Upper Kirby Update

Richmond Storm Drainage Improvement Project    
Traffic Plan Being Refined

Richmond Avenue Construction

The City of Houston and Upper Kirby are close to finalizing the revised traffic control plan for the Richmond Avenue Drainage Improvements Project between Kirby and Buffalo Speedway. Originally scheduled to begin mid-February, the project was put on hold briefly last week to allow Upper Kirby and the City of Houston to reevaluate the traffic control plan and sequencing in the hopes of reducing the impact of construction on both movement and access.

Further updates will be issued once plans have been finalized.

This project is one of two remaining large lateral drainage lines that empties into the newly improved Kirby Drive storm system. Work on this project will entail the installation of a 72" storm line along the north side of Richmond Avenue from Kirby to Buffalo Speedway. New lateral lines will also be constructed on Eastside and Audley along with new inlets and inlet leads.

As schedules for Metro's proposed University Line light rail installation along this section of roadway are still uncertain and light rail construction would necessitate the reconstruction of the roadway, the pavement will not be reconstructed as part of this project. Contractors will excavate what is necessary to improve the drainage system on the north side of the street and will restore that area once complete. The esplanades and back of curb areas will not be impacted within the scope of this project.

Buffalo Speedway Construction
Paving Activity Continues
Crews continued
work last week paving the main lanes on the west side of Buffalo Speedway between Bissonnet and US 59. This will be the primary area of focus over the next several weeks as work moves toward opening the roadway back to pre-construction vehicular capacity later this month.

The primary area of focus next week will be to complete the pavement between US 59 and Westpark and open those lanes to traffic. This will allow for much easier movements as motorists negotiate the 59/Buffalo Speedway intersection.
