Practice rules of the road everywhere you go!

Just as you can practice wind awareness wherever you go by identifying where the wind is coming from, try and think about who has the right of way when you're walking down the street. Picture other pedestrians being on either a port or starboard tack. Think about which side of the boat the boom would be on and determine who would be the give-way and who would be the stand-on "vessel".

QUESTION:
To provide guidance to the Club Nautique flotilla, the organizers of the Half Moon Bay Rendezvous erected a beacon on the hillside consisting of a 500 pound Jack O' Lantern illuminated with a 10 million candlepower light, and named it The Great Pumpkin. This enormous Jack O' Lantern was placed at 100 feet above sea level. If your height of eye is 10 feet above sea level and the meteorological visibility is ten nautical miles, as you are approaching the beacon, at what range will the Great Pumpkin appear to rise above the pumpkin patch?


ANSWER:

15.4 nautical miles.

The geographic range of a light placed 100 feet above sea level is 11.7 nautical miles, while the additional geographic range gained by a 10 foot height of eye is 3.7 nautical miles. The combined geographic range from the height of the beacon and the height of eye is 15.4 nautical miles.
Equation: 1.17*sqrt(100) + 1.17*sqrt(10)= 15.4 nm



NOTE:
Even though a ten million candlepower light in ten miles of meteorological visibility has a luminous range of 32 nautical miles, and is bright enough to be seen for 32 miles, it will be below the horizon until you are 15.4 nautical miles away.

QUESTION:
When studying for your Captain's License, one of the largest hurdles is learning the rules of the road as set forth in the Colregs (International Regulations for Preventing Collisions at Sea). There is a distinct difference in the meaning of the signals given by vessels in Inland vs. International waters. In a meeting and crossing situation where two vessels are in sight and within a 1/2 mile of one another, what does one short blast from vessel A indicate if it is operating on inland waters? What if it were on international waters? Please identify the distinct difference between the two meanings.
