Welcome to the new Kirby Drive

Construction along Kirby Drive between Richmond and Westheimer came to a close in November paving the way for the 2009 holiday season.
A partnership between the Upper Kirby Management District, Upper Kirby TIRZ No. 19 and the City of Houston, the Kirby Drive Drainage, Mobility and Streetscape Improvements Project addressed area flooding and traffic concerns and included the burial of overhead utility lines, the installation of pedestrian lighting and furniture, wider sidewalks and brick paved crosswalks as well as the capability for holiday lighting and decorations.
Along the newly improved Kirby Drive, developments such as the Gables West Avenue and 2727 Kirby offer stunning new upscale living options and premier shopping and dining opportunities. Coupled with Houston institutions such as the original Carrabba's location, Kirby Drive is fast becoming one of inner-city Houston's signature streets.
Keep an eye out for future updates regarding the second phase of Kirby Drive Improvements between Richmond and US 59. Design is currently underway and construction is scheduled to begin late Spring to early Summer 2010. This phase of work will include complete streetscape implementation and the removal of overhead utility lines following the model of Kirby Phase 1.

Buffalo Speedway Improvements Planning Underway |
 Also planned for 2010 is the Buffalo Speedway Drainage, Mobility and Streetscape Improvements Project between US 59 and Bissonnet. The project will be implemented by the Upper Kirby District TIRZ No.19 in coordination with the City of Houston and the Upper Kirby Management District. Engineering on this project is approaching 90% completion and the project is expected to begin construction late spring to early summer 2010.
Motorists along this stretch of roadway have long experienced low levels of service and high levels of traffic congestion during peak hours. This project will use existing right-of-way to add an additional lane for both northbound and southbound drivers and will include the installation of a 54-inch storm drain to add capacity to the underground storm water system.
Similarly to the Kirby Drive improvements, the Upper Kirby Management District is participating by providing the installation of a complete streetscape plan that will include pedestrian improvements, enhanced landscaping and the removal of overhead utility lines. Landscape architecture and planning firm, White Oak Studio has been selected to design the streetscape in conjunction with the infrastructure improvements planned for Buffalo Speedway.

Upper Kirby-HGAC Embark on Livable Centers Study
|
On January 13, Upper Kirby community members gathered at the first HGAC-Upper Kirby Livable Centers Study Workshop where they provided input and direction on a study that will examine impacts and opportunities presented by the coming University Corridor Light Rail Transit Line. Participants discussed issues related to existing and potential land use, pedestrian and vehicular access and potential neighborhood improvements.

opened its doors in 1998 in response to the need for affordable office space
