Henderson Building Official Michael Bouse Retires, Mo Jadid Acting Building Official
On December 15, Michael Bouse retired from the city of Henderson Building & Fire Safety Department.

 Michael's friends and colleagues were able to bid farewell to Michael at a retirement party held in his honor on December 16, 2010.

ICC Offers Complimentary Download of New IGCC Version 2.0
IGCC
ICC has launched Version 2.0 of the International Green Construction Code for use as a jurisdictional tool to regulate green construction, and as a document for comment leading into the 2011 Code Development and Final Action hearings.

You may download IGCC Version 2.0, including excerpts of the code's water provisions, on the Code Council's website: www.iccsafe.org/igccv2.
Sprinklers to Be Required in New Henderson Homes
Sprinkler
Early in December, the Henderson City Council unanimously adopted the 2009 IRC, including provisions requiring residential fire sprinklers for all new single-family residences.  A few months prior, the Clark County Commission and the Las Vegas City Council adopted the IRC, but voted to continue examining the sprinkler issue.  The North Las Vegas City Council adopted the IRC, but voted against mandatory fire sprinklers in new homes. 

The IRC becomes effective in all of Southern Nevada's jurisdictions on July 5, 2011.
Clark County Offers Free Training for Electronic Submittal Program
Clark County is offering customer training classes for ePlan Review, a program that allows customers to submit plan drawings electronically.   ePlan Review is available for all commercial tenant improvements and residential applications.

Guidelines on how to submit  construction drawings online via ePlan Review are available on the county's Construction Services Online website.
DOE to Provide $7 million to Support Updated Building Codes in 24 States
DOE
The Department of Energy (DOE) announced in a December 17 news release that it has selected 24 states to receive a total of $7 million to support the adoption of updated, energy-efficient building codes.  Nevada will receive $347,000.

I'd like to thank our members for their continued support and I look forward to a second term as President of the Southern Nevada Chapter of the International Code Council.

 

The participation and commitment from each of our chapter members is the key to our continued success in 2011. This year will be challenging and I hope I can count on all of you to assist in overcoming the obstacles we will face in the months ahead.

 

In 2011, I would like our chapter to focus on education and public outreach.

 

Our annual EduCode International Conference as well as our other education programs will enhance our unique position as the provider, coordinator and facilitator of critical training necessary for success in the construction industry. Our other education programs will be 2-hour and 4-hour seminars and will be focused on new construction materials, new construction methods as well as new construction code requirements.

 

I encourage each of our members to also recommend topics which will benefit all of our members.

 

In 2011 we will also be busy promoting the benefits of the construction and code official career fields to our high schools, our colleges and to our construction and design industries. Our goals this year include the following: 

  • Implement our High School and College Student Scholarship Program which will provide four (4) $3,000 scholarships to qualifying high school or college students.
  • Implement our High School Internship Program to allow high school students to shadow design professionals in the private sector as well as code officials in our governmental jurisdictions so they can see first hand the type of work we perform.
  • Enhance our Toddler Swim Lesson Grant Program to encourage donations from other private companies and non-profit agencies throughout Nevada.
  • Promote a safe-built environment through participation as an exhibitor in a variety of trade shows.
  • Enhance our chapter meeting forum to facilitate relationships, joint cooperation & collaboration amongst not only the southern Nevada governmental jurisdictions, but also between related educational leaders, construction and design professionals, state and federal agencies, state and national boards and our elected officials.
  • Provide guest lecturers, through our Speakers Bureau, to discuss various topics with high school and college students and various trade organizations.
  • Continued participation in the Western Pacific League of Building Officials (WPLBO); this organization includes members from CALBO, OBO & WABO.
  • Continued sponsorship of our executive board members and southern Nevada building officials to attend the ICC Annual Business Meeting in Phoenix, AZ.

Our Membership Services Committee will continue its marketing efforts to increase the number and diversity of our chapter members and committee participants and will continue publishing our monthly chapter newsletter to better inform members of all the chapter activities and programs.

 

We will also continue to improve the chapter website and our Facebook pages to serve as the focal point for all chapter activities and programs.

$12,000 in SN-ICC Scholarships to Be Awarded

SNICC ScholarshipWith help from the Public Education Foundation, the Southern Nevada Chapter, International Code Council Scholarship is now available!  SN-ICC will provide 4, $3000 scholarships to students who plan to pursue a career in architecture, engineering, construction management or public administration.

 

Who Should Apply?
The scholarship is open to high school graduates with a minimum 3.5 cumulative GPA or college/university students with a minimum 3.0 cumulative GPA.  Preference will be given to Southern Nevada students.

