The Clark County Fire Department Fire Prevention Bureau implemented a new permitting and inspection system in 2010. This is the first of several changes planned to improve customer service. Now they want to know how they're doing. Please complete the Fire Permitting and Inspection survey to let them know, but also to help them focus on other areas that may need improvement. |

 | Chapter Happenings - We've Been Busy! |
UNLV Outreach: On September 15, SN-ICC President Neil Burning, and SN-ICC members Kevin McOsker, Ted Droessler, Dave Pasquinelli and Werner Hellmer, met with UNLV civil enginering professor Dr. Barbara Luke to discuss providing guest lecturers for the Civil Engineering Department. As a result of the meeting, Kevin McOsker, a civil engineer and manager of inspections at Clark County, will speak before Freshman taking CEG 198-298, Seminar in Professional Activities, on Nov. 1. Special thanks to SN-ICC member - and recent UNLV graduate - James Bristow for helping SN-ICC make the connection with Dr. Luke!
- SN-ICC High School Internship Program: The Chapter is getting very close to implementing its new High School Internship Program, which involves allowing students to shadow engineers at Southern Nevada's jurisdictions to get a taste of what an engineering career involves. For more information about this program, please download SN-ICC's letter to SNBO (PDF) asking the building officials to participate in this program, and also SN-ICC's High School Internship Program Description (PDF). The Chapter hopes to expand this program to include internships at private industry engineering firms. Any interested parties are encouraged to contact SN-ICC President Neil Burning at nburning@co.clark.nv.us.
- Public Education Foundation: SN-ICC is working with the Public Education Foundation to establish an SN-ICC college scholarship program. Learn more about the Public Education Foundation at http://www.thepef.org/programs_scholarships.html.

- ICC Annual Business Meeting: This year's ABM marks Ron Lynn's last meeting as president of the ICC. The ABM takes place October 24 - 31 in Charlotte, North Carolina. Several Chapter members will be in attendance. SN-ICC will be recognized at the ABM as Chapter of the Year.
- Toddler Swim Lessons Grant Program: SN-ICC has finished distributing $12,500 in grant money to Clark County and the cities of Mesquite, Pahrump, Boulder City, Las Vegas, Henderson, and North Las Vegas for free swimming lessons for toddlers. Check with the parks and recreation department for those jurisdictions for the dates and times of the classes. Ch. 8 broadcast a short blurb about the Toddler Swim Lessons Grant Program in September.
- SN-ICC Officer Selection: SN-ICC immediate past president, Mike Bouse, will form a Chapter Nominations Committee in October to seek candidates to serve as SN-ICC's officers. See SN-ICC's Bylaws, Article IV, Section 3, for more information.

 | Las Vegas Building & Safety Fee Increases | |
The Las Vegas City Council approved proposed fee increases for the Building and Safety Department at its regular meeting on September 1. According to a September 23 industry advisory issued by Building & Safety, the fee increases were deemed necessary in order to help the department maintain staffing levels to provide services.
The fee increases will be implemented in phases, with the first phase effective October 4. Click here to read the September 23 advisory and to find out more about the increases.

 | Clark County Adopts 2008/2009 Codes, Sprinkler Provisions to Be Revisited. |  Setting the stage for the rest of Southern Nevada, on September 7 the Clark County Commission adopted 7 ordinances making the 2008/2009 editions of the national construction codes with Southern Nevada amendments, as well as the 2009 Southern Nevada Pool Code, the official building codes governing Clark County. However, adoption of the 2009 International Residential Code excludes, at least at this point, provisions within the code requiring sprinklers in all new one and two-family dwellings. Adoption of the sprinkler provisions was held until the first County Commission meeting in November. Between now and November, the County Commissioners asked Clark County Development Services to work with the Clark County Fire Department to bring back information on: - What the Fire Department does as far as fire suppression, including the number of calls out to residential fires, those actually onsite putting out fires, broken down further into new and old homes.

Our guest speaker will be Brian Lenihan, P.E., Senior Engineer with Clark County Development Services. Mr. Lenihan graduated with a BS in Civil Engineering from UNLV and is a state of Nevada Professional Engineer. The presentation will cover Clark County's 3rd party Quality Assurance Agency program.
Approximately 50 people attend monthly Chapter meetings. All are from Southern Nevada's construction industry, including the building officials from local jurisdictions and engineers, architects and home builders, among many others, from private industry. SN-ICC Chapter meetings are a great way to meet and network with building construction professionals.

 | 50+ Attend Chapter Seminar on Spray-Applied Fire-Resistive Materials | |
Students listen as instructor Jim Gerren (left, background) talks about fire protection. | On September 20, the Chapter hosted a two-hour presentation on Spray-Applied Fire-Resistive Materials and Intumescent Coatings for fire-resistance ratings on structural steel building elements. James Gerren, P.E., from Clark County Development Services, gave the presentation. The topics covered included an overview of building code and applicable testing requirements.
The class was well received by over 50 attendees representing diverse segments of the Southern Nevada construction community. Some of the attendee's comments were well informed and knowledgeable instructor, outstanding, easy to understand, nicely paced, instructor kept it interesting, and well prepared. |

 | Introducing New SN-ICC Members | |
Kevin Sweeney Kevin has been involved in the construction industry since 1988. He is currently responsible for the management of McKeon Door of Nevada and prior to that spent many years in sales and management as a McKeon distributor. With a diverse background in field operations, application specific architectural design assistance and comprehensive project management, Kevin is cognizant of most all aspects of the construction life cycle. Kevin has assisted architectural firms in design and integration of McKeon products on some of the largest and most high profile projects in the Las Vegas Valley and Southern California as well. He has had the opportunity to work closely with local fire officials in both California and Nevada with regard to fire door testing, certification, and retrofit procedures. Kevin also works hand in hand with the McKeon distribution network on education regarding implementation and installation of McKeon products. Kevin is a licensed contractor in the state of Nevada. His twenty plus years of experience in the industry have made him a resource to design professionals, code officials, contractors, and end users alike.
Sharron Halpert Sharron has been working in construction for over 10 years and has experience in A, B, F, H, I, R and S types of construction, including Palo Verde Nuclear Power Plant, Abbott Labs, Sandia Labs, various hospitals, prisons, sports arenas and hotels, as well as work with the telecom industry. She has an MBA from Thunderbird- School of Global Management in Arizona. During her MBA studies, she participated in an internship with Hilti, which sparked a passion for firestop, life safety and building codes. She has worked in the firestop industry in product development, sales, education and, occasionally, inspection either with Hilti or 3M, until being invited to join the Perini Building Company QC team at City Center. In that position, she was responsible for reviewing installed firestop for compliance with submitted details, along with a myriad of other firestop-related tasks. She garnered a reputation, within her first six months with Perini, as the go-to person for code questions. She expects that her involvement with the SNICC will make that role much easier. Currently, Sharron works in a very different role on The Cosmopolitan, Las Vegas. Sharron and her husband are excited about the birth of their second son in mid-October. They are also looking forward to the next project they will be assigned to, wherever that may take them.
Terry Vosler Terry is currently employed with Bureau Veritas North America, Power and Utilities Division, as the Chief Inspector on the Ivanpah Solar Electrical Generating project located 4.5 miles southwest of Primm. Once the Ivanpah Solar Electrical Generating project is constructed, it will be the world's largest solar power electrical generating complex in the world. The 370 megawatt complex will generate enough electricity to power more than 140,000 homes and will nearly double the amount of commercial solar thermal electricity produced in the US today.
Terry has 20 years combined experience as a building inspector, plans examiner and building official. He enjoys hiking, hunting (primarily archery) and fishing.
