STATE POLICY

MN Heads Toward Two Primaries

Primaries will be held Sept. 13 to decide which DFL and other party candidates will move on to a general election set for Oct. 18. The elections will fill the seats of longtime DFL Sens. Linda Scheid, who died in June of cancer, and Linda Berglin, who stepped down after nearly 40 years in the state legislature. Six DFL candidates are vying for the seat vacated by Berglin. Two candidates are seeking the DFL nod for the seat formerly held by Scheid.

WI Senate Has New Ag Chair

Due to the GOP's loss of two state senators in the recent recall elections, Sen. Dale Schultz (R-Richland Center) has been named chairman of the Senate Committee on Agriculture, Forestry, and Higher Education.  He will replace Sen. Dan Kapanke (R-La Crosse) who was defeated in a recall election.

Neumann, Fitzgerald Enter WI U.S. Senate Race

Former Wisconsin U.S. Rep. Mark Neumann announced he will run for the U.S. Senate seat being vacated by Democratic Sen. Herb Kohl, who is retiring. Neumann, a Republican, ran unsuccessfully against then-Sen. Russ Feingold in 1998, and in 2010 lost the nomination for governor to Scott Walker.

 

Also, Wisconsin's Assembly Speaker Jeff Fitzgerald (R-Horicon) confirmed that he too will run for U.S. Senate.

 

Their announced candidacies come in the wake of former Wisconsin Governor and Bush-era Health and Human Services Secretary Tommy Thompson's actions giving every indication that he will throw his hat into the ring for the Senate seat. Thompson has named two prominent Republicans to co-chair his Senate campaign.

 

Although no Democrat has made an official announcement, U.S. Rep. Tammy Baldwin of Madison, U.S. Rep. Ron Kind of La Crosse, and former U.S. Rep Steve Kagen of Appleton are all expected to make a decision soon.

Friday/Weckel Scholarship Recipients Named

The Human Resources Committee selected six students to each receive $1,500 from the Kenneth G. Weckel & Carleton A. Friday Scholarship Funds. This year sixteen students applied for the funds. They have all been contacted and will also be invited to the convention. The recipients are:

Study Sees Little Progress on Marketing to Children 

A study appearing in the September issue of the American Journal of Preventative Medicine purports to show little progress being made in reducing the marketing of unhealthy foods to children.

 

However, the Grocery Manufacturers Association has responded to the study by pointing out that the food industry has developed and introduced into the marketplace more than 20,000 healthier products between 2002 and 2009 with reduced calories, fat, sodium and sugar. The industry has also pledged to remove 1.5 trillion calories from the food supply by 2015 and support Michelle Obama's campaign to end childhood obesity within a generation.

 

Trade organizations were among several industry sub-sectors that the study found to have made "limited" progress in promoting healthy diets in addition to restaurants and entertainment companies.

 

Foundation Says Food Ad Regs Unconstitutional 

Earlier this year, an intergovernment working group presented a draft report to Congress on food and beverage advertising.  It proposed "voluntary" limits on how, where, and when food and beverage producers could advertise products that are consumed by children.

 

The Washington Legal Foundation (WLF) has prepared a background paper, "'Voluntary' Speech Principles: High Court Offers Food For Thought On Advertising Regulatory Initiative", arguing that recent U.S. Supreme Court rulings on the First Amendment fortify arguments that the proposed limits would not withstand constitutional scrutiny.

 

A recent post on WLF's blog, "Regulators & Activists Attack Enterprises' Most Valuable Assets: Their Brands", maintains that the proposed advertising restrictions are designed to deprive food companies of their use of images with which consumers have long identified, such as Tony the Tiger and the Keebler Elves.

 

MWFPA submitted comments to the Federal Trade Commission stressing that the recommended standards are so strict, they would virtually ban the advertising of many familiar products including vegetable soup, peanut butter and most breakfast cereals.