Award
Four scholarships in the amount of $3,000 will be awarded.  Funds may be applied toward tuition, fees, books or other appropriate educational expenses.

Application Deadline
Applications must be received by the Public Education Foundation or postmarked by February 25, 2011.

The application package for the Southern Nevada Chapter, International Code Council Scholarship can be found on the Public Education Foundation's website:  www.ccpef.org.  The application package includes both SN-ICC's scholarship application and the Public Education Foundation's application.

The chapter's January 13 monthly meeting has a full agenda, to say the least.  The chapter will install the 2011 Board of Directors, including the appointment of two new Directors-at-Large, and announce award recipients for the chapter's President Award, Government Person of the Year, and Industry Person of the Year (also known as the Bill Laub Award).

Join us at 11:30 a.m. at Sierra Gold, 6515 S. Jones Blvd. (Jones & 215), 2nd floor, for fun, food and great company.  For information on the 2011 Executive Board and Directors-at-Large, please read below.  To find out who won the chapter's various awards, you'll have to wait and find out at the January meeting . . .

2011 Executive Board Members:

At the chapter's December meeting, the Nominating Committee recommended that the chapter keep the 2010 Executive Board intact.  Michael Bouse, head of the Nominating Committee, made the recommendation. Bouse explained that the 2010 Executive Board had implemented a number of membership and public outreach initiatives (Scholarship Program, Internship Program, etc.) and and had won ICC Chapter of the Year for 2010.  In order to continue the chapter's success in 2011, the Nominating Committee recommended keeping the current Executive Board in place to allow for the continued implementation of new initiatives and programs.  Chapter membership present at the December meeting approved the Nominating Committee's recommendation. 

 

The 2011 SN-ICC Executive Board is as follows:

  • Neil Burning, President (Clark County)
  • Doug Evans, 1st Vice President (Clark County)
  • Valarie Loper, 2nd Vice President (City of North Las Vegas)
  • Don White, Secretary/Treasurer (City of Las Vegas)

2011 Directors at Large:

Ray Finkel 

Ray Finkel and Jim Begley will serve as Directors-at-Large on the SN-ICC Board of Directors for 2011.  While only government jurisdiction members can serve as an SN-ICC Executive Directors, Directors-at-Large are industry members. 

 

Directors-at-Large are nominated for the position by chapter members or by SN-ICC leadership.  The Executive Board reviews resumes of the nominated candidates to ultimately decide on the two individuals to serve as Directors-at-Large.

 

Ray and Jim will follow in the VERY BIG FOOTSTEPS of 2010 Directors-at-Large Connie Suckling, Southern Nevada Home Builders Association, and Dave Pasquinelli, Interwest Consulting Group.

 

"Connie and Dave were excellent Directors-at-Large," said SN-ICC President Neil Burning.  "Throughout their tenure, they showed a great interest in leading the chapter. SN-ICC is lucky to have Connie and Dave as members.  I have complete faith that Ray and Jim will be excellent Directors-at-Large as well." 

 

Ray, a long-standing SN-ICC member, started in the construction industry at the age of 10 in his parent's design and construction firm.  Starting at the bottom, he was sweeping floors, digging ditches and performing general labor.  He advanced to full fledged carpenter as a teenager and started drawing contract documents while in high school.

 

At an early age in his professional career, Ray learned the value of a good working relationship between the contractor, architect and building official.  He has worked as a construction consultant determining construction defect, causation, and cost of repair,and has created graphics and court exhibits for litigation.

Ray's latest career path has been as an architectural project manager, performing work in the general commercial, industrial, government, and higher education sectors.

  

Jim became an SN-ICC member in 2010 after a brief intermission from the chapter.  He is a long-time resident of the Vegas Valley, having been here since 2002. During this time, he has established and grown fire protection engineering/code consulting groups for multiple engineering firms.  He recently established his own fire protection engineering and code consulting firm, TERPconsulting.

 

Jim is glad to have the opportunity to become involved with the Southern Nevada Chapter - ICC, and is very proud of being a previous recipient of the SN-ICC Bill Laub Award for Industry Person of the Year.

