I wanted to provide an update on the iGaming proposal that is currently under consideration by the Council and the District's Lottery Board. The "Lottery Modernization Amendment Act of 2010," which was a part of the "Fiscal Year 2011 Supplemental Budget Support Act of 2010," authorizes the DC Lottery and Charitable Games Control Board to offer "games of skill" and "games of chance" via the internet. Specifically, the proposal is to offer internet games such as Texas Hold 'em Poker on computers in yet to be determined locations within the District. 

 

In response to concerns from community members last spring, I asked the Lottery to schedule a number of community meetings to receive input on iGaming before moving forward with enabling these games in any neighborhoods. I subsequently requested that the Lottery move to further accommodate community members by postponing meetings originally scheduled for August to more convenient times in October and November, and am pleased that they have done so. My hope was that this change in schedule would allow more residents to return from out of town summer trips and be engaged in the community meeting process.

 

At this point, the Lottery has held at least 5 community meetings throughout the city - meetings have been held in Wards 1, 4, 5, and 7, as well as an additional meeting held for Advisory Neighborhood Commissioners. Staff members from my office have attended all these meetings to record community feedback, and I am also expecting a more formal report from the Lottery on these meetings to be given to my Committee. 

 

Upcoming meetings are scheduled in Wards 3, 6, and 8, and most importantly, Ward 2.  Our meeting is scheduled for Tuesday, November 15 at the MLK Memorial Library (901 G Street NW). Also, the Inspector General is conducting an investigation into the lottery and should have his findings available soon. After the conclusion of these community meetings, I intend to schedule a hearing to review the community input received and the Inspector General's findings.  I am reserving judgment at this point until all community feedback has been collected, so I look forward to hearing from you.

Evans Joins Little Goblins
in Logan Circle

Councilmember Evans last weekend took a turn as a "Goblin Wrangler," helping hundreds of Logan, Dupont and Shaw children and parents cross streets safely at the first annual "Goblin Parade."

 

Organized by Logan mom Joelle Myers, the parade was her way to get some of the youngest residents of the neighborhood involved in Halloween. The parade began at Stead Park in Dupont and traveled along P Street to Whole Foods, where participants were invited inside for some treats, and then on to Logan Circle.

 

"I don't remember a time when we've seen that many children and their parents in Logan Circle," said Evans. "Special thanks to Joelle and the other organizers for such a great community event, as well as to the officers from MPD who kept everyone safe along the way."

DDOT Releases New
Online Permitting Tools

 

The District Department of Transportation (DDOT) has announced it has added new features to its Transportation Online Permitting System (TOPS) that allow the public to search geographically for information on permits issued by the agency. The changes will make it easier for some businesses to apply and pay for permits, and also enable residents to search online for information about public space permits.

 

The Public Space Permit Lookup Tool gives the public the ability to see permits on an interactive map. The user can enter a specific address or area and pull up all the public space occupancy and construction permits issued for that location or within that area, and see information including who the permits were granted to and for how long. They can also see permit applications that are pending approval and/or pending payment, and can export the data for the selected area in spreadsheet format.

 

"I appreciate DDOT's efforts to break down the bureaucracy and put information directly in the hands of Ward 2 residents," said Evans. "This new system will allow people to get real time information on permits on their block and find out whether applicants are abiding by the District's public space laws and regulations."

Evans Unveils 

Dupont Circle Mural

Councilmember Evans last week joined internationally renowned artist Peter Waddell, DC Commission on the Arts and Humanities Director Lionell Thomas, and members of the Dupont Circle community to unveil the long awaited mural, "The Toy Theatre." The mural is a tribute to the first two great mansions of Dupont Circle - the British Legation on Connecticut Avenue and "Stewart's Castle" on the Circle itself and is located on the side of a brick townhouse at 1914 Sunderland Place, NW.

 

"This mural is an incredible addition to Dupont, and Peter Waddell deserves our thanks for bringing his vision to one of the city's greatest neighborhoods," said Evans. "The arts are vital to the fabric of our community and I am happy to support them."

Funded by the DC Commission on the Arts and Humanities, the project also involved consultation with local civic groups and the Dupont Circle Advisory Neighborhood Commission.

Evans Celebrates
Shaw Dog Park Anniversary

Evans congratulates the community on creating and  

maintaining a model dog park.

 

Evans joined Shaw Dog Park Association President George Kassouf and a large crowd last week to celebrate the third anniversary of the Shaw Dog Park, the city's first legal off-leash dog park. The park is located on 11th Street, NW between Q and R Streets.

