"We saved money but, more important, we can provide high quality services to residents and their contractors greater than we could provide before,  AND cover our costs. We were able to offer a level of services to our residents that we hadn't been able to offer for two to three years."

CWA authors Oakland County
Technology Toolkit

L. Brooks Patterson & Dick Carlisle
Carlisle/Wortman Associates has created the Technology Planning Toolkit for Oakland County, introduced by County Executive L. Brooks Patterson who praised it as a "road map" towards a diversified, information-age economy. We presented two workshops about it in July and will survey Oakland County communities about their preparedness to support emerging technology and growth of the knowledge economy.   Toolkit online
Protecting Natural Features

Native ground layerSally Elmiger is Ann Arbor Township's natural features consultant.  She evaluates development proposals in the context of several ordinances that protect natural features and draws on her training as a landscape architect to suggest solutions that protect those features.  A developer recently proposed building ball fields within a high-quality native woodland, featuring mature trees and a significant, native ground layer.  They accepted Sally's recommendation that they instead use a portion of the property that is already disturbed and permeated with invasive, non-native species, preserving the woodland.
Deadline extended to Aug. 10
for federal energy efficiency grants

Energy The deadline to apply for Energy Efficiency and Conservation Block Grants has been extended to August 10, but many communities tell us that they are stymied by the complicated, onerous federal application process.  For entitlement communities who follow the process correctly, this is free money to help you identify and implement high-value energy reduction activities. We have mastered the Fedconnect system and submitted complete applications on behalf of several cities including Troy, Midland and St. Clair Shores.  Once the grant is approved, our proprietary Rapid Energy Assessment Process (REAP) will accurately identify the high-value energy-saving measures that also fit the stringent EECBG goals. Our process is a grant-eligible activity, and can be paid for with a portion of the award. There would be no out-of-pocket costs to you. Our REAP team includes LEED Accredited Professionals, code officials, community planners, economic development specialists, low-impact development experts and experienced grant writers.  Contact Zak Branigan, AICP, LEED AP for more information.

City of Rochester plans
for economic development

In March, CWA completed a comprehensive economic development strategy for the City of Rochester.  The detailed action plan calls for partnering with other economic development agencies, adding promotional programs, changing some elements in the city's physical design and establishing an economic development staff position.  The city will shortly complete the latter task by hiring a deputy city manager to implement the plan.  CWA Associate Dave Scurto managed the project.

Planning is about the people of your community - their comfort, happiness, safety and prosperity.  When you choose Carlisle/Wortman Associates, you get more than plans. You get the creativity and experience of our people.