New SN-ICC Members

Sean TeagueSean Teague

Sean is SN-ICC's first student member!  Sean is a student at UNLV studying Civil Engineering.  He expects to graduate in the fall of 2012.  Sean has a strong passion for building, construction and land development.  He hopes to work in the field involving project management, sustainable development, environmental consciousness, and innovative design.  He also possesses a  strong entrepreneurial spirit and hopes to venture out on his own someday.  Sean is currently in the process of trying to network as much as possible to become an active, integral, and positive individual within the close-knit engineering community.  
Sean is married and has a 4-year-old boy.  He has lived in Las Vegas for almost 4 years.  Although he is originally from California, Sean says he is a Texan by birth and blood.  He has enjoyed Vegas so far and believes that, with the right opportunities, it could be a place to remain for years to come.  He sees SN-ICC as a very important resource for education and for his upcoming career in civil engineering, and possibly construction management, real estate development and architectural design.  Long term, he sees himself as being an active member in the community by volunteering, mentoring, and possibly running for office someday.
 
Richard Cummins

Richard Cummins

Richard is a Nevada-certified Master Inspector of Structures.  He has owned and operated Associated Inspectors Inc., a commercial and residential property inspection company, since 1997. He recently expanded his company to include services in energy auditing, providing home energy rating service and energy assessments for both residential and commercial buildings.  He is a certified building analyst with the Building Performance Institute and a HESP & HERS rater with the Residential Energy Services Network.  Additionally, he has held various certifications with ICBO, ICC and IAPMO.

 

Richard's background includes working as a federal contractor and in telecommunications installation/repair.  Richard is also the former owner/operator of Cummins Construction Company.  He has worked as a lead instructor for the Kaplan Professional Schools, teaching Nevada residential inspector of structures pre-licensing and continuing education courses.  He is currently an instructor and board member with the Southern Nevada Association of Professional Property Inspectors (SNAPPI).

 

Richard has lived in Las Vegas since 1963 and has worked in the construction and inspection industry for over 40 years, starting with his service in the U.S. Navy in a construction battalion.

 

Greg DarlingGreg Darling

Greg's experience and attention to detail are key to his success as Quality Control Manager at McCarthy.  He is in charge of implementing and overseeing McCarthy's quality initiatives, which include:  site specific quality plans, building enclosure quality plans, water infiltration protection plans and a project-specific observation program.  Greg is also responsible for managing McCarthy's Quality Incident Report Program.

 

Greg has 27 years of relevant experience, the last six of which have been with McCarthy.  Local projects that Greg has been involved with include:  McCarran International Airport - Terminal 3 (early site civil package, parking structure, and NW wing addition and arresting vehicle barrier system), the Platinum Condo-Hotel, University of Nevada - Las Vegas Shadow Lane Biomedical Facility, and the Metropolis Lofts and Flats Condominiums.

 

David GoldsteinDavid Goldstein

David is the business development manager for GeoTek, Inc - Las Vegas Branch. Prior to joining GeoTek, David had a vast range of experience in the residential and land development sectors of the construction industry. David has over 30 years of affiliation with some of the largest homebuilding organizations in the Las Vegas, Southern California, and Southern Arizona areas. David has worked for Pardee Homes, Richmond American Homes, and Signature Homes.  While working for American Nevada Corporation, he was the original director of land development in the mid-70s for the 8,000-acre master planned community of Green Valley. Some of David's community activities include being a board member of the Southern Nevada Homebuilders and the CCSD Academy of Engineering, and being a member of such organizations as SMPS, NAIOP, ASPE, and now ICC.

 

Tom FosterTom Foster

Tom has more than forty-three years of engineering experience and is president of Professional Design Associates, Inc., a consulting mechanical and electrical engineering firm in Henderson, Nevada. Along with managing the firm, he oversees all electrical engineering projects and is responsible for managing the electrical design team's performance, and directing the technical and administration requirements of the project. He is responsible for the technical quality of the construction documents, specifications, and opinions of probable costs.

 

Tom is the treasurer of the Water Street District Business Association and Vice Chairman of the Henderson Redevelopment Advisory Commission.  He also serves as the treasurer of the Las Vegas Chapter of the Council of Educational Facility Planners International (CEFPI).

 

Gary EddingtonGary Eddington

Gary is the winner of a raffle that took place at the AIA Product Show, held in October 2010, for a complimentary 2011 SN-ICC membership. Gary has been working in architecture the last 20 years and is currently working at SH Architecture.  A native of Reno, Gary moved to Las Vegas in 1988 to attend architecture school at UNLV and has lived here since.  Gary is a registered architect and LEED accredited professional as well as member of the American Institute of Architects (AIA).  Over the last 15 years, Gary has been involved with a diverse group of local projects in government, educational, recreational, retail, commercial office, industrial warehouse and medical work.  Some of these include Dragonridge Country Club,  Clark County Fire Station (New Prototype Design), Ruby Duncan Elementary School, Henderson City Hall, North Las Vegas Boys & Girls Club and the RTC's new Bonneville Transfer Center.
