Bill Would Provide Inter-Agency Review of EPA Regs

The U.S. House of Representatives may take up bipartisan legislation in the coming months that would mandate a new multi-agency review of various Environmental Protection Agency (EPA) rules.

 

The bill would put rules on ozone pollution, air toxics, greenhouse gases and other matters under the new inter-agency committee. The panel, chaired by the Commerce secretary, would include among its membership a number of Cabinet secretaries and be required to consider the effect of EPA regulations on the country's competitiveness, electricity prices, fuel prices and jobs, among other things. Capitol observers believe the measure could be brought to the floor this summer.

MN Governor Vetoes Tort Reform Bill

MN Governor Mark Dayton has vetoed the "Cheeseburger Bill", which would have provided immunity to food manufacturers from civil liability based on an individual's weight gain, obesity or related heath condition resulting from the long-term consumption of a food or beverage.  

 

The Governor said it would have created "too broad an exemption from liability." MWFPA supported this tort reform measure.

WI Regulatory Reform Becomes Law

A measure giving the WI governor greater oversight of state agencies' rule-making authority has been signed into law as WI Act 21. The new law will allow state agencies to promulgate rules only when they have been granted appropriate authority by the legislature. It will also give the Governor clear authority to approve or veto rules and requires agencies to conduct a comprehensive cost/benefit analysis when proposing new rules. MWFPA supported the legislation.

 

Cost of WI Phosphorus Rule To Be Reviewed

Under a proposal adopted by the WI Legislature's Joint Committee on Finance, detailed information about the compliance cost and economic impact of the state's newly created phosphorus rule would need to be presented by the end of the year. 

 

MWFPA and other stakeholders argued that the rules were too costly, added uncertainty to the regulatory process and would have a negligible impact on phosphorus levels in Wisconsin's waters.

 

WI Manufacturing Discount Introduced

A measure introduced in the WI legislature would allow utilities to offer temporary economic development incentives to attract new manufacturing jobs and in some cases retain existing ones. 

 

Under the bill, a utility can offer a discount to new prospects, when the prospect signs an affidavit stating that the discount will be important to their decision to locate in Wisconsin, and the WI Public Service Commission (PSC) approves the discount.

 

To assist in retaining a business looking at moving out of state, a utility could only offer a discount when there is a state and local package of incentives of $500,000 or more committed to the retention, and the customer signs an affidavit indicating that it will be unable to maintain operations in the state without the discount. The PSC would also have to approve this discount.

Successful Summit/Scramble Chases The Clouds Away

Dark clouds loomed and cool winds swirled as over 200 players readied to partake in MWFPA's Spring 2011 GolfSummit and Scramble golf outing on June 2. However, as the day wore on, those clouds and winds gave way to sunny skies and warm temperatures, allowing the annual networking event at Trappers Turn golf course in Wisconsin Dells to be a complete success.

 

The winning team (-10) consisted of: George Menchen (Ball Corporation), Terry Dersham (Seneca), Chris Staldt (Ball Corporation) and Bill Johnston (Bush Brothers & Co.). Check out our list of hole winners here.

 

After golf, 215 friends enjoyed a lunch of burgers, brats, fruit and potato salad - all the trappings of a typical Wisconsin cookout.  This was followed by the awards ceremony and raffle emceed by MWFPA President Nick George. Excellent gifts were given to lucky winners, including golf balls, cigars, a GPS system, a Green Bay Packers golf bag, in addition to more than $4,000 in cash prizes.

 

Special thanks to Trappers Turn Golf Club for making our event turn out so well!  Any such gathering requires an energetic membership and the generous support of sponsors and friends.  A grand "thank you" goes to the organizations whose contributions and hole sponsorship helped make this year's outing a success!

Hydro-Thermal Receives Export Award

MWFPA congratulates associate member Hydro-Thermal Corporation of Waukesha upon being one of this year's recipients of the WI Governor's Export Achievement Awards!  Every year, the Governor recognizes firms that have achieved extraordinary results in international sales or have contributed to Wisconsin's ability to compete in a global market.

 

Hydro-Thermal produces direct steam injection heaters that are used to heat liquids and viscous slurries in pulp and paper, food and beverage, pharmaceutical, chemical, mining, and biofuel production applications.

Scholarship Applicants Needed 

Time is running out to submit nominations for the six available Friday/Weckel scholarships. Applications can be downloaded from our website or obtained from our offices.  If you know a worthy college undergrad that is majoring in food science or agriculture at the University of Wisconsin-Madison, Platteville or River Falls, we encourage you to send them an application. Applications are due June 10th.

  
In June/July our Human Resource Committee will choose up to six recipients for the $1,500 awards.  Last year we got a great response and we hope to do the same this year.

Del Monte Appoints David West As New CEO

Del Monte Foods Co. appointed David J. West as its new Chief Executive Officer, effective August 15, 2011. Mr. West will also join the company's board of directors in June. He comes to Del Monte from The Hershey Company where he was President and CEO. He will replace Neil Harrison, Del Monte's interim-CEO, who will remain on the board of directors.
