New Chief Administrative and Financial Officer Appointed in Springfield

Lee Erdmann, the former Chief Operating Officer of the City of Hartford, Connecticut has been appointed by Mayor Domenic J. Sarno as the first Chief Administrative and Financial Officer (CAFO) in the history of the City of Springfield.  Springfield recently emerged from five years of financial oversight by a state-appointed Financial Control Board, which disbanded last year with the requirement that this new position be create and filled.     (Click photo for caption)

Erdmann, who brings more than thirty years of progressively challenging municipal government experience to Springfield, will be responsible for coordinating, administering and supervising all municipal financial services and activities. His appointment marks the end of a six month long search process conducted by a CAFO Screening Committee appointed by Mayor Sarno, who also hired the Collins Center to help the Committee conduct a national search.  Twenty-four candidates submitted applications for the CAFO position and five were invited to interview with the Screening Committee.  According to the Mayor, "the Collins Center provided first rate recruitment assistance to the City. We would not have had the pool of candidates to choose from that we did have without their diligent efforts."

The Center was pleased to assist Springfield make what Mayor Sarno described as "one of the most important hiring decisions in the city's history."  Finding the CAFO for Springfield was the latest accomplishment of the Center's Recruitment and Interim Management practice. The Communities of Princeton, Plymouth, Winthrop, Princeton and Hopkinton have also been successfully served by the Center. The Center is currently leading the search for a new Treasurer of the City of Worcester.

Steven Bradley, Vice-President of Government and Community Relations for Bay State Health and Chair of the Screening Committee commented that the recruitment process for the job of Springfield CAFO was conducted "in a nonpolitical manner that engenders the confidence of the residents of Springfield, businesses located in the City, the Secretary of Administration and Finance and the taxpayers of the Commonwealth."

Collins Center Cited in Governor's FY2011 Budget Message

The Collins Center was featured prominently in the Fiscal Year budget message recently submitted to the Legislature by Governor Deval Patrick. The message accompanied the Governor's budget recommendations (H.2) for Fiscal Year 2011. The work of the Collins Center in providing an array of services to local governments was included in the Governor's review of the ways in which his Administration has demonstrated its commitment to cities and towns. The Collins Center, together with the Municipal Affairs Coordinating Cabinet and the Regionalization Advisory Commission, were referenced several times in the Governor's message as critical partners in the Administration's efforts to relieve pressure on the property tax, increase government efficiency and preserve critical services at State housethe municipal level.

New England StatNet Holds Winter Meeting
Group Discusses Budget Development and Management Systems
AmesburyOfficials from municipalities across New England gathered in Worcester on Friday, February 5th for the latest meeting of New England StatNet (formerly MassStat).  StatNet is a network of municipal officials using CitiStat or other data-driven performance management approaches. The group is coordinated by the Collins Center and gathers three times a year for in-depth discussion of municipal governance issues and works on other collaborative efforts.

The latest meeting focused on budget development and management systems. The relationship of performance management to the budget was a focus of discussion. Participants shared successful approaches they had developed, as well as potential pitfalls that others should work to avoid.

April 5 Start Date for Center's New Online Performance Management Course.
The Center's new online course - Performance Management in Government and Non-Profits - PRFTRN 093 has been re-scheduled from March 1 to April 5 and will run through May 14.  The new deadline for sign-up is March 29.

The Collins Center was founded to help public officials improve the cost-efficiency and overall effectiveness of government.  The Center's two broad areas of focus and expertise are regionalism and Performance Management.
