Ag Bill Requires USDA to Keep Starchy Vegetables | | |
The final version of the ag appropriations bill includes language providing USDA instructions regarding completion of the school meal pattern regulations. The directions specify that USDA is not to:
- Restrict serving starchy vegetables,
- Change tomato crediting,
- Impose requirements regarding whole wheat unless whole wheat is defined or
- Impose the second sodium reduction target of the proposed rule prior to conducting a study and reporting to Congress.
MWFPA members contacted their legislators asking them to support this language and a coalition of agricultural and industry groups worked with Congress to ensure its inclusion in the final bill.

MWFPA, Business Groups Oppose EPA Air Rules | | |
MWFPA joined a number of business groups in opposing the Environmental Protection Agency's (EPA) Cross-State Air Pollution Rule (CSAPR) by filing a petition and stay with the Wisconsin Public Service Commission and EPA.
Others involved are the Wisconsin Manufacturers & Commerce, the Wisconsin Paper Council, the Wisconsin Industrial Energy Group and the Wisconsin Cast Metals Association. Opposition to the rule recognizes that the Midwest is a manufacturing region that depends on affordable and reliable energy. EPA's rule will dramatically increase energy prices for little benefit.

IL Lawmakers Struggle with Tax Breaks for CME, CBOE | |
IL legislators are struggling to agree on a plan to reduce taxes for CME Group Inc. and CBOE Holdings Inc. as they debate broader legislation that adds incentives to keep Sears Holdings Corp. in Illinois. Lawmakers hope to complete a deal granting tax relief to the state's derivatives exchanges before Thanksgiving, but some observers contend that might not be soon enough to prevent the exchanges from moving their headquarters to a more tax-friendly state.

Smith Files Papers to Run in Speaker Zeller's District | |
Maple Grove attorney Dennis Smith has filed to run as a Republican in MN House District 32B, the seat currently held by Republican Speaker of the House Kurt Zellers.
Smith says he doesn't plan to contest Zellers' seat. He anticipates that the state's new political maps, set to be completed early next year, will place them in different districts prior to the 2012 election.

WI Gov. Signs Ag Transportation Bills Into Law | |
WI Governor Walker signed a number of bills into law easing transportation regulations impacting the food processing industry.
One bill would extend the exemption from the state's weight limits for vehicles transporting agricultural products from September 1 through December 31, instead of ending November 30. The agricultural products that may be transported under the permit include fruit, vegetables, grain, and livestock. MWFPA supported this measure.

WI Tort Reform Measures Expected to be Signed | | |
WI Governor Walker is expected to sign tort reform legislation changing the interest on judgments from 12 percent to the Federal Reserve prime rate plus one percent.
Another tort reform bill that he is expected to sign caps the amount of fees attorneys can collect when damages are awarded. The legislation would allow a judge to exceed the cap in certain circumstances.
MWFPA supported these and other tort reform measures in WI recognizing that such efforts aid in building a more stable business climate.

WI Recall Efforts Underway | | |
The second round of recalls is underway in WI as public employee groups unhappy with Gov. Walker's collective bargaining changes are circulating petitions to allow the recall to move ahead.
Also included in the recall effort are GOP Lt. Gov. Rebecca Kleefisch and Republican Senate Majority Leader Scott Fitzgerald. Also included are GOP Senators Pam Galloway, Van Wanggaard and Terry Moulton.

WI Tax Credit Available from Ag Department | |
Food processors and others looking to claim the WI Food Processing Plant and Food Warehouse Investment Credit are reminded that the program has been transferred from the former Wisconsin Department of Commerce to the Department of Agriculture, Trade and Consumer Protection (DATCP).
Applications must be completed and either postmarked or delivered to DATCP after the end of the applicant's taxable year in which the eligible capital investment occurred, and no later than February 15 of the subsequent tax year.
