A Comprehensive GIS Implementation for State Fair Park
State Fair Park (SFP) has been home to the Wisconsin State Fair and many other events for the past 117 years. While any 117-year old facility presents a number of challenges, the constantly changing environment of the event business compounds these challenges and presents the need for more efficient ways to locate, manage, and evaluate aging infrastructure. The Wisconsin Department of State Facilities (DSF) Civil Engineer, Kathy Kalscheur, and Jeff Jacobson, SFP's Facility Engineer, decided that a geographic information system (GIS) was a tool needed to serve their staff in their operational endeavors and assist in planning future maintenance and construction projects at the park. The DSF turned to Crispell-Snyder, Inc. (CSI) for assistance with field collection, survey, and GIS implementation for all below ground utilities at SFP, including water system, sanitary sewer, storm sewer, gas, electric, and telecom utilities.

CSI staff used a survey grade global positioning system (GPS) to collect the physical location and rim elevation of each utility structure and input key attributes (type, size, material, depth, and pipe direction). A picture of the contents within each structure was then hyperlinked to each structure. The field collection and structure investigation, along with existing as-built information and client input, allowed CSI staff to develop a comprehensive GIS.
Once the comprehensive GIS implementation was completed, DSF decided to take it one step further. CSI and our business partner, The Expediters, televised a significant portion of sanitary and storm sewer. All televising video will be evaluated, rated, and hyperlinked to the corresponding line segment in GIS for easy retrieval and viewing.
For SFP, the days and hours of searching through old plans and relying on old map books with handwritten notes are gone. GIS has proven to Jeff Jacobsen to be a one stop shop, including being an effective tool in event planning on SFP grounds. GIS has aided significantly in coordination with outside agencies such as Milwaukee Metropolitan Sewerage District (MMSD) in garnering project approval. GIS allows insight into infrastructure that otherwise isn't possible, and allows SFP to have the information they need to do their job more effectively and efficiently. |

WRWA Inspection Training

Over the past few months, Crispell-Snyder staff conducted five day-long underground utility construction inspection training seminars at various locations throughout Wisconsin. The training was conducted by Senior Project Manager Mike Payant and Senior Construction Managers Paul Schafer, Jeff McBain, and Jon Klepp. Attendees were able to obtain credits to satisfy their professional licensing requirements for continuing education. The underground utility construction inspection training focused on storm sewer, sanitary sewer, and water main construction and covered the process from pre-construction planning and inspector preparation through construction and post-construction activities. The following topics, critical to any project, were covered:
- Why inspect?
- Preparation - contract document review
- Inspecting - why and how
- Documenting - processes and forms
- Communication - when and how
The training was beneficial to communities that complete their inspections in-house and to those communities that contract out for inspections. Attendees came away from the training session with materials to share with their respective offices and were able to immediately use information they learned to improve their inspections. |
