 | Have You Ever Wondered . . . ? |
What are "Indirect Cost Rates" and "Cognizant Agencies"?
When creating a grant proposal budget, do not be tempted to request an arbitrary funding amount for overhead expenses, using vague labels such as "Other", "Miscellaneous", "Contingency" or "Administrative and Facilities". The bulk of your grant proposal budget should list line-items of direct costs that are appropriate and necessary for grant program activities, and it may be permissible to list a single line item for "Indirect Costs" to recover the expense of those activities which cannot be readily identified as direct costs.
Indirect cost rates are an established ratio of overhead costs that can be legitimately associated with direct costs. For instance, indirect cost rates range from 5% to 15% for nonprofits, and 30% to 50% for colleges and universities. If you want to secure federal funding for indirect costs, be sure to establish an official Indirect Cost rate.
In 1986, the U.S. Office of Management and Budget established the concept of "Cognizant Agencies" to officiate indirect cost rates for Federal grantees. Cognizant Agencies are responsible for oversight of federal expenditures, auditing, and establishing indirect cost rates. The assignment of your cognizant agency for audit is based on the department from which a majority of your federal funding originates. Specifically, 2004 budgets were used to dtermine cognizant agency for audit for 2006 through 2010. For most state and local governments, their Cognizant Agency is the Department of Health and Human Services.
