Hello fellow environmental professionals!
I trust that you were able to spend some time away from the office, recharging your batteries, reconnecting with family and friends, (insert your favorite cliche here!), and enjoying the holiday season. [Me neither. Just kidding!] I didn't take as much time off as I'd hoped but I made the most of what I had!
2011 is here and along with all of the new year's hullabaloo, we have to start thinking about fourth quarter 2010 Air deviation reports (due by January 31, 2011) and SARA 313 (SERC) reports (due by March 1, 2011). And dare I mention taxes? I believe if you paid more than $600 in 2010, a 1099 is needed.
For Endlish Environmental & Energy, 2011 is bringing one new service: I have been trained to do Phase I ESA's! For now, I am only offering this service to current clients and anyone located within an hour or so of Huron, OH (Cleveland to Toledo to Mansfield). Reminders Ohio EPA Reports
01/20/2011: Monthly (December) DSW discharge monitoring reports are due; Semi-annual (July through December) DSW discharge monitoring reports are due.
01/31/2011: Fourth quarter (October through December) 2010 DAPC reports and semi-annual (July through December) DAPC reports are due. 02/15/2011: If you have a PER and selected the calendar year schedule option, your PER is due. Ohio EPA should send a form by mail and/or you may use eBusiness Center: Air Services to create and complete this report.
03/01/2011: The Hazardous Waste Annual Report is due. Subject facilities should use eBusiness Center: eDRUMS to submit these reports.
04/01/2011: The Annual Operational Report for the Division of Solid and Infectious Waste Management is due. The forms will be available for download at Ohio EPA's website soon.
Other:
Remember to update your SPCC Plan every 5 years (from the date of the last revision) or whenever something significant changes (even a change in responsible personnel warrants a revision). SWP3 need to be updated whenever something significant changes as well!

Environmental News
Governor Kasich appointed Scott Nally as the next Director of Ohio EPA. Most recently, Nally has served as Assistant Commissioner, Office of External Affairs to the Indiana Department of Environmental Management. I remember when Chris Jones came in and his first order of business was to address (pardon the pun) the dress code! Nothing like making 800 or so employees go out and buy dress pants to boost morale! There were some who made dressing badly within the confines of the dress code an art form! Governor Strickland signed an executive order authorizing emergency rules that require only very large emitters of greenhouse gases (GHG) to obtain air permits for their Ohio operations. The rules raise the emission levels that would trigger permitting to the same levels as those adopted by the federal government. Without these rules, it would not be sufficiently clear which emission thresholds triggered the need for GHG permitting. Clear as mud, right?

Environmental Compliance Assessment (ECA)
The purpose of the ECA is to ascertain the Air, Water, Hazardous Waste, and Solid Waste permitting and operating requirements for the client, to evaluate the client's current compliance status, to determine whether an SPCC plan (or update to current plan) is required, and to provide (and help implement) recommendations to achieve and maximize compliance. The annual follow-up ECA provides an opportunity to assess the environmental compliance program and to update the primary ECA report, as needed.

Safety Audit
OSHA or MSHA
Some companies have expressed interest in having a third party conduct a periodic evaluation of the facility for the basic OSHA and MSHA hit list. Those who work there every day sometimes cannot see the trees for the forest (sorry, I had to) but sometimes a fresh set of eyes can spot problems potentially saving your company from some fines. Because of the diversity of facilities and the fact that I would have no control over actually resolving the problems identified, this cannot be a "guaranteed no fines" service but is rather intended to provide another level of review.
