"As a smaller community, we can only afford so much.  Our full-time staff weren't always busy.  I felt that a better solution would be to bring in somebody to use just as much as we needed.  (Carlisle/Wortman) works with many communities, so we'll get more ideas, some fresher looks."

Riverview chooses CWA
as its municipal services partner

RiverviewThe City of Riverview has hired Carlisle/Wortman Associates to handle all its community development functions, including planning, the building department and code enforcement.  CWA performs a similar role in Springfield Township, reducing costs by 40 percent and showing an operating profit for the first time in several years.  In the City of Linden, CWA handles all zoning and code enforcement.

"Property tax income is falling, state revenue sharing is declining and development has slowed to almost zero," said Dick Carlisle.  "By partnering with us, communities can afford just the services they need, just when they need them."

Scio Township gets $1.4 million grant

Sloan propertyScio Township has received a Michigan Natural Resources Trust Fund grant for up to $1.4 million for land acquisition along Mill Creek.  The trust fund gives $30 to $35 million each year; it granted $48.5 million in 2008. The CWA team, led by Doug Lewan, developed the township's community recreation plan -- one of the grant prerequisites -- wrote and will administer the grant.  For information about the grant program, visit the trust fund website

CWA manages a variety of projects and grants in several other communities. Dick Carlisle administers the Dixie Highway Corridor Authority for Independence Township. Dick and Dave Scurto helped the City of Rochester Hills craft its economic development strategy and Lucie Fortin managed the design and construction of a seniors park in Huron Township.
Troy and Dundee honored
for entrepreneurship

Two CWA clients -- the City of Troy and the Village of Dundee -- were recognized for their support for entrepreneurial businesses by the Center for Innovative Research at the University of Michigan Dearborn. The eCities designation is based on infrastructure investment, incentives, favorable policies, high education levels in the community and high levels of self-employment.  Dundee, where Jennifer Coe serves as the planning administrator, was cited because it waives certain permit fees.  Troy, where Zak Branigan has helped shape the master plan, has an expedited plan review process.
Grow smart

Doug Lewan, Zak Branigan and Dave Scurto are among the few professional planners trained to help communities use the Smart Growth Readiness Assessment Tool (SGRAT) of the MSU Land Policy Institute.  CWA has guided the city of Troy and the Village Dexter through this useful process.  Contact Doug to see if it's right for your community.
