Collins Center to Exhibit at the MMA Annual Meeting and Trade Show

The Collins Center will participate this year at the Massachusetts Municipal Association's 2012 Annual Meeting and Trade Show being held at the Hynes Convention Center in Boston this Friday and Saturday, January 20 and 21. The theme of this year's meeting, which is the largest regular gathering of Massachusetts municipal officials, is: Recovery, Reinvestment and Renewal: Cities and Towns Look Ahead.
Collins Center experts in municipal charter reform, regionalization, performance management, including CitiStat, municipal management and finance, as well as the Center's executive recruitment and professional development staff, will be available to answer questions and provide you with information about the many services the Center offers cities and towns.

Center Hosting Major Conference on Performance Management
Tuesday, February 14, 2012 from 9:00 to 5:00 at UMB's Campus Center
| The Collins Center is proud to announce that it will be hosting an important conference next month, Delivering Results: Implementing Performance Management in Massachusetts. The all-day event will be held on February 14th in UMass Boston's harbor view Campus Center. Governor Deval Patrick, the members of his Cabinet and the country's highest-ranking performance management official are expected to participate.
Never before have states been under greater pressure to make government more efficient and effective. In today's environment, government has to stretch every tax dollar to provide its citizens with needed services. This conference will bring together a broad mix of Massachusetts government leaders, as well as municipal and federal officials, legislators, academics, officials from other states, representatives of public policy foundations and institutes to review how the Commonwealth is using the techniques of Performance Management to accomplish the Administration's goals.
The Center has been working for over a year with the Administration to coordinate the design and implementation of a performance management system for the Commonwealth. This system, when fully operational, will be one of the most sophisticated and rigorous in the country and is already attracting serious interest from a number of other states.
Participants will hear from experts in the field as well as seasoned practitioners, and learn how to use a series of common sense practices to improve government performance and enhance public trust. Attendees will learn how to establish measureable goals and objectives; how to drive goals and strategies through all levels of their agencies; how to measure outcomes against goals; and how to use date in real time to identify and fix problems.

Center Associate Serving as Interim Town Administrator in Sherborn
|
James Purcell, a Collins Center Associate, has been named interim Town Administrator in Sherborn by that community's Board of Selectmen. As part of his new responsibilities in Sherborn, Purcell was charged with implementing several changes in the Town's operations recommended by a recent Collins Center management review. Purcell takes on the interim appointment in Sherborn, having recently completed his work as Interim Town Manager in North Andover.
Before joining the Collins Center, Purcell had a long career in municipal management. He was the Town Manager of Norton for eight years, Leicester Town Administrator for eight years prior to that and also served as Worcester County Manager for nine years.

Center Retained to Recruit New Town Managers in Burlington and Hanover
| The Burlington Board of Selectmen recently voted to use the Executive Recruitment Services of the Collins Center in their search for the town's next Town Administrator, a position that will be vacant due to the impending retirement of twelve year incumbent Bob Mercier. Burlington, with a population of 24,000, is well known for its dense combination of retail, office and high tech activities as well as its residential neighborhoods. The Town operates under a Board of Selectmen, Town Administrator, and a Representative Town Meeting governance structure. A Profile of the Town and a description of the position will be posted later this month on the Collins Center's website. An appointment is expected in April or May.
The Center is also assisting Hanover, which has a population of approximately 14,000, recruit a Town Manager, a new position that was created in 2010 by a special act of the legislature. Applications for this position closed on January 6th and an appointment, as in Burlington, is expected in the spring.

New England StatNet to Hold Winter Meeting on Dispatch
|

New England StatNet (StatNet) will host its winter meeting at Worcester City Hall on Friday, February 3. The meeting's topic will be dispatch operations.
Now into its third year of existence, StatNet is a network of municipalities in New England using CitiStat or other data-driven Performance Management approaches. The group is coordinated by the Collins Center and gathers three times a year for in-depth discussion of municipal governance issues and also works on other collaborative efforts.
Prior StatNet meeting topics have included public works, human resources, inspections, customer service/constituent relations, police, and CitiStat itself. In May 2011, StatNet hosted its first all-day Performance Management training, drawing a standing room only crowd. More than 120 representatives from New England municipalities, state agencies and non-profit organizations attended the event, held at UMass Boston's Healey Library conference center. StatNet is beginning to plan a second training for the spring or summer of 2012.
