark County Development Services.  2010 was her first year as an SN-ICC member.  During the year, Dawn co-chaired the Membership Services Committee with Dave Pasquinelli, created the chapter's new monthly newsletter, and drafted multiple pieces of literature to promote chapter activities.

 

Stephanie Pacheco was honored with the chapter's President's Award.  Stephanie is a long-standing chapter member and a secretary for Clark County Development Services.  She provides the friendly face that greets chapter members at monthly meetings, she distributes meeting invitations and information on chapter trainings, and she is essential to the organization and planning of the chapter's EduCode International conference.

SN-ICC President Neil Burning Is IAPMO Southern Nevada's Government Person of the Year

SN-ICC President Neil Burning was selected by the International Association of Plumbing and Mechanical Officers (IAPMO) of Southern Nevada as their 2010 Government Person of the Year.
  
The award was presented to Neil at IAPMO Southern Nevada's January officer installation luau-themed party. 
  
Neil was selected as government person of the year for his work setting up IAPMO as an EduCode International training provider, leading the Southern Nevada Chapter - ICC on to earn ICC Chapter of the Year in 2010, for chairing the EduCode International Committee, and for organizing one of the largest industry/government amendment committees to the 2009 model codes for the Southern Nevada Building Officials.

Introducing New SN-ICC Members
 
Brian GrillBrian Grill
Brian is a lead consultant for Benchmark Consulting Services, LLC.  Benchmark provides investigative and consulting services to the construction and surety industries and consults with attorneys and insurance companies in design and construction related disputes. 

 

A licensed architect in California, Arizona and New Hampshire, he is a registered residential designer and general contractor in Nevada, as well as an ICC certified building official, plans examiner and building inspector.  For the past 31 years, Brian has worked in all aspects of the design and construction fields, doing everything from inspecting buildings for municipalities, training building inspectors, teaching architecture at Mt. San Antonio College, designing homes and religious buildings, to testifying in court as an expert witness regarding industry codes and standards. 

 

He was a committee member for ASTM regarding gypsum board applications and standards and fire resistive construction and has served as chair of the education and code development committees for the Foothill and Citrus Belt Chapters of ICBO.  He has been a resident of Las Vegas since 1994 after living and working in Southern California for 17 years prior.  

 

Never one to rest for a long period of time, Brian is currently seeking certification in California under the new designation of Certified Accessibility Specialist (CASp) under the purview of the Division of the State Architect.

Darrell Wood

Darrell Wood
Darrell is the principal architect with Darrell Wood Architect. He has lived in Las Vegas since 1975 and has been in the architecture industry since 1977. 

 

He studied at UNLV and graduated from the Phoenix Institute of Technology.  The majority of his work experience is in the casino/hospitality field.

 

Darrell has been married for 30 years and has 3 children and 3 grandchildren.  His hobbies include poker and racing corvettes. 

Matt Brewer

Matthew Brewer

Matt is a senior building inspector with the Clark County Development Services Department.  He is currently assigned to perform commercial building inspections for Department of Aviation projects, particularly the McCarran International Terminal 3 project. Prior to his current assignment, he was a quality assurance agency (QAA) structural monitor with Development Services.
 

Before coming to work for Clark County, Matt was a quality control technician for Granite Construction Company during the construction of the Las Vegas Monorail project.  He took the position after being a quality assurance inspector with Ninyo and Moore on the same project. He began his inspection career as a QAA field inspector for Terracon Consultants.

Matt has an AAS degree in Building Technology from CSN and is currently attending air conditioning and commercial refrigeration classes at NTI.  Matt holds the following certifications: AWS Welding Inspector under AWS D1.1, ACI Field Testing Technician-Grade I, ICC Commercial Building Inspector, Commercial Electrical Inspector, Commercial Mechanical Inspector, Commercial Plumbing Inspector, Residential Combination Inspector, Fire Inspector I, Master of Special Inspection, Prestressed Concrete Special Inspector, Reinforced Concrete Special Inspector, Residential Combination Inspector, Spray-Applied Fireproofing Special Inspector, Structural Masonry Special Inspector, Structural Steel & Welding Special Inspector, and Structural Steel and Bolting Special Inspector.

Bryan BurgozBryan Burgoz 

Bryan is president and managing director of Inland Engineering & Consulting, Inc. in Phoenix, AZ.  He has more than 26 years of experience in testing, inspections and consulting. He is responsible for business development and company management, and serves as company quality control manager.

 

Mr. Burgoz holds several certifications and has been involved in nondestructive testing, construction materials testing, special inspections, manufacturing inspection, quality control, and quality assurance on projects located throughout the United States and in Mexico. He began his career in 1984 with a large Southwestern testing firm, until he became lead technician in the mechanical testing division. In 1996, he became a founding partner in Inland and established its office in Phoenix.

 

For the past 15 years, Bryan has been a part of the Arizona small business community and has participated in projects ranging from single family homes to nuclear power plants.  He is a native of Arizona and resides in Phoenix.

Richard Greenwold

Richard Greenwold

Richard, a Vietnam veteran, became a registered architect in 1975 in Colorado, followed by NCARB cetification and registration in Nevada and Arizona.  He settled in Las Vegas in 1979 when stationed at Nellis Air Force Base in base engineering and returned as a civilian in 1984 after three years as the chief of engineering for Air Force Headquarters Europe.

 

Since his return to Las Vegas, Richard has been employed with a civilian contractor at the Nevada Nuclear Security Site (NNSS) as a design architect, project engineer, and subcontract technical representative with four different management and operating contractors to the U.S. Department of Energy.  The current management and operating contractor is National Security Technologies (NSTec).  Additionally, he is a principle in the Jones-Greenwold, LLC, architectural office designing office buildings, single and multi-family residences, and tenant improvements.

 

At NSTec, Richard is responsible for all building code evaluations, beneficial occupancy inspections and code reviews of work submitted by subcontractors for construction at the NNSS.  He is the lead architect for NSTec a staff of one junior architect in training and three designers.
