Workshop Series on Successful Grant Writing


Want to learn how find, write and manage grants? GrantProse, Inc. conducts a series of high quality grant writing workshops for a reasonable cost.

  

The presenter, Dr. Carruthers, and GrantProse associates will instruct a "systemic" approach to writing grants--an approach that can be used time and again with small and large grants from funding sources as varied as federal, state, local, foundation, corporation, professional associations and other sources. Central to Dr. Carruthers' system is the logic model. Dr. Carruthers will show how a well organized logic model provides the foundation to all major elements of a grant proposal. And, if you've ever struggled with writing a goal statement or those pesky SMART objectives, he will show you how easy it is to write these.

Have You Ever Wondered . . . ?

What is "debarment" and why does it matter?

 

Is your organization eligible for federal grant funding? If you are applying for more than $25,000 and your organization is reported to be in "debarment," then the answer is no.


Federal Executive Order 12549 "Debarment and Suspension" established the exclusion of debarred vendors from government grant funding. Organizations are debarred for things such as defaulting on a government loan, declaring bankruptcy, having a public transaction terminated and being convicted of (or currently being indicted for) civil or criminal crimes.


Debarring agencies officially notify organizations they take action against and, since you know that your organization has not received such notification, you're in the clear - right? Well, maybe. This requirement is true not only for you, the applicant, but it's also true for each sub-awardee. Additionally, if an auditor discovers that your organization has distributed funds to a debarred entity, your organization itself may be subject to debarment for non-compliance. Therefore, it's advisable to check the Excluded Parties Lists System (EPLS) for each sub-awardee included in your proposal.


Federal debarring agencies report debarments to the government-wide EPLS, which is found at www.epls.gov. Debarment agencies have a government-wide effect. Therefore, in addition to the EPLS site, check with your state and local governments.  Many state and local governments publish lists of debarred vendors online, such as the list published by the North Carolina Department of Purchase and Contract found here.


Now that you've verified that you and all of the principals included in your grant proposal are free of debarment, how should you address this in your grant proposal? Simply provide a Debarment Certification Letter. For a good example from which you can draw, DOWNLOAD this template letter on the University of Wisconsin's website.
