FEDERAL POLICY
MWFPA Critical of FDA Children's Nutrition Guidelines

In comments addressed to the chairman of the Federal Trade Commission, MWFPA criticized a federal interagency working group's proposed guidelines restricting how companies can market healthy food products to children. The association's comments emphasized that the guidelines contradicted current US Food and Drug Administration (FDA) nutrition standards and failed to demonstrate how they would decrease childhood obesity.

STATE POLICY
Dayton, GOP Reach MN Budget Agreement

MN Gov. Mark Dayton and Republican legislators have reached a deal to address the state's $5 billion deficit and end the longest state government shutdown in recent history.

The two sides agreed on a proposal that would raise $1.4 billion in new revenue, half by delaying state aid checks to school districts and the other half by selling bonds on future tobacco settlement payments. As part of the compromise agreement, Dayton dropped his proposal for an income tax increase on top earners, but he insisted on Republicans dropping a list of policy changes plus a plan to cut the state workforce by 15 percent.

WI Legislature Reconvenes Over Redistricting

The WI Legislature will reconvene in Extraordinary Session on July 19 to consider redistricting bills. If Republicans move quickly to push through votes on their redistricting bills in the coming weeks they could avoid any potential shifts in power that might result from the upcoming recall elections. Any political advantages gained from the new boundaries would be maintained by the GOP for the next 10 years.

WI Recall Primaries Set Stage for Aug. 9 Election

The first round of recall primaries took place this week with six Democrats facing off against mostly "protest candidates" in Democratic primaries. None of the Republicans up for recall were challenged. The six Democrats - Nancy Nusbaum, state Rep. Sandy Pasch, Shelly Moore, state Rep. Fred Clark, Jessica King and State Rep. Jennifer Shilling - will now seek to unseat the six incumbent Republicans in recall elections slated for August 9.

Quinn Signs Environmental Permit Reform

IL Governor Pat Quinn signed legislation this week simplifying and speeding up the review process for environmental permits. Under the new law, the Illinois Environmental Protection Agency (IEPA) will begin to use online permitting, processing and tracking to make the permitting process easier to navigate for businesses.

MWFPA has supported efforts by midwestern states to streamline their permitting processes believing such actions promote economic development.