 

Over the last few months, several upgrades have been made at the park including the installation of benches, the addition of crepe myrtle trees and tree boxes, a more dog-friendly surface, and the installation of a shade-sail.

 

"The success of this dog park is no accident and George and his group of volunteers deserve credit for what it is today," said Evans. "People from around the District look at the Shaw Dog Park as a model for how to do this right."

 

A Neighborhood Investment Fund grant was used to pay for many of the park's recent improvements. Members of the Shaw Dog Park Association also raise funds for the park's operation and maintenance.

Ward 2 iGaming Community Meeting November 15
 

The DC Lottery announced recently that it has confirmed the dates for the rescheduled iGaming community outreach meetings. Meetings have been scheduled in all 8 Wards of the District, with the Ward 2 meeting coming up on Tuesday, November 15. The meeting will be held at the MLK Memorial Library (901 G Street, NW) from 6:30pm-8:30pm.

 

"I look forward to hearing firsthand from residents their thoughts and concerns about the iGaming proposal," said Evans.  "These meetings will provide valuable feedback as we move forward and give the public a platform to voice their concerns and opinions about internet gaming in the District."

 

The community meetings process began in mid-October and will conclude shortly before the Thanksgiving holiday.

CityMarket at O Community Celebration November 18

November 18 marks the date of Roadside Development's community celebration to kick off construction of the long awaited CityMarket at O project.  Nearly 130 years after construction of the original O Street Market, historic Shaw is about to get its heart back.

 

"We have been waiting for this day for a long, long time," said Evans.  "I, like everyone in the community, am elated to finally see bulldozers turning earth and look forward to the day when residents return here to shop and connect with one another."

 

Acting Assistant HUD Secretary and Commissioner of the Federal Housing Administration Carol Galante, Mayor Vincent Gray and DC Congresswoman Eleanor Holmes Norton will join Evans and other community leaders to celebrate the occasion.

 

When completed, CityMarket at O will include a 72,000 square foot Giant food store, residential condominiums, a hotel, restaurant, and parking. It is one of 14 infrastructure projects around the country selected by the Obama administration to be expedited through the permitting and environmental review processes and is expected to generate over 2,400 jobs.

Dupont Festival to Hold  

Police Thanksgiving 

on November 22

     

On Tuesday, November 22 Councilmember Evans will join MPD officers from Police Service Area (PSA) 208 and members of the Dupont Circle community for a "Police Thanksgiving." The event will begin at 5:00pm and will take place in Dupont Circle.

 

"Police Thanksgiving," organized by Dupont Festival, will include a picnic style meal and provide an opportunity for residents to meet and thank their local police officers for their service in an effort to strengthen neighborhood spirit and police-community partnerships.

 

"I encourage everyone to join me at this event as we thank the officers who serve us every day," said Evans. "Their contributions to our community cannot be overstated."

Department of Public Works to

Observe Veterans Day

Friday      

 

The Department of Public Works announced this week how services will be affected in observance of Veterans Day, Friday, November 11.  

 

Trash and Recycling Collections: There will be no trash and recycling collections on Friday. These collections will "slide" to the next day. Friday's collections will be made Saturday. This applies to both once-a-week and twice-a-week collection neighborhoods. Trash and recycling containers should be put out for collection no earlier than 6:30pm the night before collection and removed from public space by 8:00pm on the collection day.    

 

Parking Enforcement: Parking enforcement will be suspended, as will the towing of abandoned vehicles. Parking enforcement will resume Saturday, November 12.  

 

Ft. Totten: Ft. Totten Transfer Station (4900 John F. McCormack Road, NE) will be closed. It will reopen Saturday at 1:00pm for residents to bring bulk trash. The next Saturday Household Hazardous Waste/E-cycling/Document Shredding drop-off day is scheduled for December 3, from 8:00am to 3:00pm.

    

Leaf Collections: Between Monday, November 7 and Friday, November 19 (including Veterans Day), DPW will collect leaves from "Area A" neighborhoods as designated in the leaf collection brochure mailed to households that receive DPW trash/recycling collections. Ward 2 Residents Sought 

for Green Corps 

     

Washington Parks & People is now accepting applications from adult DC residents for their Green Corps, a paid 12-week intensive green job and introductory urban forestry training program that begins on January 9, 2012.

 

Participants in the Green Corps benefit from diverse instruction in greening underserved neighborhoods across DC. Participants also receive certificates in Cardio Pulmonary Resuscitation, financial management, and will receive 36 continuing education credits from the Community College of DC.

 

Completed applications must be sent in by mail no later than November 12.
