Upper Kirby Update

Richmond Drainage Improvements: Eastside Work  North of Richmond
to Begin as Early as Next Week

Work continued this week installing new storm sewer infrastructure on Richmond west of Kirby.

As of the beginning of the week, crews had completed 312 linear feet of the 6'X6' storm line west of Eastside and had completed paving over the first 500-plus linear feet of work west of Kirby.
Next week concrete work will continue to move west toward Eastside and storm sewer box installation will continue to push west toward Audley. Traffic control over this area should remain unchanged during the coming week.

Lake St. access onto and off of Richmond has been impacted over the past several days due to AT&T duct work unrelated to the scope of the Upper Kirby drainage project. The contractor preforming the work for AT&T has indicated that they will be continuing the work today, back-filling tomorrow and patching the roadway on Monday to complete the repair at which point they will restore access.

Installation of 327 linear feet of 36" storm sewer has also been completed on Norfolk and tied into the Eastside line. Eastside has been framed for concrete south of Richmond to Norfolk and it is anticipated that concrete work will begin here as well next week. Waterline work still remains on Norfolk and Richmond, but it is expected that framing for concrete on Norfolk will occur next week as well.

The Eastside intersection will continue to be unavailable for north/south through traffic and motorists on Eastside north and southbound will continue to be forced to turn right or left at Richmond. Left turn movements from Richmond onto Eastside will continue to be unavailable next week as well. Crews could be prepared over the next week or two to move traffic control to the north side of Richmond to begin storm sewer installation on Eastside to Elbert.

Lateral line work will also take place on Audley north of Richmond as this project progresses. During all lateral work on Eastside and Audley, there will be just enough room for two-way traffic to pass. Please be sure to stay to the right as you pass the construction area to allow motorists traveling opposite you to proceed. Also be aware that no on-street parking will be permitted through the construction zone. Flagmen will assist in moving motorists safely through the construction area in these confined spaces.  


The Richmond Drainage Improvement Project between Kirby and Buffalo Speedway is one of two remaining systems still needing upgrades that feeds into the recently updated Kirby storm system and moves water south to Braes Bayou. The project will entail the installation of a new 6-foot storm drain to provide additional underground capacity and upgraded lateral systems and inlets on Eastside and Audley all aimed at addressing the serious flooding issues this stretch of Richmond is known to experience.
