FDA Issues Draft Guidance Toward Nanotech Regulation

According to a new draft guidance document, the Food and Drug Administration (FDA) will use certain characteristics such as the size of nanomaterials used and the exhibited properties of those materials, when attempting to identify applications of nanotechnology in regulated products. The agency has yet to come up with a legal definition of nanomaterials. 

 

The draft guidance is open for public comment. Written comments should be submitted to the Division of Dockets Management (HFA-305), Food and Drug Administration, 5630 Fishers Lane, rm. 1061, Rockville, MD 20852. Submit electronic comments to http://www.regulations.gov.  All comments should be identified with the docket number FDA-2010-D-0530.

MN Budget Stalemate Careens Toward Shutdown

Legislative Republicans and Gov. Mark Dayton remain in a state of gridlock over how to close the state's budget deficit. Republicans have refused to exceed a $34 billion budget, while making offers to fund certain programs at the governor's levels. Dayton, meanwhile, says he won't agree to such low overall spending and refuses to negotiate a budget piece by piece, instead insisting on a global number, complete with increased revenue.

 

If state lawmakers and Dayton cannot agree to a budget by July 1 there could be a partial shutdown of state government.

WI Passes State Budget, Manufacturing Tax Credit Added

The Wisconsin Legislature passed the $66 billion state budget Thursday, sending it to Governor Walker who promises swift action in signing the measure. The measure passed both houses on party line votes.

 

A powerful income tax credit designed to encourage and strengthen manufacturing in WI passed as part of the measure. The credit, which will be phased in over a period of four years beginning in 2013, will virtually eliminate the tax on income derived from manufacturing activity in Wisconsin. It will effectively reduce the rate of tax on WI manufacturing income from 7.9% to 0.4%.

 

The credit was developed by Senator Glenn Grothman (R-West Bend) and Representative Dale Kooyenga (R-Brookfield). When fully phased in, the credit will be equal to 7.5% of a company's qualified production activities income, as defined under the Internal Revenue Code, that is derived from property assessed as manufacturing or agricultural property in Wisconsin, as defined under state property tax law.

 

The credit can be taken against corporate income tax liability and for partnerships, LLCs or tax-option corporations, against personal income tax liability of partners, members or shareholders in proportion to their ownership interests.

16 Scholarship Applications Received 

MWFPA received 16 applications for the six available Friday/Weckel scholarships. This surpassed the number of applications received last year. The annual awards are provided to worthy college undergrads majoring in food science or agriculture at the University of Wisconsin-Madison, Platteville or River Falls.

 

In June/July our Human Resource Committee will choose up to six recipients for the $1,500 awards.
