St. Clair County seeks savings
from smarter energy use
St. Clair County has retained Carlisle/Wortman to identify and implement energy-saving opportunities under a $700,000 federal stimulus grant. The project is funded under the Energy Efficiency and Conservation Block Grants (EECBG) program of the American Recovery and Reinvestment Act. The process was created to help communities identify the energy-related areas which will most quickly generate the greatest benefit from federal stimulus funding. CWA's energy planning team includes LEED Accredited Professionals, code officials, community planners, low-impact development experts and experienced grant writers.

Flexible DDA façade loans
pay off in Southgate
The City of Southgate broadened the list of eligible façade improvements and generated nine applications for its 50/50 matching grant program, approving eight of them. In addition to the usual façade repairs, painting, windows, doors and awnings, the program allowed reimbursement for roofs, landscaping and signage. "The fact that it's not a historic district gave us a little more flexibility," said CWA's Laura Kreps, consultant to Southgate.

Cities save by combining departments
The City of Woodhaven has hired CWA to run its newly-consolidated building, planning and development office. John Enos will spend 10 hours a week on site. "We're seeing this happen elsewhere, as cities cope with slower development and lower income from property taxes and state revenue sharing," Enos said. Carlisle/Wortman's Dave Scurto leads a multi-disciplinary community department in the City of Riverview.
